About this file

This document is an Addendum #1 for a solicitation by the Illinois State Board of Education (ISBE) for the Illinois Educator Preparation Profile (IEPP) Technical Expert project. The solicitation seeks a technical expert to assist in developing and expanding the IEPP evaluation system to include teacher, principal, administrative, and school support personnel preparation programs. The contract period will run from the date of execution to June 30, 2028, with proposals due by September 9, 2025, and anticipated contract execution in October 2025. The vendor will serve on the Core Planning Team, lead advisory group meetings, create scoring and reauthorization guides, and develop user manuals for various educator preparation programs.

The procurement involves a comprehensive evaluation process totaling 530 points, with 400 points for technical requirements, 80 points for Commitment to Diversity, and 50 points for pricing. There are no specific small business set-asides, and no BEP (Business Enterprise Program) participation goals are required, though the state encourages opportunities for BEP/VBP vendors. The project emphasizes data security and compliance with federal and state regulations like FERPA, ISSRA, and SOPPA. The technical expert will be responsible for conducting stakeholder surveys, focus groups, and analyses to improve data collection systems and develop new survey methodologies, with a particular focus on surveying recent program completers about their preparation experiences.

SBE: Illinois Educator Preparation Profile (IEPP) Technical Expert Question and Answer Addendum #1

1. C.1 Required documents - The required documents list on p 10 mentions references. Can you provide the page number(s) where the instructions for references appear and specify if this is a separate attachment or part of the technical response?

ANSWER: This was an oversight. No references are required.

2. C.10, Terms and Conditions - We went to the Solicitation and Contract Templates and forms page and found the “Contract Template v.25.4.” Can you confirm that this document encompasses the Standard Terms and Conditions that will become part of the resulting contract?

ANSWER: Confirmed. Any resulting contract will also include the Agency Terms and Conditions listed as Attachment B on the solicitation.

3. F.5.1.2, Pricing - The RFP refers to an Agency-provided form for pricing that must be uploaded to BidBuy. This form is not part of the documents posted on BidBuy. Can you please provide this pricing form?

ANSWER: No attachments are required or necessary. Please submit all pricing related documentation under the Items tab.

4. D.4 Commitment to Diversity Elements - Is there a target percentage of the budget that vendors should set aside for WMD participation (Category 1, BEP Compliance)?

ANSWER: Please carefully and thoroughly review the solicitation web site and all documents and instructions. There is no BEP Participation Goal for this solicitation but the State strongly encourages extending opportunities to any BEP/VBP vendors where feasible.

5. D.4 Commitment to Diversity Elements - Can you confirm that a Good Faith Effort form is not required for the proposal?

ANSWER: There is no BEP Participation goal for this solicitation, thus, no Good Faith Effort waiver is necessary.

6. D.4 Commitment to Diversity Elements - Can you confirm the number of points that are awarded for Category 1 BEP Compliance?

ANSWER: Category I is assigned five points.

7. C.1 Required documents - The RFP mentions a VBP and BEP utilization plan. Are we required to provide two plans? If so, where can we find the instructions for the VBP Plan?

ANSWER: The utilization Plans are not required as there are no BEP/VBP Participation goals on this solicitation.

8. A.3 Schedule - ISBE anticipates execution of the award in October 2025 so should the period of performance be 10/1/2025 – 6/30/2028?

ANSWER: Yes, the period of performance will begin upon execution of the award.

9. A.1 Overview and Purpose - Would the Vendor be responsible for planning and facilitating the Core Planning Team meetings? Or will ISBE be responsible for that?

ANSWER: The facilitator (which will be selected through a separate procurement) will plan and facilitate the core team planning meetings. The technical expert (this solicitation) will be part of the core planning team.

10. C2d Vendor Answer Sheet - Given the quantity subcontracts issued by AIR each year, is the State of Illinois amenable to our company Small Business Subcontracting Plan and eSRS federal reporting records to show past contracts for WMD, or should AIR select a handful of contracts to include in the table?

ANSWER: ISBE recommends selecting a handful of contracts to include in the table if that satisfies the requirement of II Subcontracting/Contracting with any WMDB

11. Attachment A: Project Milestones & Deliverables - Can you clarify who is the target audience for the completer surveys? Is the target audience administrators, school support personnel and teachers or IHEs?

ANSWER: The target audience for the completer survey is individuals who just recently completed preparation programs and will be first-time recipients of a license. The survey is currently required for all teacher preparation completers as part of their application for the professional educator license. The survey is designed to measure how well completers believe their program prepared them as educators.
