About this file
This is an Award Limitation Status document issued by the Greater Orlando Aviation Authority (GOAA) outlining concession program parameters and award restrictions for the Orlando International Airport's North Terminal Complex (NTC). The NTC Concessions Program encompasses 201,474 square feet across 17 packages, divided into three phases plus future opportunities. Package 9, a Food and Beverage concession, comprises 22,564 square feet in Airside 4 and the Landside Terminal with multiple dining concepts including an Italian restaurant, gourmet coffee shop, healthy quick service restaurant, chicken-focused vendor, open concept cuisine, smoothie bowl concept, and bagel/deli. The mandatory pre-proposal meeting is scheduled for February 7, 2025, with proposals due May 2, 2025, and a target opening date of June 2026. The concession contract term spans 10 years.
The program establishes a maximum award limitation of 20 percent of the Food and Beverage Program and 25 percent of the Retail Program based on square footage for any single proposer, with affiliates and entities holding 20 percent or greater equity interest counted toward this limitation. Previous awards demonstrate market diversity, with concessions granted to OTG Concessions Management LLC, Areas MCO 2 JV LLC, SSP America MCO II LLC, The Marshall Retail Group LLC, NewsLink of Orlando NTC I LLC, and VRG Orlando LLC across various packages. The initial Minimum Annual Concession Fee for Package 9 is $2,670,000, with proposers required to pay a minimum of 10 percent of gross receipts for food and non-alcoholic beverage sales plus separate percentages for alcoholic beverages. Proposers must meet a 25 percent Airport Concessions Disadvantaged Business Enterprise participation goal and invest minimum amounts of $500 per square foot for concessions space and $200 per square foot for queuing and seating areas, with sustainability requirements including 100 percent compostable serviceware and prohibitions on single-use plastics.
