About this file

This Statement of Work details a construction project for installing thermostatic mixing valves (TMVs) for anti-scald protection at two Veterans Affairs healthcare facilities in Arkansas. The project will be performed at the John L. McClellan Memorial Veterans Hospital in Little Rock and the Eugene J. Towbin Memorial Veterans Hospital in North Little Rock, targeting plumbing fixtures in Buildings 1, 170, and 190. The primary objectives include adding TMVs to prevent scalding, upgrading plumbing infrastructure, and mitigating potential Legionella bacteria growth by enabling domestic hot water distribution at 140°F with tempering before reaching faucet controls.

The contract specifications require the contractor to provide new thermostatic mixing valves, stop valves, water hammer arrestors, group mixing valves, and branch shut-off valves. Additional requirements include field verification of shut-off valve locations, coordinating with VA staff, managing infection control measures, and attending safety training. The project has a performance period of 365 calendar days from the Notice to Proceed, is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), and has a project magnitude between $2,000,000 and $5,000,000. The contractor must be verified in the Small Business Administration's Veteran Small Business Certification and registered in the System for Award Management.

A. Refer to the specification section 01 35 26, SAFETY REQUIREMENTS for safety and infection control requirements.

1.02 GENERAL REQUIREMENT

A. The scope of this project is to add thermostatic mixing valves (TMV) for anti-scald protection at the John L. McClellan (JLM) Memorial Veterans Hospital Building 1 and Eugene J. Towbin (EJT) campus at Buildings 170 and 190 for plumbing fixtures where people access water from the potable hot water distribution system. Contractor shall perform work in accordance with plans and specifications for project Mixing Valve for Anti-Scald 598-22-127 at the Eugene J. Towbin Memorial Veterans Hospital (EJT) in North Little Rock, AR, and John L. McClellan Memorial Veterans Hospital (JLM) in Little Rock, AR. EJT and JLM are part of the Central Arkansas Veterans Healthcare System (CAVHS) and are located at 2200 Fort Roots Drive, North Little Rock, Arkansas 72114 and 4300 West 7th Street, Little Rock, Arkansas 72205, respectively.

B. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.

1.03 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR

A. Drawings and contract documents may be obtained from the website where the solicitation is posted. Additional copies will be at Contractor's expense.

1.04 DESCRIPTION OF WORK

B. These plumbing fixture upgrades are a part of a more extensive effort by CAVHS to mitigate the potential for Legionella growth within the plumbing distribution piping serving these facilities. The CAVHS plans to distribute domestic hot water at 140°F to the end-use fixtures, with tempering to take place prior to reaching the faucet controls.

The new TMVs will also permit the VA to raise the temperature of the domestic hot water to 180°F, if necessary, to eradicate Legionella bacteria without presenting an unintended scald potential.

C. The project provides new thermostatic mixing valves, stop valves where installing new tempering valves, piston type water hammer arrestors at each fixture with quick closing valves, group thermostatic mixing valves where possible, and branch shut-off valves to include ceiling hatch installations.

D. Contractor is required to field verify exact main shut off valve locations and coordinate with VA at least two weeks prior to shutting down water.

E. Shower and tub new true thermostatic mixing valve, pressure balance shower valve (not high limit setpoint only type valve) and stop valve retrofits include demolition as required and new blocking as needed.

F. Anti-ligature lavatory faucet retrofits with anti-scald mixing valves and stop valve retrofits require full or partial cabinet removal and replacement.

G. Wall mounted faucets require above ceiling anti-scald mixing valve, isolation valve, and locking access panel installation.

H. Infection control requirements to be coordinated with the COR to determine the class of precautions and level of infection control activities for each room.
