About this file
This Addendum 3 is issued by Brevard County Purchasing Services on behalf of the Space Coast Area Transit (SCAT) Cocoa Facility for the SCAT Fuel Tank Replacement & Concrete Repair project (B-4-26-13). The addendum clarifies key project requirements and modifies original bid terms. The work involves removal of an existing 1,000-gallon above-ground gasoline storage tank and installation of a new 5,000-gallon tank, along with concrete foundation pad construction, fuel pump installation, tank monitoring sensors, and damaged concrete pavement repair in the fuel canopy area. The mandatory pre-bid meeting was held on March 9, 2026, with a revised bid opening date of Wednesday, April 1, 2026, at 2:00 p.m. The addendum addresses four specific questions from prospective bidders regarding project phasing, budget, award structure, and equipment specifications. The contractor must coordinate with the County to develop and submit a phased construction plan that maintains County access to the site for bus circulation, parking, temporary fueling, and bus servicing during construction, with work anticipated to be constructed in no fewer than two phases.
The County's FY26 adopted budget for the project is $1,182,868, which includes this bid and other project-related expenses. The County intends to award the bid to a single contractor determined to be the lowest, responsive, and responsible bidder, with award based on the total price of the base bid plus the add option. Bidders must submit firm lump sum pricing for both the Base Bid and Add Option. The contractor must hold a current Certificate of Competency License from the Florida Department of Business and Professional Regulation (DBPR) as a Certified Pollutant Storage System Contractor and meet specified qualifications. The addendum confirms that no alternative tank gauge systems will be accepted; the existing Pneumercator LC2000 panel must remain with new probes installed to provide equivalent functionality. Additionally, installer qualification requirements specified in Attachment B, Section 402119, items 1-5, have been struck from the specifications. Amended versions of Attachments C and D accompany this addendum.

CLARIFICATION TO QUESTIONS RECEIVED:
Question 1: Phasing for this project was mentioned at the site visit. Please provide the proposed phasing plan or requirements.
Answer: The County is striking the below sentence from the Invitation to Bid, page 16 The work shall be conducted in no more than two phases, maintaining at least half of the pavement accessible for operations at all times to ensure continued use of the Facility during construction.
The Phased Construction requirements are as follows:
Per Attachment B: Specifications, Section 011000 Part 1.4, Phased Construction, the project work shall be constructed in phases to maintain the County’s (Owner) use of a portion of the project area for bus circulation and storage. The County has some flexibility to rearrange operations to accommodate construction, but the Contractor must coordinate with the County to develop and submit proposed phasing for approval by the County that maximize the County’s use of the site during any phase while allowing for logical and efficient progress of the work. The proposed phasing plan must consider the County’s access to the site for bus circulation and parking, temporary fueling, bus servicing and other activities as required for ongoing operations during construction.

Question 3: Pease confirm that the project will be awarded to a single contractor based on the total price of the base bid plus the alternate.

Contractor licensing requirements are identified in Addendum 1: Contractor (Prime) Qualifications: A Certificate of Competency License from the State of Florida (DBPR), which shall be active at the time of bid opening and for the duration of the project: Certified Pollutant Storage System Contractor.
