About this file
This document is a Questions and Answers (Q&A) file for a Joint Purchase Master Contract (JPMC) Office Furniture solicitation issued by the Illinois Department of Central Management Services, specifically bid number 25-416CMS-BOSS4-B-46248. The solicitation seeks comprehensive office furniture catalog offerings from three specific manufacturers: Allsteel, Haworth, and MillerKnoll, with bidders required to submit a complete MSRP list in Microsoft Excel or CSV format. The contract is designed as a master contract allowing governmental units and qualified not-for-profit agencies to purchase items throughout the entire contract period.
The bid requires detailed manufacturer pricing lists with specific submission guidelines, including providing full product catalogs without every possible configuration and excluding open market items not in the manufacturers' standard catalogs. Bidders are instructed not to include pricing for delivery, installation, or assembly, and the quantities listed in BidBuy are for evaluation purposes only. The solicitation emphasizes strict formatting requirements for price submissions, such as mandating Excel or CSV formats, and clarifies that while some manufacturers may own multiple brands, only the specifically listed brands should be included in the bid response.

Questions and Answers
July 16, 2025
Q1 For the MSRP list that must be submitted with the bid, we have thousands of items and typically the price list is available in a PDF. Is it acceptable to submit the PDF or some other searchable document as part of the bid submission?
A1 No. Per Section B.2.8 of the Vendor Instructions and Requirements “This catalog shall be in a Microsoft Excel or Commo-Separated Value (CSV) format”. No other variations of this will be accepted. We must have the list in one of the two (2) formats indicated for evaluation purposes. We are requesting the entire MSRP list for each brand. It is not necessary to include every configuration of an item, but list each of the sku’s available under that brands catalog. For instance, if the same arm rest is available on 5 different chairs, you do not need to include the arm rest sku under each chair, but only provide it once on the list.
Q2 What does JPMC stand for?
A2 Joint Purchase Master Contract. Please see Page 1 of the Vendor Instructions and
Requirements document for further information on JPMCs.
Q3 Each of the 3 manufacturers on the bid either own or have substantial ownership in other furniture and ancillary companies. Are we to narrow our offerings to only the companies listed, or are the other companies also to be considered? MillerKnoll owned companies that would fulfill the scope of the offerings request that could be considered are Naughtone & Nay.
A3 We are looking only for the brands identified in B.2.7 which include: Allsteel, Haworth and
MillerKnoll. Although these are manufacturers that may own other companies, we are not looking for their complete business portfolio of products. The offerings should be narrowed to just the brands requested.
Q4 We see that the items listed in the Contract are very general. In order to provide the best MSRP discount, is there anyway CMS can be more specific on the items/quantities they are looking to purchase under office furniture.
A4 Please reference the attachment in BidBuy “Vendor Instructions and Requirements – B-46248
JPMC Office Furniture” for further information on the items needed. B.2.7 indicates specifically which brands of office furniture that we are requesting to be bid, and B.2.8 outlines that we are wanting the all-inclusive catalog for all product offerings. We are looking for the full line of office furniture for each of the brands listed. As this is a master contract, the quantities indicated in BidBuy are for evaluation only, see B.3.1 of the vendor instructions. Governmental units and qualified not-for-profit agencies can purchase items as needed during the entire contract period.
Q5 Item 6 in BidBuy under Item Information. Are you wanting bidders to include pricing per hour for labor? Since labor is based on prevailing wage rates. What county do you want us to base the hourly rate on.
A5 Line item 6 is a narrative line item, therefore bidders cannot place a bid for this line. It is an informational line to indicate that this line will be added to each of the awarded contracts.
See B.3.8 of the document titled “Vendor Instructions and Requirements – B-46248 JPMC Office Furniture.” Bidders are not to submit pricing for delivery, installation or assembly.
Q6 If there are products that can only be purchased as open market items, how should that be represented in our bid submission?
A6 The State is only looking for items available from the manufacturer of the brands indicated in B.2.7. If the items are open market and not included in the MSRP, then those items should not be included in the bid submission.
