Army-Watercraft Sustainment Maintenance (A-WSM) Program

ZONE 1 - CONUS

Request for Information (RFI) Z1-0001 Rev. 01 24 January 2019

The purpose of this Request for Information (RFI) revision is to update the future contract strategy and solicit additional industry feedback regarding small business concerns for future Army Watercraft sustainment level requirements on behalf of the United States Army Tank-Automotive and Armaments Command (TACOM), Watercraft Inspection Branch (WIB).

The Army Contracting Command-Warren (ACC-WRN) is conducting market research for the Army-Watercraft Sustainment Maintenance (A-WSM) Program. For introduction and background information of the A-WSM program, please see Announcements 0001-0005 on Federal Business Opportunities (FBO) under the AWSM Program.

This RFI applies to Zone 1 (Z1) only. The area of focus for RFI Z1-0001 is the availability of Small Businesses in the United States.

The vessel classes that require sustainment maintenance in the Z1 CONUS Area of Responsibility (AOR) include the following: Logistic Support Vessel (LSV), Landing Craft Utility (LCU), Small Tug (ST), Barge Derrick (BD), Large Tug (LT), Modular Causeway System (MCS) (Causeway Ferry (CF), Side Loadable Warping Tug (SLWT), (Roll-On/Roll-Off, Discharge Facility (RRDT), Modular Warping Tug (MWT)), Landing Craft Mechanized (LCM), and Pontoons.

Scheduled Maintenance & Repair

On-Condition Cyclic Maintenance (OCCM)

Modernization Efforts

Unscheduled Maintenance & Repair

Emergency Repairs

OCCM Dry Dock Services: In order to provide services in this category, the Contractor must have or obtain a Master Agreement for Repair and Alteration of Vessels (MARAV) in accordance with DFARS Subpart 217-71.

Examples of OCCM Dry Dock Services:

OCCM Dry Dock Services:

· Scheduled, unscheduled, emergency repairs or vessel/system modifications that require dry docking or heavy lifting capability found in a shipyard appropriate for the class of vessel being repaired.

· Cleaning and painting of underwater hull, topside, and interior surfaces, cleaning and painting of tanks, voids and cofferdams.

· Inspections and tests required to complete ABS load line and OSHA quinquennial load test requirements.

· Removal, inspection, repair, reinstallation of propellers, propeller shafts, rudders, bow and stern ramps, and other repairs requiring vessel dry docking.

· Replacement or repairs of vessel shell plating, bulkheads, framing, tank structures.

· Associated vessel systems repairs/replacements in conjunction with work listed above.

Z1 Strategy:

Shipyard repairs require the offeror to obtain a MARAV in accordance with DFARS Subpart 217-71. The Government has determined that Z1 will include two suites, a restricted suite which will be a total small business set-aside for smaller vessel classes, and an unrestricted suite which will be full and open competition for larger vessel classes such as the LSV and LCU.

Market Survey Request:

1. The United States Government (USG) seeks industry feedback on small business participation for Z1. It is the intent of USG to read through, analyze, and utilize the submitted information.

2. All portions of this market survey are merely for market research purposes, subject to change at any time, are in no way binding the USG, and do not represent an established requirement. Any attachment furnished are for information purposes only with the understanding that the USG is under no obligation of any kind to proceed with an acquisition in any way related to or based upon the information set forth herein. Nothing contained in this survey should be regarded as a basis upon which to seek payment, reimbursement or other consideration from the USG. Moreover, this market survey is not intended as a solicitation of offers or request for competitive proposals.

Definition of a Small Business Concern (SBC), per 13 CFR 121.105: A small business concern is an “entity organized for profit, with a place of business located in the United States, and which operates primarily within the United States or which makes a significant contribution to the U.S. economy through payment of taxes or use of American products, materials or labor.”

· SDB – Small Disadvantaged Business (defined at 13 CFR 124.1002)

· WOSB or EDWOSB– Woman-Owned Small Business or Economically Disadvantaged Woman-Owned Small Business (both defined at 13 CFR 127.200)

· HUBZone SB – HUBZone Small Business (SBA certification required) (defined at 13 CFR 126.103)
