Sweetwater Drive. Statements of Qualifications are due by October 23, 2025, at 2:00 pm local time. Construction is anticipated to be completed by January 2027, with the facility fully operational by September 2027.

The estimated total construction cost is $10,000,000, with a conceptual design cost of approximately $5.3 million and contingency ranging between $1.6 million and $8 million. The project is funded through a United States Bureau of Reclamation grant secured in 2024. Small Business Enterprise program provisions apply to this contract, with only firms certified by the City of Tucson under Chapter 28, Article XIII of the Tucson Procurement Code eligible to fulfill SBE goals. The facility will utilize pre-packaged pilot skids for major treatment equipment, which may be purchased directly by Tucson Water, potentially generating approximately $350,000 in cost savings. Treatment equipment procurement is expected to take up to one year for delivery.

Project Overview – Background Tucson Water has shifted from groundwater reliance to a diverse renewable supply portfolio.

The One Water 2100 Plan prioritizes purifying recycled water to drinking water standards.

Tucson Water received federal funding in 2024 for a 2.5 MGD AWPF at Tres Ríos by 2031.

A pilot Demonstration Facility at Agua Nueva will verify treatment performance, support operator training, and serve as a community engagement center.

Public Tour Entrance & Visitor Center

– new entrance, outdoor courtyard, canopy, piping, doors/windows, demolition, remove debris, signage, landscaping and finishes

Existing Filter Building (Demonstration AWPF)

– advanced treatment equipment installation (MF/UF, RO, UV-AOP, chlorine contact, GAC), concrete work, piping, HVAC, electrical, controls, restrooms and kitchenette

Parking Lot & Site Improvements

Treatment Train: RO-based Treatment

RO, etc are Pilot Skids, pre-packaged, won't be made by contractor – some need to be put together. Take up to 1 yr to arrive, hope to purchase in house.
