About this file
This file contains offeror responsibility information requirements and a template for the Department of Interior solicitation 140R2026R0011 (with related attachment 140R2026R0006). The document outlines the responsibility determination standards that contractors must meet to be awarded contracts, requiring compliance with FAR Part 9 minimum standards.
Offerors must complete an Offeror Responsibility Information schedule that documents existing commitments, equipment availability, and personnel resources. The schedule requires offerors to list all ongoing contracts held by the prime contractor and major subcontractors, including contract numbers, amounts, descriptions, locations, performing entities, performance periods, and subcontracting percentages. Additionally, offerors must provide a labor availability assessment by category, specifying the number of employees needed versus available to perform the work, with explanations required if available personnel fall short of requirements. Similarly, the equipment section requires identification of equipment needed and equipment available, with explanations of how any equipment shortages will be addressed. The government will treat all submitted responsibility information as confidential and will use this documentation to make its contractor responsibility determination prior to award.
