About this file

This document is a Questions and Answers file related to the Illinois State Police's procurement for 911 tower inspections across Illinois. The Illinois State Police is soliciting proposals for detailed structural, safety, and operational assessments of approximately 80 communication towers managed by ISP and three additional state agencies: the Illinois Department of Transportation, Illinois Department of Natural Resources, and Illinois Department of Corrections. These towers support 911 dispatch and emergency response operations throughout multiple Illinois regions. Inspectors must conduct comprehensive evaluations using the ANSI/TIA-222-H maintenance and condition assessment checklist, assessing structural integrity, finish condition, lighting systems, grounding, antennas, platforms, insulators, guy wires, concrete foundations, and tower alignment. The majority of inspections are scheduled for 2026 and 2027, with most towers being Rohn-manufactured guyed-style structures ranging from 60 to 960 feet in height, constructed between 1975 and 2007. Proposals were due on June 16, 2026.

The specific contents of this Q and A document are not detailed in the available materials; however, the procurement requires contractors to comply with the Illinois Standard Terms and Conditions for State procurement, which govern payment procedures, insurance requirements, indemnification, compliance obligations, and contract administration. No specific contract value, contract term length, incumbent contractor information, formal evaluation criteria, or pre-bid meeting date has been identified in the available procurement materials. The tower inventory includes detailed geographic coordinates and identifies RF resources currently in use at various locations, including S21, ISPERN, HF2, IREACH, HF4, and Point Microwave systems.

Questions and Answers
1
Question

Will you accept a Licensed Professional Engineer review and sealing of the reports or does the design professional need to be a structural engineer?

Answer:

Must be signed off by a Professional Engineer

2
Question

Are you wanting complete new lighting systems at the tower sites? It’s not very clear if you’re wanting bulbs changed at the inspected sites or new systems

Answer:

Replacing the incandescent bulbs is an excessive repair cost. Defects in the tower lighting indicate a need to replace the incandescent lighting with more reliable and affordable LED lighting. This should be reflected in the inspection report.

Question Do you want the controllers to have alarm ports that they can connect to or are they wanting modems installed also?

Answer Controllers should have alarm ports for monitoring purposes. Modems are not needed.
