About this file

This document is a Sole Source Justification Form related to a Joint Purchase Master Contract for the Central Management Services (CMS) division of the State of Illinois. The contract is for the procurement of paper, foam, and plastic disposable products from Shelby County Community Services, Inc., a qualified not-for-profit agency for persons with severe disabilities, through the State Use Program. The contract allows all governmental units and qualified not-for-profit agencies to purchase these items on an as-needed basis, and the products are used to feed individuals in agencies such as the Department of Corrections and Department of Veterans Affairs. The initial term of the contract is from April 2, 2022 to April 1, 2023, with no renewal options.

The pricing for the majority of items is cheaper than retail, though some are up to 100% higher. The State Use Committee reviewed the pricing and determined it to be fair and reasonable. This contract will provide 100-249 persons with disabilities with employment and job training opportunities. The Department of Central Management Services determined that contracting with this vendor through the State Use Program was in the best interest of the State of Illinois, as allowed by the Illinois Procurement Code.
