About this file
This document is an Emergency Purchase Extension issued by the State of Illinois Chief Procurement Office for General Services regarding a directory services contract with Terabyte Holdings, Inc. dba Consolidated CCS. The original emergency contract was established to provide uninterrupted payphone services across the state, prisons, and mental health facilities to prevent disruption in critical state services. The current emergency contract expires on November 27, 2022, and the extension will run from November 28, 2022 to February 25, 2023 at an estimated cost of $140,000. The Department of Innovation & Technology (DoIT) is currently developing an Invitation for Bid (IFB) to replace the emergency contract, and this extension will allow time for the new IFB to be published, awarded, and a new contract negotiated and executed.
The funding for this extension will come from state appropriated funds. Terabyte Holdings was originally selected through a competitive bid process, and DoIT has successfully negotiated contracts with this vendor in the past. There are no other valid competitive processes that can be utilized during the time of this extension request, therefore DoIT is requesting that the current vendor remains in place until a new contract under the IFB is established.

To prevent or minimize serious disruption in critical State services that affect health, safety, or collection of substantial State revenues.
Terabyte Holdings was originally selected through a competitive bid process. That process resulted in P-457/CIC3654420 for the term of 12/14/2012-12/13/2021.
