About this file
This is an Award Limitation Status document from the Greater Orlando Aviation Authority (GOAA) detailing concession program allocations and award restrictions for Orlando International Airport's North Terminal Complex (NTC). The document outlines 17 concession packages across Food & Beverage and Retail categories, totaling 201,474 square feet. Package 9, the subject of the related procurement, comprises 22,564 square feet of leasable space designated for food and beverage operations. The mandatory pre-proposal meeting is scheduled for February 7, 2025, with proposals due by May 2, 2025. The contract term will span 10 years with a target opening date of June 2026. The proposed concession concepts include a casual dining Italian restaurant, gourmet coffee shop, healthy quick service restaurant, chicken-focused food court vendor, open concept cuisine restaurant, smoothie bowl concept, and bagel/deli operations.
The award limitation policy restricts any single proposer to no more than 20% of the North Terminal Food & Beverage Program and no more than 25% of the North Terminal Retail Program based on square footage, with "proposer" defined to include affiliates and entities with 20% or greater equity interest. The initial Minimum Annual Concession Fee for Package 9 is $2,670,000, with proposers required to pay a minimum of 10% of gross receipts for food and non-alcoholic beverages and separate percentages for alcoholic beverages. Proposers must invest a minimum of $500 per square foot for concessions space and $200 per square foot for queuing and seating areas. A 25% Airport Concessions Disadvantaged Business Enterprise (ACDBE) participation goal has been established. Sustainability requirements include 100% compostable serviceware and prohibitions on single-use plastics. Previous awards have been distributed among OTG Concessions Management, LLC, Areas MCO 2 JV, LLC, SSP America MCO II, LLC, The Marshall Retail Group, LLC, NewsLink of Orlando NTC I, LLC, and VRG Orlando, LLC, demonstrating a competitive and diverse concession landscape.
