About this file
This is a Project Manual and Technical Specifications document for Brevard County, Florida's Space Coast Area Transit (SCAT) Cocoa Facility Fuel Tank Replacement and Pavement Repairs project, issued for bid on August 8, 2025. The project involves the removal of an existing 1,000-gallon above-ground gasoline storage tank and installation of a new 5,000-gallon above-ground gasoline storage tank with associated fuel pump and accessories, removal and replacement of corroded steel island edge forms, removal of damaged concrete pavement, and installation of new underdrain, base, and concrete pavement. The work is to be executed under a single prime contract and is anticipated to be constructed in two or more phases to maintain the owner's use of a portion of the project area for bus circulation and storage. The contractor must submit proposed phasing for county approval that maximizes owner site use during construction while allowing logical and efficient project progress. Work is restricted to 7:00 a.m. to 4:00 p.m., Monday through Friday, unless otherwise approved by the owner and authorities having jurisdiction. The project location is 401 South Varr Avenue, Melbourne, Florida 32940, with Brevard County BOCC as the owner and WSP USA, Inc. serving as the engineer.
The project incorporates Florida Department of Transportation Standard Specifications for Road and Bridge Construction FY 2024-25 by reference for concrete parking lot construction, edge drain installation, pavement striping, erosion control, and related activities. Add Option No. 1 provides for bus parking area pavement repairs north of the fuel canopy island with underdrains and storm water inlets. The contract requires the contractor to be a fuel distribution system specialty contractor licensed in Florida with an unlimited classification and minimum ten years of experience installing fuel systems, factory certification for all equipment, available 24-hour service, and a separate pollution insurance policy with at least $1,000,000 environmental impairment liability coverage. All submittals must be coordinated with fabrication, purchasing, testing, and delivery schedules, with an initial submittal review period of 15 days and resubmittal review period of 15 days. Design professionals of record include a structural engineer, mechanical engineer, and electrical engineer responsible for specified divisions of work.
