The amendment announces a non-mandatory site visit scheduled for Wednesday, March 11, 2026, at 9:00 A.M. at Vienna Correctional Center, located at 6695 State Route 146 E, Vienna, IL 62995. Vendors interested in attending must notify Jon Hall at Jon.Hall@illinois.gov or Russel Harp at Russel.Harp@illinois.gov and provide the names and companies of attendees, with a limit of three persons per vendor. The procurement seeks a cable television programming vendor to provide comprehensive subscription packages with a minimum of 45 channels plus two in-house programmable channels to approximately 600 connections monthly. The selected vendor must have all equipment installed and services fully operational by March 31, 2026, by 4:00 PM CST. Bids remain firm for 90 days from opening, with pricing estimated rather than fixed and monthly payments based on actual televisions connected as determined by annual counts. No bid bond or performance bond is required. The contract is funded through the Central Inmate Benefit Fund, with no liability to the State of Illinois or the facility. Vendors awarded contracts valued at $1,000 or more must pay a $15 administrative fee for the Minority Contractor Opportunity Initiative. No set-asides for small business, minority-owned, women-owned, veteran-owned, or disability-owned businesses are designated. Subcontracts exceeding $100,000 annually require state notification and standard certifications.
