COMBINED SYNOPSIS/SOLICITATION
Essayons ICMS Upgrade
U.S. ARMY CORPS OF ENGINEERS, PORTLAND DISTRICT
20 August 2021
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Solicitation W9127N21Q0095 for the upgrade of the Integrated Control Management System (ICMS) and Fire Fighting System (FFS) aboard the dredge vessel Essayons, including removal of the old system and components, is hereby issued as a Request for Quote. The ICMS and FFS are the vessel’s primary control systems aboard the vessel, are outdated, and are experiencing multiple reliability failures. The contractor will begin design and programming immediately upon award, and removal of the old system/installation of the new system components will be completed during the period of Dec 2021 through April 2022.
The ICMS installed aboard the Essayons is critical to the control and monitoring of the vessels pumps, engines, ventilation systems, fire-fighting system, and other critical components required for safe vessel operations. The Essayons ICMS was originally installed by Siemens Marine Group (Siemens) in 2009, and was retrofitted in 2011 by Ockerman Automation Consulting, Inc. (OAC). This scope of work requires the design, programming, and installation of a new ICMS. The new ICMS must interface with multiple existing systems on the vessel, including the power management system (developed previously by OAC specifically for the Essayons), dredge control and management system (run by IHC software), and Caterpillar systems.
Attending at least one vessel check is mandatory for award. Vessel checks will be conducted 25-AUG-2021, 01- SEPT-2021, and 08-SEPT-2021 in the Columbia River area within 90 minutes’ drive of Portland, OR, to allow interested vendors to view the current system and peripheral systems the ICMS and FFS will need to interact with.
The actual pick up locations will be confirmed within 3 days of each visit.
If a Contractor would like to request a different day to meet their travel requirements, that can be arranged with 7 days of advance notice. Due to the current Potable Water capacity the vessel is making pier stops approximately every 10-12 days. Any of these pier stops could be used as an opportunity for a Ship Check without impacting the vessel schedule.
Quotes are due no later than, 10 September 2021, at 2:00 PM PDT.
The following solicitation is issued as a Request for Quote, and the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06.
This solicitation is advertised as a 100% Total Small Business Set-Aside under NAICS Code 541512 Computer Systems Design Services. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award.
