About this file
This document is a Sole Source Justification Form for a contract awarded by the Illinois Central Management Services (CMS) for Paper Foam Plastic Disposable products. The contract allows governmental units and qualified not-for-profit agencies to purchase these items on an as-needed basis. The products are used to feed individuals who are part of agencies such as the Department of Corrections and Department of Veterans Affairs. The initial term of the contract is from April 2, 2022 to April 1, 2023 with no renewal options. The estimated value of the initial term is $4,579,167.86.
The justification for this sole source contract is that CMS determined contracting with a Qualified Not-for-Profit Agency for Persons with Severe Disabilities via the State Use Program was in the best interest of the State of Illinois, as allowed by the Illinois Procurement Code. This contract will provide 100-249 persons with disabilities employment and job training. The pricing submitted is a mix of cheaper than retail and 9-75% higher, with some items over 100% higher. If the contract is not approved, it would result in a loss of work for the State Use Vendor and potential loss of employment for the developmentally disabled.
