About this file

This document is an Addendum #1 for the Illinois State Board of Education's (ISBE) 21st Century Community Learning Centers Statewide Evaluation solicitation, providing clarifying questions and answers for potential bidders. The addendum addresses key inquiry points including the status of previous evaluation reports, vendor expectations, project timeline, and submission requirements. Specifically, the document confirms the bid submission due date as May 27, 2025 at 2pm CST, clarifies there is no pre-submission conference, and explains that the state seeks a service provider who will coordinate, manage, and complete all deliverables for the statewide program evaluation.

The addendum provides additional context about the procurement's administrative requirements, particularly regarding the Business Enterprise Program (BEP). ISBE indicates that BEP goals are set by the Commission on Equity and Inclusion based on registered vendors under specific NIGP codes. While the exact budget is not disclosed, ISBE encourages competitive pricing and suggests vendors carefully review BEP utilization plans. The document also confirms that the prior evaluation vendor was satisfactory and is expected to potentially apply for this grant, though this is not guaranteed. The solicitation seeks a comprehensive service provider capable of managing the entire scope of the 21st Century Community Learning Centers statewide evaluation project.

SBE: 21st Century Community Learning Centers Statewide Evaluation Question and Answer Addendum #1

1. That last evaluation report was released in 2024. Is the 2025 report available?

ANSWER: The Statewide Evaluation released in 2024 covers School Year 2022-2023. The 2023-2024 Statewide Evaluation has not yet been released.

2. Was the state satisfied with the prior evaluation vendor? Do you expect that they are applying for this grant as well?

ANSWER: Yes, the state was satisfied with the prior vendor. While it is not yet known if that vendor intends to apply, it is expected that they likely will.

3. Is there an expected cost or budget for this project?

ANSWER: ISBE cannot share the budget at this time but vendors are strongly encouraged to provide competitive pricing

4. The RFP mentions a pre-submission conference but offers no date or time. Is there one?

ANSWER: There is no pre-submission conference.

5. There is no timeline for submission in the RFP. I only see a time on the procurement website. Is the due date May 27, 2025?

ANSWER: Yes. As stated on the solicitation website, bid submission due date is May 27, 2025 at 2pm CST.

6. We expect this project would be conducted without subcontractors. Do we have to find a BED subcontractor for compliance?

ANSWER: ISBE assumes “BED” is referring to BEP, the state’s Business Enterprise Program. BEP goals are set by Commission on Equity and Inclusion based on registered vendors associated under the NIGP codes listed in the solicitation. If your entity is not anticipating the use of subcontractors, please carefully review and fill out the BEP Utilization Plan accordingly.

7. Is this request focused on

1. Identifying a coordinator/ manager of this work,

2. Identifying a service provider for the work outlined

3. A consultant to provide both 1 and 2?

ANSWER: The request seeks a service provider who will coordinate, manage, and complete all deliverables of the work described.
