About this file

The document is a Statement of Objectives (SOO) for audio/visual/network/projection upgrades to a courtroom at Altus Air Force Base in Oklahoma. The primary objectives are to modernize courtroom technology by implementing a comprehensive visualization system that supports seamless device connectivity, reduces paper usage, enables real-time content casting, and provides advanced features like annotation capabilities, snapshot capture, and remote testimony. The system must accommodate at least 23 separate devices, including 17 tablets, 3 interactive displays, and 3 monitors, with wireless capabilities and support for multiple file types.

Key technical requirements include integrating courtroom technology onto one system, providing a user-friendly interface with minimal training requirements, incorporating 12 wireless microphones, enabling remote testimony via video conferencing, and allowing jury members to view evidence on individual tablets during deliberations. The solicitation (FA441925Q0020) is issued by the Department of the Air Force Air Education and Training Command, with "Wolfvision" as the preferred product, though equivalent solutions meeting the specified salient characteristics will be considered. Questions are due by 24 March 2025 at 1630, and the solicitation notes that funds are not currently available, reserving the government's right to cancel the procurement.

Statement of Objectives Background

· The court room requires substantial audio/visual/network/projection upgrades to reduce costs and time at trial, reduce clutter and danger from wires, allow for remote testimony and remote viewing, and permit the jury/judge/clerk/witness to adequately view/comprehend all evidence during trial and deliberations

· A visualization projector must ensure crime weapons, drugs, documents from expert witnesses, and evidence of any type to be easily shown to all court participants in fine detail, from both the prosecution and defense tables (or alternatively from a central location in the court room) without any interruption to proceedings

Technical Requirements

1. Connectivity:

· Visualization projector must connect to at least 23 separate devices, including 17 tablets, 3 interactive displays, 2 large monitors in the courtroom, and 1 large monitor in the deliberation room.

· Additional or personal tablets should connect to the system with ease.

· Individual tablets, computer systems, or similar devices at prosecution and defense tables must connect to tablets and monitors for seamless projection of videos, presentations, documents, etc., in high definition to all court participants.

2. Integration and Paper Reduction:

· Integrate all court technology onto one system to reduce paper use.

3. Real-Time Casting:

· System should cast the same image on all screens in real-time to save time and costs during trials.

4. Annotation Capabilities:

· Product must offer annotation capabilities for prosecution, defense teams, and court reporters to digitally mark, write, or draw on presented evidence.

5. Snapshot Capture:

· Allow snapshots of presented content to be captured and preserved for maintaining exhibits and an accurate record of trial proceedings.

6. User Interface:

· Provide a simple user interface with minimal reliance on software updates or long loading times for smooth operation.

7. Function Permissions:

· Interface should allow certain individuals (e.g., attorneys, expert witnesses) to make annotations while restricting others (e.g., jury).

8. Wireless Capability:

· Product must be wireless or require minimal wiring to reduce fire hazards, clutter, and maintain a professional appearance.

9. Integrated Microphones:

· Incorporate a minimum of 12 wireless microphones for projecting sound from the judge, court reporter, witnesses, prosecution, and defense teams to a separate viewing area.

10. User-Friendly Operation:

· System should be easy to use, requiring no more than 2 hours of training for visiting court reporters.

11. Remote Testimony:

· Enable individuals to testify remotely via video conferencing, with their video and sound visible on courtroom monitors.

12. Jury Evidence Viewing:

· Permit jury members to view admitted/permitted evidence on individual tablets during deliberations in a separate room.

13. Full Service Support:

· Provide pre-sales advice, installation, removal/disposal of old equipment, and post-sales support, training, and service.

14. File Compatibility and Transfer:

· Support file types including .doc, .pdf, .jpg, .png, .avi, .mov, .wmv, .MTS, .mp4, .gif, .vob, and .ppt.

· The projection/tablet system does not need to be connected to the Air Force network and should not connect independently to Wi-Fi or any internet, but files and data must allow easy file transfer via USB, microUSB, USB-C, CD, DVD, or other means.

15. Monitor Features:

· Monitors should be Wi-Fi enabled to view internet-based content.

· Capable of displaying video and sound from Wi-Fi connected devices using HDMI, USB-C, and Bluetooth technology.

16. Wi-Fi Access:

· Provide Wi-Fi access for personal laptops/wireless devices used by judge, clerk, prosecution/defense teams, and other trial personnel, ensuring immediate access to online legal systems and digital products. This system does not need to be connected to the Air Force network.
