About this file
Addendum 2 for Bid B-6-25-47 is issued by Brevard County Purchasing Services for Food Truck Concession Services at Howard E. Futch Memorial Park. The addendum addresses three key questions from prospective bidders, clarifying details about utility connections, operating hours, and financial information for the concession opportunity. The bid opening date remains Wednesday, June 11, 2025, at 10:00 AM, with bidders required to propose their desired days and hours of operation subject to County approval. Water and sewer service connections are provided by the County, but vendors are responsible for all utility costs and any necessary electrical or plumbing improvements.
The document reveals this is the first formal bid for the concession, previously handled directly by the Parks and Recreation Department under a monthly facility use agreement. Vendors will be responsible for all operational costs, including electric, water, and sewer services, and must submit any improvements or modifications in writing for County approval. The draft contract includes suggested operating hours of 6:30 AM to 5:30 PM, but final hours will depend on the vendor's proposed schedule and County approval. Attachments 1 and 2, referenced in the addendum, provide the current contract details and annual revenue report for prospective bidders to review prior to submission.

ADDENDUM 2
TO ALL PROSPECTIVE BIDDERS
This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 2 in space provided on Price Sheet. Bidders are requested to acknowledge receipt of this addendum with their bid.
CLARIFICATION TO QUESTIONS RECEIVED:
Question 1: Is there shore power and water installed and available for use at the food truck location? A. Will there be additional fees to include power and water? B. If not available, is there an option and fee for us to install power and water for the trucks?
Answer: Yes, water and sewer service connections are provided by the County (Attachment B- Draft Contract, Section 27). However, the vendor is responsible for all utility costs, including electric, water, and sewer services (Draft Contract, Section 37).
The vendor is also responsible for all electrical and plumbing associated with the operation, including any necessary repairs or installation. Any improvements or modifications must be submitted in writing and approved by the County before work begins (Attachment B - Draft Contract, Section 19).
Question 2: How many hours, and what times, are we required to be open? Any requirements?
Answer: As part of your bid submission, you are required to propose your desired days and hours of operation (ITB Document – Scope of Services: Operating Schedule).
These hours will be subject to review and approval by the South Area Operations Manager. Any modifications to the approved schedule must receive prior written approval. Although the draft contract includes suggested hours of 6:30 AM to 5:30 PM (Attachment B- Draft Contract, Section 26), final hours will be based on the schedule you submit and the County’s approval.
Question 3: Can you please disclose what the current concession contract has paid each year for the last contract term? A copy of their contract and terms. And a copy of the Profits and Loss statement or whatever financial receipt you collect from the vendor?
Answer: Please refer Attachment 1– Current Contract and Attachment 2 – Annual Revenue Report. Please note that this is the first time this concession is being formally bid through the Purchasing Department. Previously, it was handled directly by the Parks and Recreation Department. As a result, the vendor has been operating under a monthly facility use agreement while awaiting the outcome of this formal bid process.
Also, keep in mind that the terms of the previous agreement are not applicable. The proposed terms outline in Attachment B – Draft Contract.
Please note that the bid opening date and time remains Wednesday, June 11,2025 @ 10:00 AM.
All other terms and conditions remain unchanged.
Sincerely, Mary Bowers Purchasing Manager
