About this file
This document is an Amendment 1 attachment for the Illinois Department of Corrections (IDOC) Grant-funded procurement, specifically Bid #26-426DOC-GRANT-B-49034, addressing a vendor's question regarding minority-owned business participation. The solicitation seeks to procure library books for 28 correctional facilities, with books to be professionally pre-processed, labeled, and delivered between 7:30 a.m. and 2:30 p.m., Monday through Friday, excluding state holidays. The project requires delivery of new books by December 15, 2025, with invoices due by December 19, 2025, and a bid submission deadline of September 22, 2025. The contract will be awarded to the lowest priced responsive and responsible bidder, with bids required to remain firm for 90 days from the opening date.
The procurement includes a 5% Business Enterprise Program (BEP) goal, with an aspirational target of awarding 30% of contract dollars to businesses owned by minorities, women, and persons with disabilities. An additional 3% goal exists for service-disabled and veteran-owned small businesses. The one-time grant-funded contract has a maximum term not exceeding ten years and requires vendors to maintain $1,000,000 in general commercial liability insurance. In response to the specific vendor question, IDOC clarified that if a certified minority-owned business expresses interest in a share higher than the 5% outlined, that is acceptable under the current guidelines. Vendors must submit a comprehensive Utilization Plan and comply with prevailing wage requirements, with potential contract penalties for non-compliance.
