About this file
This file is a Questions and Answers (Q&A) document from industry stakeholders regarding the HVAC Replacement solicitation for Shasta Power Plant (SH PP) and Spring Creek Power Plant (SC PP). The document does not specify the content of individual questions or answers but serves as a reference document for clarifications related to the installation of three new HVAC units: two units for the seventh-floor control room at Shasta Power Plant and one unit for the computer room at Spring Creek Power Plant. This Q&A document would typically address inquiries from potential contractors regarding technical specifications, performance requirements, installation procedures, timeline expectations, and other clarifications necessary for preparing competitive bids.
As a Q&A compilation rather than a detailed specification document, this file likely contains responses to common questions submitted by industry vendors interested in bidding on the solicitation issued by the Department of the Interior Bureau of Reclamation. Potential contractors should review this document alongside the full solicitation materials to understand the Government's expectations and any modifications or clarifications to the original requirements.

| Question # | Industry Questions | Government Response |
| 1 | RFI 01 - Electrical Scope (Ref. SOW 1.1, FAR 52.236-7) If replacement units require different electrical specifications than existing circuits, is rewiring or panel modification within scope? Does BOR require a separately licensed electrician for work inside the panel or at the disconnect, or may the HVAC contractor perform all line voltage reconnection work? Are there facility-specific LOTO procedures that differ from OSHA 29 CFR 1910.147? Will BOR provide existing electrical as-built drawings or panel schedules prior to award? | HVAC contractor can rewire to the disconnect but no further. If needed, BOR electricians will be responsible for installing new conductors from the panel to the disconnect. We do not have any official drawings but BOR will provide electrical sketches. The Northern California Area Office requires that any isolation of Hazardous Energy for contractor work MUST use a Clearance (a form of group LOTO). So in this instance, for HVAC replacement, Reclamation would open and lock the disconnect and close and lock the cooling water lines (if applicable). The contractor would then place a lock on a "group" style LOTO box. Additionally there is contractor LOTO training (approximately 20 min) required before begining work. |
| 2 | RFI 02 - SCPP Staging and Storage Area (Ref. SOW 7.1(B)) SOW Section 7.1(B) identifies the contractor storage area at Spring Creek Power Plant as "XX." Please provide the designated staging and storage area at SCPP. Are there weight, size, or access restrictions for delivery vehicles at that location? | No restrictions. The photo below shows the staging area we expect to be available during this project (red circle). |
| 3 | RFI 03 - Period of Performance Conflict (Ref. SOW 2.3; SF 1442 Item 11; FAR 52.211-10) SOW Section 2.3 states 90 calendar days from NTP, while the SF 1442 and Section F state 120 calendar days. Which period of performance is contractually binding, and will BOR issue an amendment to resolve this discrepancy? | Period of Performance is 120 calendar days from NTP. |
| 4 | RFI 04 - Replacement Equipment Approval and Submittals (Ref. SOW 6.3, SOW 2.1) What is BOR's expected turnaround time for review and approval of submitted engineering specifications? Will BOR consider pre-award |
conditional approval of proposed replacement equipment to reduce schedule risk after NTP? Are there pre-approved manufacturers or model families acceptable as equivalents for the water source heat pump at
| SHPP (existing: Canatal International 11WX50VMHSBWX) and the cooling unit at SCPP (existing: Trane GEHB02411G0210BL)? | BOR does not make approvals prior to contract award. Expected turnaround for submittals is seven working days. Preferred manufacturers or model families are Trane, Carrier, Lennox, or Daikin, but we will consider others. | ||
| 5 | RFI 05 - Water Loop Conditions at Shasta Power Plant (Ref. SOW 1.1, SOW 2.1) What is the current flow rate and operating temperature range of the water loop serving the 7th floor control room? Is that loop shared | ||
| with other operational equipment that must remain in service during replacement? Will a water loop shutdown be required during installation, and what is the advance notice and coordination requirement? Are there water treatment, quality, or pressure requirements the contractor must meet when connecting to the existing loop? | Supply header 1 1/2" at approximately 50 psi. The existing water supply thermometers showed temperatures between 55 and 60 degrees F. The HVAC loop can be isolated so work there will not affect any other equipment that uses the water. | ||
| 6 | RFI 06 - Vertical Access and Equipment Logistics at SHPP 7th Floor (Ref. SOW 1.1, SOW 7.1(B)) What are the interior dimensions and weight capacity of the freight elevator at Shasta Power Plant? What are the doorway and corridor clearances on the path from the freight elevator to the 7th floor control room? Are there restrictions on crane use or exterior lifting equipment at SHPP? Are there operational restrictions (noise, vibration, fumes) limiting installation hours on the 7th floor during | ||
| normal power plant operations? | Shasta Powerplant elevator can handle 5,000 pounds and has the following measurements: door width -- 54"; interior floor -- 100" x 56". The narrowest doorway (28.5") is between the 7th floor break room and the entry to the vertical ladder space (approx. 53" deep) that leads to the 'attic' where the existing HVAC equipment is located. Hoisting equipment (such as a pulley) will be needed to move equipment between the attic and the narrow doorway. There are no crane restrictions at SHPP on the west (entry) side of the power plant, which is where this work would be taking place. We do need early (2 days) notification to avoid parking in the location where the crane would be located. There are no other operational restrictions for this work. | ||
| 7 | RFI 07 - Alternative Payment Protection (Ref. Section H; FAR 52.228-13) What specific form of alternative payment protection is required under FAR 52.228-13 (e.g., escrow, letter of credit, payment protection bond)? What is the required amount, and must it be established prior to NTP or at award? Is there a government-preferred form or template that can be provided with the solicitation? | A payment bond. The required payment protection amount would be the amount of the contract. Payment protection is required within ten (10) days of the contract award. The standard form 25-A (SF 25A), Payment Bond is used. | |
| 8 | RFI 08 - R-454B Refrigerant Handling (Ref. SOW 1.1, SOW 7.3; WBR 1452.223-81) Does BOR impose facility-specific handling, storage, or ventilation requirements for A2L refrigerants such as R-454B at SHPP or SCPP, | ||
| beyond standard EPA 608 compliance? Are there restrictions on the quantity of R-454B stored on-site during installation? Must refrigerant handling activities be coordinated with BOR safety or operations staff, and if so, what is the advance notice requirement? | No restrictions or special requirements beyond stanard EPA 608 compliance. | ||
| 9 | RFI 09 - Hazardous Materials and Asbestos Survey (Ref. SOW 1.1; WBR 1452.223-80; WBR 1452.223-81) Has BOR conducted a hazardous materials survey of the demolition areas at both SHPP and SCPP, including existing HVAC equipment, pipe insulation, and adjacent building materials? If a survey has been completed, please provide results or confirm no asbestos-containing materials were identified. If no survey has been conducted, will BOR arrange one prior to award, or is the contractor responsible for independent assessment and any required abatement? | No asbestos-containing materials were found. | |
| 10 | RFI 10 - Security Credentialing Timeline (Ref. SOW 7.1(A); WBR 1452.237-80) What is the typical processing time for contractor personnel access approvals at SHPP and SCPP from initial submission to the COR? Will | ||
| temporary badges be issued during processing, or must full credentialing be complete before any site access is permitted? Is a pre-award credentialing process available so approvals can be initiated before NTP? Does the two-week advance submission requirement apply to each individual visit, or is a one-time approval valid for the duration of the contract? | Typical processing time is two to three weeks. Full credentialling must be complete before site access is permitted and after the contract has been awarded. One-time approval is valid for the duration of the contract. |
