About this file

This is a Closeout Specifications attachment document for the Illinois Department of Innovation and Technology (DoIT) related to contract B-51193 REBID II Fiber Construction Services for the North Region. The document outlines the standardized process and requirements for project completion and acceptance, beginning with the vendor's submission of a substantial completion notice and continuing through a structured series of verification and documentation steps. The closeout process includes DoIT or DoIT's architect/engineer (A/E) performing punch list walkthroughs, with vendors required to correct any identified deficiencies within specified timeframes and submit corrections for clearance via email. The project is considered complete and accepted only after DoIT confirms that all build work requirements and closeout documentation have been satisfactorily met.

Vendors must submit redlined as-built drawings in Adobe PDF format and GIS ESRI Shape files, along with fiber test results, in compliance with data submittal guidelines provided in separate attachments. Required supplemental documentation includes warranties, guarantees, maintenance data, instruction manuals, a detailed inventory of extra materials and equipment belonging to the State, and final waivers of lien from all subcontractors and suppliers. This closeout specification establishes a comprehensive final inspection and documentation protocol to ensure project quality and proper transfer of all deliverables and obligations to the State before contract closure.
