About this file
This is a Questions and Answers document issued by the Illinois Department of Corrections regarding cable television service procurement for Vienna Correctional Center, solicitation number 26-426DOC-VIENN-B-51160. The facility is requesting a full-service television system comprising a comprehensive channel lineup including local channels, cable networks, and premium channels—excluding streaming apps and services—to serve approximately 600 existing cable connections across the facility's housing units. The system must include two dedicated in-house programmable channels: one for movies managed by leisure time activity specialists and one for informational/administrative communications. The cable television system remains interconnected with neighboring Shawnee Correctional Center, where satellite dishes are located, and vendors must establish a new interconnect as part of service delivery. The facility is fully wired for current television service and does not require outlet relocation or installation at this time, though potential future expansion to currently closed Housing Units 1 and 4 may require an additional 594 outlets. The bid deadline was extended to March 16, 2026, at 9:00 AM, with a non-mandatory site visit scheduled for March 11, 2026, at 9:00 AM at Vienna Correctional Center, 6695 State Route 146 E, Vienna, Illinois 62995. All equipment must be installed and operational by March 31, 2026, at 4:00 PM CST. The contract term is five years with a maximum total term not exceeding ten years including renewals or extensions.
Pricing shall cover cable service, signal provision, and any required new equipment to integrate the existing 600 drops into the new vendor's system, with the facility maintaining responsibility for the current distribution system including drops, wiring, amplifiers, and associated components. The facility currently has no service issues and no equipment is designated for removal; however, vendors electing to replace existing equipment must assume removal and proper disposal costs at no additional charge to the facility. All vendor inspections, maintenance, service, and repairs are provided free of charge to the agency, while any additional repair, replacement, or maintenance work must be quoted in writing and approved by facility personnel prior to performance. The contract will be funded through the Central Inmate Benefit Fund controlled by Vienna Correctional Center, with monthly payment based on the actual number of televisions connected as determined by annual television counts. No incumbent vendor information is provided in this Q&A document. Vendors must address prevailing wage requirements for site technician services as specified by the Illinois Department of Labor, and bids must remain firm for 90 days from opening.

Questions and Answers #1-#10
03/05/2026 Q1 Is the cable television system still interconnected with the neighboring Shawnee Correctional Center?
A1 Yes
Q2 Is the facility currently experiencing service issues?
A2 No
Q3 What is the facility’s definition of Full-Service television system?
A3 A comprehensive, top-tier subscription package that provides a wide range of entertainment and information. Comprehensive channel line up with local channels, cable networks, premium channels.
Streaming apps and services will not be included in the full-service system.
Q4 Is the facility wanting to relocate or install new outlets today? Will the facility pay for labor and needed materials to install or relocate outlets? Is the full facility wired for television service?
A4 No relocation today unless technicians think relocations are needed.
1.2.16 Agency agrees to permit authorized vendor, its agents, and employees, access for periodic inspections, maintenance, service and repairs of wiring and equipment either inside or outside the place of attachment. Such inspections and repairs shall be made free of charge to the agency.
1.2.19 Other than those services listed specifically in section 1.2, any additional charges for necessary repair, replacements, or maintenance must be quoted by the vendor in writing and approved by the appropriate facility personnel prior to being performed by the vendor.
Yes, the facility is wired for television services as we currently have cable service in the housing units.
Q5 Do the (2) requested dedicated channels and associated equipment exist in the system today? If yes, does the facility wish for them to remain the same location as they are today? Please clarify request for an access port to inject in-house programming to 600 units? Will this be for 1 in channel, data or something else? Is the facility looking to create a new interconnect with neighboring Shawnee Correctional Center?
A5 Yes, the (2) requested channels and associated equipment exist in the system today. However, the movie channel is operational, but the information channel is not operational. This channel will need updated.
They can remain in the same place.
The facility needs access ports for two channels. The facility has two access ports with our current vendor.
1 is for playing movies through the leisure time activity specialist and the other is an informational channel.
The facility does need a new interconnect with Shawnee Correctional Center as that is where all the satellite dishes are located.
Q6 Are there areas that are not wired? The current contract for television services states there are 6 housing units with 100 cable connections and one other site with 1 connection with a future need of 594 additional connections in a housing unit that is closed. Is there a need for the 594 additional outlets?
A6 There could be the potential need for additional outlets in the future if we ever house Individuals in
Custody in Housing Units 1 and 4.
Q7 What equipment needs to be removed?
A7 There is no existing equipment designated for removal at this time. However, if the Vendor elects to replace any existing equipment as part of its installation, the Vendor shall be responsible for the removal and proper disposal of the replaced equipment at no additional cost to the facility.
Q8 Please clarify the request for materials. Will the facility be responsible for maintaining the current installed drops/wiring/amplifiers and other associated components to the cable distribution system as it exists today?
A8 The facility is responsible for the distribution system including drops/wiring/amplifiers and other associated components to the cable distribution system as it exists today.
Q9 Line item #6-materials for installation of cable and connections of 600 drops. What do you want pricing for here? Is this the 594 outlets in the closed housing unit or pricing to rewire the current 600 drops? The scope of work does not detail what pricing you want on this line item.
A9 No, this is not for the 594 outlets in the closed housing units. The 600 drops already exist. The new vendor will need to tie them into the new system. Pricing is for providing cable service, signal, and any needed new equipment.
Q10 Can the bid due date be extended so a site visit to review any needed distribution wiring be scheduled?
A10 Bid has been extended until 3/16/2026 at 9:00AM. A non-mandatory site visit is scheduled for Wednesday, March 11, 2026, at 9:00AM at Vienna Correctional Center, 6695 State Route 146 E, Vienna, IL 62995.
