The National Industrial Security Program Operating Manual (NISPOM), dated 24 Feb 2021 applies to this contract.
REF ITEM 1: (ONLY APPLIES IF FACILITY IS TS/SCI CLEARED) This contract may involve handling and storage of classified material. Contractor has responsibility for alarmed areas (except SCI facilities unless approved by 55th WG/SSO) and properly escorting both contractor and government visitors (except SCI facilities unless approved by 55th WG/SSO). Contractor is directly accountable for security actions and government rule compliance to include COMSEC and OPSEC requirements. Contractors will be subject to investigation and potential adverse actions in the event of security deviations and violations.
1) All SCI will be handled in accordance with special security requirements furnished by the responsible Special Security Office designated above.
2) SCI will not be released to contractor personnel without specific release approval of the 55th Wing Senior Intelligence Officer or the originator of the material, when applicable, obtained through 55th Wing SSO, based on prior approval and certification of "need-to-know" by the appropriate Division Chief through the designated Contract Monitor.
3) The Program Manager is responsible for providing an accurate list of contractors assigned or nominated for SCI access under the con tract and subcontract by task order to 55th Wing SSO each calendar month no later than the 15th day. Listing will reflect all approved contractor personnel access (and 55th Wing responsible contract monitors). In addition, the prime contractor will provide sub-contract DD254s to the SSO on all sub-contractors.
4) Inquiries pertaining to classification guidance on SCI will be directed to the responsible contract monitor. Any SCI or SCI derived material generated under this contract shall be reviewed by the contract monitor for proper SCI classification prior to final publication and distribution. The responsible Special Security Office designated above will provide assistance as required.
5) SCI furnished in support of this contract remains the property of the DoD department, agency or command that releases it. Upon completion or cancellation of the contract, all SCI furnished will be returned to the direct custody of the responsible security officer designated above. See DoD 5105.21-M- I for complete guidance of handling SCI.
6) All work on SCI material will be done within a SCI Facility (SCIF) on Offutt AFB or Governmentapproved contractor SCIF, or other Government-approved SCI facility.

REF ITEM 10j: CUI information provided under this contract shall be safeguarded as specified in the attached continuation sheets.
a) Use of the FOUO markings does not mean that the information cannot be released to the public, only that it must be reviewed by the government prior to its release to determine whether a significant and legitimate government purpose is served by withholding the information or portions of it.
b) An unclassified document containing CUI information will be marked "CONTROLED UNCLASSIFIED INFORMATION" at the bottom of the front cover (if any): the first page; each page containing CUI information; the back page; and the outside of the back cover (if any). Each paragraph containing CUI information shall be marked as such.
c) Any CUI information released to a contractor will be marked with the following statement: ''This document contains information EXEMPT FROM MANDATORY DISCLOSURE under the FOIA." (Reference Regulation 5200. 1-R).
d) Contractors may disseminate FOUO information to their employees and subcontractors who have a need for the information in connection with a classified contract.
e) When no longer needed, CUI information must be disposed of by shredding.
REF ITEM 11a: Contract performance is restricted to facilities approved by the U.S. government. The using government activity will provide security classification guidance for performance of this contract.
REF ITEM 11j: IAW SI 301-1, protect information listed in the Critical Information List and any other sensitive, but unclassified information that may be use full to our adversaries. Abide by OPSEC policies and procedures, as detailed in SI 301-1 and/or as directed by the OPSEC Manager/Officer or an OPSEC representative. Accomplish their initial OPSEC training within 90 days of in-processing. Complete annual OPSEC training. Notify their OPSEC Coordinator or the OPSEC Manager/Officer of recommendations for the OPS EC program or potential OPS EC concerns. POC: Wing OPS EC Program Office, phone 294-###.
REF ITEM 15: 55th Wing/IP will do all the necessary inspections for classified contractor activities which are outside SCI and Special Access Programs. Necessary inspections will be accomplished according to the Visitor Group Security Agreement between the contractor and 55 WG/CC, Sec AF FAR Supplement, Clauses 52.204-9000 and 52,204-9001. for requirements concerning notiJ1cation of government security activity and entering into a security agreement with the installation commander. DSS retains responsibility for non-SCI and non-SAP material released to or developed at Contractor Location(s) TBD under this contract.
DSS or local SF oversight SAP portions of this contract are carved-out. When contractors arc designated as Visitor Groups on Air Force installations, industrial Security Reviews for collateral information will be conducted by the host base SSA, The Defense Security Service will have inspection oversight at the prime contractor cleared facility and is carved out of oversight at government locations. 55th Wing SSO is the cognizant security authority for all SCI classified material released to or developed under the contract.
