About this file

This is a Questions and Answers document related to the Illinois State Police's 911 Tower Inspection procurement, which involves the Illinois Department of Transportation, Illinois Department of Natural Resources, and Illinois Department of Corrections. The solicitation seeks inspection services for approximately 80 communication towers managed across these state agencies that support 911 dispatch and emergency response operations. Inspectors must conduct comprehensive structural, safety, and operational assessments using the ANSI/TIA-222-H maintenance and condition assessment checklist, evaluating structural integrity, finish condition, lighting systems, grounding, antennas, platforms, insulators, guy wires, concrete foundations, tower alignment, guy-wire tension, and FAA/ICAO color-marking compliance. The tower inventory consists primarily of Rohn-manufactured guyed-style structures ranging from 60 to 960 feet in height, constructed between 1975 and 2007, located across multiple Illinois regions with geographically indexed coordinates. Inspection work is scheduled for 2025 through 2027, with the majority of inspections occurring in 2026 and 2027. Proposals were due June 16, 2026, and must address compliance with the Illinois Standard Terms and Conditions document for state procurement.

The specific questions and answers contained in this document address clarifications, technical requirements, or procedural matters related to the solicitation that were submitted by potential bidders and responded to by the Illinois State Police. The document serves as an addendum to the original solicitation, providing additional guidance to ensure bidders have accurate information for proposal preparation. No contract value, contract term length, incumbent contractor information, or specific evaluation criteria are detailed in the available materials. RF resources currently in use across tower locations include S21, ISPERN, HF2, IREACH, HF4, and Point Microwave systems.

Questions and Answers
1
Question

Timeline and Scope of Work (SOW): The SOW indicates a completion deadline of June 30, 2026. Given that we are currently in our peak season, our standard lead time for inspections is 4 to 6 weeks. Could you please confirm if this date is flexible, or if it was noted in error?

Answer

The work completion deadline is July 31, 2026. Scope of work document also updated.

Question

Lighting System Specifications: The project spreadsheet indicates that the majority of the sites utilize incandescent lighting. Please be advised that these systems are largely obsolete, creating severe supply chain issues. Replacement bulbs have tripled in cost, and orders placed as early as January remain unfulfilled. Given these market conditions, we recommend evaluating an upgrade to LED systems. Alternatively, we can price the incandescent maintenance subject to material availability and updated market pricing.

Answer

From the contract language: During each tower site inspection small repairs shall be executed by team members to include tightening hardware, guy wire tensioning, repair of grounding kits, changing light bulbs, and all other maintenance listed herein. If the contractor determines that these are not small repairs, then they should be included in the inspection report. The Mason, Fairfield, and Springfield towers are LED lighting.

Question:

Guyed Tower Technical Data: To accurately calculate our quote for the plumb and tension requirements, please provide the following structural details for each guyed tower:

0. Number of guy anchors per tower

0. Total number of guy wires per tower

0. Wire diameter sizes

0. Presence and quantity of any torque arms

Answer:

This is what the contractor is inspecting, and the contractor will provide this information.
