About this file

This document is a Questions and Answers amendment to a small purchase bid issued by the State of Illinois for 911 tower inspections managed by the Illinois State Police and coordinated with the Illinois Department of Transportation, Illinois Department of Natural Resources, and Illinois Department of Corrections. The procurement covers approximately 80 communication towers requiring detailed structural, safety, and operational assessments using the ANSI/TIA-222-H maintenance and condition assessment checklist. Inspectors must evaluate structural integrity, finish condition, lighting systems, grounding, antennas, platforms, insulators, guy wires, concrete foundations, tower alignment, guy-wire tension, and FAA/ICAO color-marking compliance. The tower inventory consists primarily of Rohn-manufactured guyed-style structures ranging from 60 to 960 feet in height, constructed between 1975 and 2007, distributed across multiple Illinois regions. Inspection work is scheduled for 2025 through 2027, with the majority of activity occurring in 2026 and 2027. Proposals were due June 16, 2026.

The amendment clarifies two key contracting requirements: Professional Engineer review of inspection reports is considered a service rather than a sub-contractor arrangement, allowing awarded contractors to engage independent licensed engineers for structural review and sign-off. Additionally, the State recognizes that incandescent lamp replacement constitutes excessive repair costs and is therefore not required during inspections; instead, contractors should recommend LED lighting replacements in inspection reports. The contract is governed by Illinois Standard Terms and Conditions for State procurement and encompasses RF resources including S21, ISPERN, HF2, IREACH, HF4, and Point Microwave systems across various tower locations.

Bid Amendment #2 – Questions and Answers #2

No.
Questions and Answers
1
Question

Please confirm whether the awarded contractor may use an independent licensed Professional Engineer only for structural review/sign-off of the inspection report, or whether the PE must be a direct employee of the bidder

Answer The Professional Engineer is a service for reviewing the findings of the inspection report, and is not considered a sub-contractor.

2
Question

Please confirm whether all lamp replacement materials are to be supplied by the contractor and included in the quote price.

Answer The SOW states that excessive repair costs are not required during inspection, and we recognize that any tower that needs incandescent lamps replaced is an excessive repair cost. An LED lighting replacement should be recommended in the inspection report.
