About this file
This document is an Addendum #2 for the Illinois State Board of Education's (ISBE) 21st Century Community Learning Centers Statewide Evaluation Request for Proposal (RFP). The addendum provides clarification on several key aspects of the solicitation, including vendor requirements and submission guidelines. Specifically, the document addresses questions regarding Veteran Business Program (VBP) procurement plans (confirmed as 0% requirement), pricing submission instructions (to be uploaded and locked in BidBuy), and expectations for subgrantee meetings and technical assistance (which can be in-person or virtual). The addendum reinforces that pricing should not be revealed in any attachments and should be directly uploaded to the procurement platform.
The addendum supplements the broader RFP for a comprehensive statewide evaluation contract, which includes a competitive evaluation process with 1,440 total available points. The procurement has specific diversity requirements, including a Business Enterprise Program (BEP) goal of 12% and a VBP goal of 0%. ISBE strongly encourages prime vendors to provide subcontracting opportunities to underrepresented populations when practical. The contract will run from execution through June 30, 2029, with potential renewals not to exceed 10 years. Funding for the evaluation will come from federal sources authorized under the Elementary and Secondary Education Act, with the selected vendor prohibited from providing evaluation services to 21st CCLC subgrantees during the entire contract period.

SBE: 21st Century Community Learning Centers Statewide Evaluation Question and Answer Addendum #2
1. The RFP states (on page 11) that the VBP requirement is 0%. Is there still a need to include a VBP procurement plan with a 0% commitment?
ANSWER: While it is not a requirement to complete a Utilization Plan for VBP, ISBE strongly encourages prime vendors to provide subcontracting opportunities to underrepresented populations where and when practical.
2. There are two items Iin the list of required documents with very similar names. It is our understanding that the “Offer to the State of Illinois” would contain the pricing information, and be separate from the “Offer to State (Including Subcontractor Disclosure and Where Services are to be Performed, found in BidBuy Attachments.)”. Is that accurate? (page 7 of the RFP) ANSWER: Pricing should be directly uploaded and locked in Bid Buy. Pricing should not be revealed anywhere else or contained in any attachment. Please carefully and thoroughly review the instructions listed in Section C of the RFP. Offer to the State refers to one attachment listed in Bid Buy “request-for-proposal-offer-to-the-state-of-illinois-01-22-2025-v-25-2.pdf.”
3. Is there an expectation that ISBE will be holding in-person meetings or conferences for the subgrantees over the course of the four-year contract period?
ANSWER: Yes, these events, meetings, workshops, etc. can be in-person or virtual. The fourth bullet point of Section A.2. identifies as a deliverable:
Development and delivery of technical assistance resources to ISBE and subgrantees that include, but are not limited to, attendance at ISBE/subgrantee events, meetings, workshops, etc.; webinars and presentations; and targeted technical assistance provided to subgrantees individually or in small groups.
