A pre-submittal meeting is scheduled for September 30, 2025, via Microsoft Teams, and a mandatory on-site visit is planned for October 2, 2025, at 1:00 pm. Construction is expected to be completed by January 2027, with the facility fully operational by September 2027.
The estimated total construction cost is $10,000,000, with the conceptual design suggesting a project cost of approximately $5.3 million and a contingency range between $1.6 million and $8 million. The project is funded through a United States Bureau of Reclamation (BOR) grant. Potential cost savings of approximately $350,000 may be achieved if Tucson Water purchases major treatment equipment directly, including pre-packaged pilot skids that may take up to one year to arrive. The procurement includes Small Business Enterprise (SBE) program provisions applicable to contracts with estimated construction values of $100,000 or more, with only firms certified by the City of Tucson under Chapter 28, Article XIII of the Tucson Procurement Code eligible to fulfill SBE goals. Contractors may meet SBE requirements through prime contractor participation, subcontractor involvement, or supplier engagement, with specific percentage credits assigned based on the type of involvement.

Project Overview – Background Tucson Water has shifted from groundwater reliance to a diverse renewable supply portfolio.
The One Water 2100 Plan prioritizes purifying recycled water to drinking water standards.
Tucson Water received federal funding in 2024 for a 2.5 MGD AWPF at Tres Ríos by 2031.
A pilot Demonstration Facility at Agua Nueva will verify treatment performance, support operator training, and serve as a community engagement center.
