About this file
This is a Statement of Work (SOW) for water sampling services at Gathright Dam and Lake Moomaw Project, issued by the U.S. Army Corps of Engineers Norfolk District. The contract requires laboratory analysis of water samples to support real-time reservoir operating decisions and assess long-term water quality trends, with a one-year base period and four option years.
The contractor must analyze samples collected by District personnel from 16 field sampling dates between April and November, with biweekly metals sampling and monthly bacteria/nutrient sampling. Required analyses include total phosphorus, orthophosphate, iron, manganese, ammonia, nitrate, nitrite, and various coliform tests. The laboratory must be located near the project site to minimize holding times, provide all sampling containers and ice chests, achieve specified detection limits (10 ug/l for iron and manganese), follow EPA quality assurance protocols, and submit analysis reports within 10 working days. The contractor must also provide monthly deliveries of distilled water and standard solutions for calibration. The scope allows for a 25% increase or decrease in sample quantities based on field conditions, with pricing to be provided per project visit and per analysis type.

Gathright Dam Water Sampling Service Contract
SCOPE OF WORK - SPECIFICATIONS
FY 24
The U.S. Army Corps of Engineers Norfolk District requires laboratory analysis of water samples taken from the vicinity of Gathright Dam and Lake Moomaw Project in support of USACE Norfolk District’s water management mission. Data obtained from the sampling program are used to make real-time reservoir operating decisions, as well as assess long term water quality trends at Gathright Dam and Lake Moomaw.
CONTRACT PERIOD:
The term of this contract is for one (1) base year with four (4) option years, if exercised by the Government.
REQUIREMENTS:
1. Water samples will be collected by District personnel. Laboratory will be responsible for transporting samples from the project to the laboratory. Samples will be available for pick-up by 1:00 p.m. and laboratory will ensure that samples are picked-up not later than 4:00 p.m.
2. Laboratory will supply all necessary containers for sample storage and ice chests for a sample transport.
Laboratory will furnish 20 extra sample containers and one ice chest to be located at the project during contract period. Sample containers shall not consist of collapsible polyethylene-type bottles. Laboratory will deliver containers and ice chests to the project.
3. The laboratory must be close to the project to minimize holding time. All bacteriological samples must be analyzed on the day they are collected.
4. Anticipated work consists of analysis of samples collected from 16 field sampling dates, collected on a biweekly basis from approximately 1 April through 30 November. Laboratory analysis will be required for the following parameters:
a. Total Phosphorus
b. Orthophosphate
c. Iron
d. Manganese
e. Ammonia
f. Nitrate
g. Nitrite
h. Coliforms, Total
i. Coliforms, Fecal
j. Fecal Streptococci
5. A preliminary reservoir sampling schedule provides for a total of 16 field trips between 1 April and 30 November of any given calendar year. Samples to be analyzed for metals will be collected every two weeks while bacteria and nutrient samples will be collected every four weeks between April and November. The number of samples per field trip will vary depending upon conditions monitored at the project. An estimate of the number of samples per trip is as follows:
Metals Only Sampling (approximately 8 field sampling trips)
Iron 16
Manganese 16
Comprehensive Sampling – Metals/Bacteria/Nutrients (approximately 8 field sampling trips)
Iron 16
Manganese 16
Total Phosphorus 6
Orthophosphate 6
Ammonia 6
Nitrate 6
Nitrite 6
Coliforms, Total 3
Coliforms, Fecal 3
Fecal Streptococci 3
6. Non-bacteriological Parameters
a. Sample Preservation and Holding Times. Sample containers, preservations and holding times specified in Table 1 of Methods for Chemical Analysis of Water and Wastes (version 2) or in Standard Methods for the Examination of Water and Wastewater (20th Ed. or later) shall apply.
b. Analysis. All water quality analyses will be conducted according to approved methods listed in Methods for Chemical Analysis of Water and Wastes (version 2) or in Standard Methods of the Examination of Water and Wastewater (20th Ed. or later).
c. Special Provisions. The Contractor is required to achieve the lower detection limits listed below for the specified parameters:
Parameter Lower Detection Limit (ug/1)
Iron 10
Manganese 10
7. Bacteriological Parameters
a. Sample Preservation and Holding Times. Unless stated otherwise, sample preservation and holding times for bacteriological parameters will be those specified in Standard Methods for the Examination of Water and Wastewater (20th Ed. or later), except that delayed incubation procedures will not be used.
8. Quality Assurance
a. The Contractor will follow a comprehensive quality assurance program as outlined in Section 6.5 of:
Handbook for Analytical Quality Control in Water and Wastewater Laboratories (EPA-600/4-79-019) or later (Handbook).
b. Quality control charts will be used for precision and accuracy (see sections 6.1-6.3 of the Handbook). Percent recovery will be the control chart statistic for controlling accuracy. The industrial statistic will be the control chart statistic for controlling precision. When it is discovered that any analysis is out of control from the standpoint of either precision or accuracy, all analyses since the last in control point will be repeated.
c. The Contractor will test Environmental Protection Agency (EPA) and/or National Bureau of Standards (NBS) check standards and report the test results along with EPA and/or NBS expected results (Section 6.4.3b of the Handbook).
d. All records used to develop final analytical data (strip charts, laboratory bench sheets, etc.) will be retained by the Contractor for a period of at least two years after submission of the final report and will be made available to the Contracting Officer upon request.
9. Quality Assurance Plan
a. The Contractor will prepare a quality assurance plan. The quality assurance plan will be considered part of the contract, and failure to meet its specifications will require repetition of the work in accordance with the plan at no additional cost to the Government. The quality assurance plan will describe quality control procedures for all laboratory analysis and data handling. As a minimum, the quality assurance plan will include the following items:
i. Types of sample containers; container preparation prior to sampling; and material(s) of construction;
sample preservation methods; method of storage and maximum sample storage periods prior to analysis by parameters or groups of parameters.
ii. All laboratory analytical methods and references.
iii. Detection limits which will be achieved for each analysis.
iv. Any proposed variances from field and laboratory analytical methods or holding times specified by the Handbook or Standard Methods (19th Ed. or later).
v. Number of blanks, standards, field and laboratory duplicates and spikes per sample set for each parameter.
vi. Remedial measures which will be used to identify and correct analyses which appear to be out of control.
vii. Plans (if any) for participating in EPA, State, or other quality assurance programs.
viii. System for recording samples received in the laboratory and information that is recorded.
ix. System of recordkeeping for all analyses.
x. System used for identifying sample, date and time analyzed, analyst, instrument, and parameter.
xi. Plans and verification membrane filter analyses and use of positive and negative controls.
10. Reports
a. Within 10 working days after each sampling trip, a report consisting of one copy of all chemical (including metals data), bacteriological, and quality control data will be submitted to the Contracting Officer for review.
A separate report covering the analysis of potable water should be provided within 10 working days when applicable. Results of metal analyses will be made available via telephone (FAX OR EMAIL) by 2 p.m. of the second working day after the sample is collected.
