About this file
This document is a memorandum from Christopher Stiles of the 153rd Communication Squadron describing a procurement for a Uninterruptible Power Supply (UPS) and Cooling Distribution Unit (CDU) for the Wyoming Air National Guard's Network Control Center (NCC). The procurement is a sole source contract to replace an expired 2019-2020 contract, driven by critical system degradation that threatens network services, communication capabilities, and mission readiness. The system supports 1,300 personnel, emergency communications, DISA MPLS circuits, server clusters, and SIPR capabilities for the 153rd Airlift Wing.
Key technical requirements include installing a new UPS and CDU with 18 minutes of backup power, performing specific installation tasks like capturing existing cooling fluid, demolishing old piping, running new piping, installing a new 350A Shunt Trip Breaker, and removing/recycling the old UPS. The vendor must deliver the new equipment within 30 days to 217 Dell Range Blvd in Cheyenne, Wyoming. A technical point-of-contact will review contractor performance before accepting the final invoice. The memorandum is dated 13 January 2025 and includes an attachment for quotes from that date.

MEMORANDUM FOR USPFO WY – P&C
FROM: Christopher Stiles GS – 11 RA / Plans and Projects
SUBJECT: UPS and Cooling System for 153 NCC
1. Background / Purpose: The purpose of this procurement is to repair and replace the NCC UPS and Cooling System. The requirement for Uninterpretable Power capability is not new for the State of Wyoming. The last previous contract was placed in 2019-2020 but has expired and was not renewed due to leadership change and reallocation of funds. As a requirement for ensuring command and control readiness of the Wyoming Air National Guard this upgrade and replacement of equipment has a strategic mission impact now that the preventive maintenance was not completed from the years 2020-present. The last service was conducted Feb 2020 by Schneider Electric Global. This effort was previously not competed but was awarded as a Sole Source contract with a fixed cost. The next contract will stay as a sole source contract with a fixed price excluding the service option. A review of the marketplace shows that there is no other option that can meet the government’s requirement. The current system installed is now showing wear and tear which can lead to failure of the entire system. Currently, the UPS system has lost one power module, we currently have one spare. If we another powder module goes out the system will be at risk of shutting down network services, with no backup, to all organization that depends on the WYANG circuit/backbone. CE does not have the qualifications or skill-set to maintenance and perform preventive maintenance on the UPS/CDU system. The UPS is not only protecting critical equipment impacting 1,300 personnel day to day operations on the base, but also has direct impact to a DISA MPLS communication circuit, Demarcation (dmarc) site, on-premises server clusters with a strategic impact to the 299th NOS mission as well as multiple Wing level capabilities will be degraded. Most importantly, the primary crash system supplying phone services to emergency personnel and first responders supporting the J-Model mission. Without this system the 153d Airlift Wing will not be able to successfully provide combat airlift and communication to our state and nation. Loss of communication will hinder the combat readiness of the WYANG and the J-Model mission they support. Additionally, SIPR capabilities for the WYANG will also be brought down during any outage caused by the UPS system further disrupting the capabilities and mobilization of personnel and cargo.
2. Minimum Specifications: The vendor shall provide the following minimum specifications. See Attached

3. Additional Description: The Wyoming Air National Guard (WYANG) has a requirement for Uninterruptible Power Supply (UPS) to power the NCC (Network Control Center). The network services of the UPS serve as a critical device for safeguarding connected electronics by providing power protection, power backups during power outages, and power surges. To ensure the WYANG maximum performance for its money a Cooling Distribution Unit (CDU) will also be required.
The CDU will replace the current system that is outdated while reusing the existing power feeds.
