About this file

This document contains questions and answers regarding Military Vehicle Authority (MVA) requirements for the federal contract opportunity AWSM Zone 1. The opportunity is a special notice issued by the Department of the Army Materiel Command TACOM Life Cycle Management Command. Contractors with a previously approved MVA package from the Military Intermodal Container Command or Navy Assessment Based Review can submit that package through DoD SAFE, ensuring certificates are up to date. If a prior package is submitted but does not meet all requirements in Announcement 0007, the contractor must provide the additional required information. Entire supporting packages for approved MVAs or ABRs must be submitted to ensure all information is current, rather than just copies of agreements. Contractors remain responsible for meeting all application terms in Announcement 0007 when relying on previous approvals.

The purpose of this announcement is to provide answers to questions submitted regarding the Master Vessel Agreement (MVA) RFI.

Text version

If the Contractor has an approved MVA with MICC, which transitioned to ACC‐WRN, can the contractor submit that as a previously approved package?

Yes, if the contractor has a previously approved package they can upload the previous package into DoD SAFE, ensure all certificates are up to date

Does an ABR with the Navy count as a comparable submission to an MVA?

Yes, if the ABR package includes the requirements identified in Announcement 0007.

If yes to any of the above, is a copy of the approved actual MVA agreement and/or a copy of the approved actual ABR acceptable? Or is the Government requesting an entire supporting package to those actual approved agreements to be sent?

The Government is requesting the entire package for approval, to ensure all inforamtion is up to date.

If the Government is asking for the entire supporting package that supports the approval of the actual agreement for the MVA or ABR, please note some parts of these packages don’t include all the current requirements requested in Announcement 0007.

Therefore, if Contractor submits these proposal packages as noted is allowable, would the Contractor be at risk of non‐compliance if they don’t meet all terms of the application for the MVA as laid out in Announcement 0007‐‐despite these packages were approved MVA packages from another Government Agency?

If a previously approved MVA package does not include the requirements identified in Announcement 0007, the contractor is responsible for providing the additonal information required by Announcement 0007.
