About this file
This document is a Questions and Answers (Q&A) file for the Illinois Department of Central Management Services' JPMC Chicago Metro Presort Mail solicitation (Bid No. 25-416CMS-BOSS4-B-46802). The document addresses eight questions from potential bidders regarding the solicitation, with key details including a bid opening date of May 6, 2025, at 11 AM CST. Service locations include Central Management Services, Illinois Attorney General, Department of Employment Security, and Illinois Student Assistance Commission (ISAC). The solicitation is a joint purchase master contract available for governmental units and qualified not-for-profit agencies, with mail volumes estimated at 2,333,796 annual first-class flat mail pieces.
The Q&A confirms that a certified vendor list is included in the solicitation as an attachment in BidBuy, and that bid pricing must remain firm for 180 days from the opening date, despite a pending USPS rate increase scheduled for July 13, 2025. The contract quantities are described as indefinite and estimated, with no guaranteed volumes. The state emphasizes that the solicitation is for presort mail processing services across multiple agencies, with quantities provided for bidding purposes and subject to variation based on actual requirements. Bidders are directed to review BidBuy line items for estimated quantities and are advised that while the solicitation references pricing for not-for-profit agencies, specific line items for non-profit letter or flat mail are not currently defined in the quote form.
