About this file
This is a Questions and Answers document issued by the Illinois Emergency Management Agency and Office of Homeland Security in response to vendor inquiries regarding Bid 26-588IEMA-MGMTA-B-50672 for the procurement of three diesel trash pumps. The solicitation requires each pump to be self-priming, equipped with a standard engine control package, and capable of operating at 3,200 gallons per minute at 300 feet of total dynamic head with a 4-cylinder diesel engine. The pumps must be constructed from ductile iron and pass 3-inch solids without damage. The bid package includes specified quantities of hoses and fittings: six 8-inch by 10-foot black suction hoses, twelve 8-inch by 50-foot black suction hoses, three metal strainers, twelve 8-inch by 50-foot discharge hoses, six 8-inch by 150-foot lay-flat outtake hoses, and twelve elbows. All suction hoses must feature a 150 psi minimum working pressure and rubber/polyurethane blend material with galvanized steel quick disconnect (Bauer-type) fittings in male and female pairs. Discharge and outtake hoses must be blue or black PVC lay-flat style with three-ply polyester yarns and rated above the pump's output pressure, also featuring galvanized steel quick disconnect fittings. Strainers must be galvanized steel with holes smaller than 3 inches and quick disconnect fittings, while elbows must match the pump's input and output diameter in 45 to 90-degree angles with galvanized steel quick disconnect fittings. All equipment must be delivered by June 30, 2026, with standard manufacturer's warranties transferred to IEMA-OHS, and the submittal deadline was extended to allow vendors to incorporate responses to the questions and answers.
The award will be made to the lowest price bid that meets all specifications, with no requirement for vendor labor, training, equipment demonstration, or on-site work. The document clarifies that a single vendor may submit multiple bids for different units, though only the lowest compliant bid will be selected. One vendor raised concerns regarding the feasibility of achieving 3,200 gallons per minute through standard 8-inch suction and discharge lines due to velocity constraints exceeding 20 feet per second, recommending 12-inch suction and 10-inch discharge lines instead; however, the Agency maintained that 3-inch minimum solids passage is a requirement, suggesting vendors may need to address this specification variance through alternative pump or hose configurations.

State of Illinois Illinois Emergency Management Agency and Office of Homeland Security Bid 26-588IEMA-MGMTA-B-50672 Questions and Answers
1. Please provide a reference for the pump unit if possible.
a. Are the hoses, strainer, and elbows requested on a per pump basis for a total of quantity 6 of the 8” x 10’ black suction hoses, quantity 12 of the 8” x 50’ black suction hoses, quantity 3 of the metal strainers, quantity 12 of the 8” x 50’ discharge hoses, quantity 6 of the 8” x 150’ outtake hoses, and quantity 12 of the elbows? Yes, this is for the total quantity for all 3 pumps.
b. Does the pump need to be self-priming? Yes, the pump needs to be self-priming.
c. Are there any requirements for the engine control package on the pump? NO The pumps shall come equipped with a standard engine control package.
d. Does the 300’ of head refer to total dynamic head? Yes.
e. Are there any other duty points or operation expectations the pump needs to meet aside from 3,200GPM @ 300’ of head? No.
f. Is the pump required to operate at 3,200 GPM with 300’ of total dynamic head simultaneously? Is a 6-cylinder engine needed instead of a 4-cylinder engine?Yes, the pump is required to operate at 3200 GPM with 300’ of Dynamic Head. A 4-cylinder engine that meets the requirements outlined in the attachment labeled “Diesel Trash Pump Specifications” is what is needed.
g. Is there any information on the pump that need to be submitted or will it be sufficient as long as it meets all the line item details? As long as the equipment meets all specification requirements, no additional information is needed to submit a bid. The Agency may request additional information after the bid opening date to confirm that the specifications have been met.
2. Please provide a reference for the black suction hoses if possible.
a. Is there a minimum working pressure for the suction hoses? 150 psi
b. Is there a material preference or requirement for the suction hoses? rubber/polyurethane blend
c. What kind of ends are needed for the suction hoses? Galvanized steel (QD) quick disconnect type (Steel Bauer type)
d. Do the ends need to be male and female for each hose? Yes.
3. Please provide a reference for the strainer if possible.
a. Is there a preference to the type or size of the strainer ports? No size or style requirements for the strainer, but the hole size should be smaller than 3 inches.
b. Is there a material preference or requirement for the strainer? Galvanized steel.
c. Does the strainer need a specific kind of fitting is on the end or just needs to attach to the suction hose assembly end? Galvanized steel (QD) quick disconnect type (Steel Bauer type).
4. Please provide a reference for the lay-flat discharge hoses if possible.
a. Are the outtake hoses the same as the lay-flat discharge hoses, just different lengths? Yes, the outtake hoses are lay flat hoses
b. Is there a minimum working pressure for the discharge/outtake hoses? The minimum working pressure for the discharge/outtake hoses needs to be rated higher than the pump’s output pressure.
c. Is there a material preference or requirement for the discharge/outtake hoses? Blue or black PVC lay flat style- PVC (Lay-Flat, Flexible, Extruded, Reinforced) with 3 Ply Polyester Yarns, One Longitudinal Ply & Two Spiral Plies.
d. What kind of ends are needed for the discharge/outtake hoses? Galvanized steel (QD) quick disconnect type (Steel Bauer type).
e. Do the ends need to be male and female for each hose? Yes, male on one end and female on the other so they can be ran in a series.
5. Please provide a reference for the elbows if possible.
a. What size elbows are these? They need to be the diameter of the pump input and output and 45-90 degree.
b. What is the intended use of these elbows and where are they going in relation with the pump and hoses? Mostly they are used for the suction side set up. It can help eliminate a kink in the suction hoses.
c. What angle elbows are needed? 45-90 degree.
d. Is there a material preference or requirement for the elbows? Galvanized steel
e. What kind of end fitting are the elbows supposed to have if any? (QD) quick disconnect type (Steel Bauer type).
6. Will there be any required labor by the Vendor such as training, equipment demonstration, or work to be done? No.
7. Is a single Vendor allowed to submit multiple bids for different units that meet the specifications? Award will go to the lowest price bid that meets all specifications.
8. Is there a set delivery timeframe from the date of order?
a. Do all items need to arrive in the same timeframe? The agency prefers the items arrive together but it is not required. All items must be received by June 30, 2026.
9. Are there any warranty requirements? Equipment must come with the standard manufacturer’s warranty that is transferred to IEMA-OHS.
10. Can the submittal deadline be extended in order to ensure submittals are able to reflect responses to questions? Yes, we will extend the deadline to make sure all submittals are able to utilize the Q&A that will be posted to BidBuy.
11. Does the head need to be 300’ or is a smaller head acceptable? The head must be 300’. The “Diesel Trash Pump Specifications” document has been updated accordingly.
12. Can you verify the suction and discharge size for each pump? 8-inch suction, minimum 6-inch discharge.
13. Is there a specific duty point (flow and head) the pumps should meet? 3200gpm and 300ft of head.
14. Getting 3,200-gpm through 8” suction and discharge line is not recommended as velocities will be over 20-ft/s. The pump we are providing only handles solids up to 2.6”. Will this work? If so the recommendation is to use 12” suction and 10” discharge hose/pipe. 3” minimum solids is required.
