About this file

This is a memorandum from the Illinois Central Management Services (CMS) regarding an Invitation for Bid (IFB) for JPMC Chicago Parking Zones 1, 2, 3 (Bid #44843). The IFB is available through the Illinois eProcurement website BidBuy, and registration is not required to view the solicitation. A virtual pre-submission conference will be held to provide information about the solicitation requirements and allow prospective offerors to ask questions, though the specific date is not mentioned in the memo.

The memo outlines seven key requirements for submitting a responsive offer, including: obtaining an Illinois Department of Human Rights Public Contracts Number for companies with 15+ full-time employees, authorization to do business in Illinois, Standard Illinois Certifications, State Board of Elections registration, Disclosure of Business Operation in Iran, Financial Disclosures and Conflicts of Interest, and Taxpayer Identification Number. Vendors can submit either a Vendor Disclosures form or an IPG Active Registered Vendor Disclosures form, depending on their Illinois Procurement Gateway (IPG) registration status. All documentation must be submitted under the offeror's name, not the parent company's name.

SUBJECT: 25-416CMS-BOSS4-B-44843 JPMC Chicago Parking Zones 1, 2, 3

Central Management Services has issued an Invitation for Bid (IFB) for JPMC Chicago Parking Zones 1, 2, 3.

This IFB can be viewed by visiting the Illinois eprocurement website, BidBuy, at https://bidbuy.illinois.gov/bso/view/login/login.xhtml

Registration and/or signing into BidBuy is not required to view the solicitation.

At the top of the BidBuy homepage, type in the bid number “44843” in the Search field; ensure that the words “Bid Solicitation” appears on the right side of the Search field for the drop-down box. Then click on the magnifying glass. The system should open a new window and present the bid number on the left-hand side. Click on the blue bid number to open and access the documents.

The Illinois Administrative Code allows that in addition to giving notice in Illinois BidBuy, we may directly contact prospective vendors by providing copies of solicitations or other procurement information, provided those prospective vendors shall receive the same information as in BidBuy and that information is not provided prior to the date the notice first appeared in BidBuy.

Please take a few minutes to look over the IFB and Contract documents. Feel free to forward this notice and/or the BidBuy link above to companies that may be interested in providing the Chicago parking services.

3. Standard Illinois Certifications

4. State Board of Elections (BOE): the Illinois Procurement Code prohibits political contributions of certain vendors, bidders, and offerors. Offerors submitting a proposal must have an active registration with BOE under their name, not a parent company.

https://www.elections.il.gov/#News The Business Registration tab has information on how to register, search for a business and frequently asked questions.

5. Disclosure of Business Operation in Iran: confirm whether the company has any business operations to identify as per the law.

6. Financial Disclosures and Conflicts of Interest: The Offeror submitting a proposal must complete for their company. Any parent company(ies) must each have a separate set of disclosures and conflicts of interest.

7. Taxpayer Identification Number: to be completed by the Offeror submitting the proposal and have the appropriate legal status marked.

Many of the above requirements are covered under a) Vendor Disclosures form or b) IPG Active Registered Vendor Disclosures form. Both forms are available within the BidBuy solicitation.

IPG Active Registered Vendor Disclosures are for those Offerors who have a valid registration and expiration date on the Illinois Procurement Gateway (IPG). Offerors are encouraged to register on the IPG and upload these forms electronically on an annual basis.

The Vendor Disclosures form would be completed by all Offerors who are not active in the IPG.

The Attachments/File Tab of the solicitation in BidBuy also contains a document titled Pre-Submission Conference Information which identifies the date, time and how to attend this virtual conference. This conference will provide information on the solicitation requirements and the opportunity for prospective Offerors to ask questions regarding the solicitation.
