About this file
This document is a Questions and Answers addendum for an open market bid issued by the Illinois Emergency Management Agency and Office of Homeland Security for DNS Electrical Measurement Calibrations under solicitation 26-588IEMA-MGMTA-B-50685. The solicitation requires calibration services for electrical measurement instruments, with the primary requirement that the majority of items be calibrated on-site at 1301 Knotts Street, Springfield, Illinois 62703. Vendors are permitted to utilize off-site calibration for a portion of the work, provided they meet all responsiveness requirements and specifications outlined in the solicitation.
The Q&A clarifies key responsiveness and evaluation criteria for bidders. Vendors proposing off-site calibration for any instruments must complete Attachment A—Items Calibrated Off-Site in its entirety and submit it with their bid. All off-site work must be performed by ISO/IEC 17025 accredited laboratories, with vendors required to list the destination laboratory address, accreditation status, and expected turnaround times. The award will be made to the lowest responsive bidder that meets all specifications, with the percentage of on-site versus off-site work serving as a responsiveness criterion rather than an evaluation factor, provided the majority of items are calibrated on-site. Shipping costs and turnaround times must be clearly identified in unit pricing for all calibration services offered.

State of Illinois IL Emergency Management Agency and Office of Homeland Security DNS Electrical Measurement Calibrations Open Market Bid 26-588IEMA-MGMTA-B-50685 Questions and Answers
1. Question: Can you please confirm whether a fully off-site calibration approach is acceptable, provided all services are ISO/IEC 17025 accredited, shipping is included in unit pricing, and turnaround times are clearly identified?
Answer: Per the solicitation, on-site services are required for the majority of the items. On-site location is 1301 Knotts Street, Springfield, IL 62703.
2. Question: If both on-site and off-site approaches are acceptable, please advise whether the percentage of work performed on-site is a factor in evaluation, or if all technically compliant bids are evaluated equally regardless of calibration location.
Answer: As long as the majority of the items will be calibrated on-site, a vendor will be deemed responsive to this requirement. The bid will be awarded to the lowest bidder that meets all specifications.
3. Question: For instruments calibrated off-site, can you confirm that listing the destination laboratory address, ISO/IEC 17025 accreditation, and expected turnaround time is sufficient to meet responsiveness requirements?
Answer: The vendor must complete “Attachment A- Items Calibrated Off-Site” in its entirety and submit this document with their bid in order to be deemed responsive to this requirement.
