About this file

This is a Pricing Schedule for solicitation 191NLE26R0067, an INL Haiti Freight Forwarding and Warehousing contract with the Department of State Bureau for International Narcotics and Law Enforcement Affairs. The contract requires freight forwarding services supporting the Gang Suppression Force mission in Haiti, with services provided between the USA and Haiti. Offerors must submit pricing for a base year and one option year.

The pricing schedule establishes rates across ten service categories: air freight/ocean freight (including fuel and security surcharges), warehouse handling in/out, local trucking, per-shipment document preparation, consolidation costs (crating and shrink wrap), hazmat fees (negotiated case-by-case), minimum charges for urgent shipments, customs broker fees for imports, quality/quantity inspection, delivery of vehicles to Miami-Ft. Lauderdale embarkation points, and pickup of imported freight. Workload estimates indicate approximately 450,000 pounds of air freight annually and 6,000 pounds of imports, with 5-10 vendor shipments monthly. The government estimates 2 twenty-foot containers and 6 forty-foot containers of ocean service annually. Representative cargo includes 500-pound police equipment pallets (200 annual air shipments), 4,000-pound sport utility vehicles (5 annual ocean shipments), 10,000-pound vehicles (2 annual ocean shipments), and 22,000 pounds of 7.62 ammunition in 9 pallets (3 shipments via air or ocean). The pricing schedule provides line items and estimated quantities for both base period and first option year pricing, with the government noting that web-based database tracking costs must be included within the proposed rates rather than separately priced.

ATTACHMENT 3: PRICING SCHEDULE – 191NLE26R0067

PRICING FACTORS

Offerors shall submit pricing as follows for the base year and one (1) option year. Note: The Government requires web-based database tracking. The cost of this database tracking/management is to be included in the below elements and not a separately priced cost.

NOTE: Freight Forwarder may receive an average of 450,000 LBS to be shipped / exported from the U.S. over a 12-month period. Also, the offeror may receive 6,000 LBS to be shipped / imported into the U.S. during a 12-month period.

a) Air Freight/Ocean Freight, including fuel and security surcharges. The Government realizes these rates are subject to fluctuation and applicable tariffs. This rate should be the rate that the contractor has negotiated with the air/ocean carrier. Service will be provided from/to USA/Haiti or vice versa.

b) Warehouse handling In/Out. This charge includes operating costs such as labor and handling of the material received, inspected and stored.

c) Local trucking. This includes the charges for picking up and delivery of the cargo from the freight forwarding location to the air carrier or sea port.

d) Per shipment document preparation fee. Includes charges for the import and export documentation required by the U.S. and Haitian Customs. (Air Way Bill – AWB; Exports Declaration – SED; Bill of Lading - BL).

e) Consolidation cost. Includes crating and shrink wrap, labor and material cost.

f) Hazmat fees. This charge includes the preparation of the cargo and documentation as per IATA regulations. HAZMAT shipments will be negotiated on a case by case basis. The contractor must describe its approach for handling HAZMAT cargo.

g) Minimum Charge. This charge corresponds to the minimum charge necessary to respond to a short term, minimum weight (usually 1-25 pounds) urgent shipment. This method is employed most often for aircraft parts but may also be used for other needs.

h) Customs Broker. This charge corresponds to Customs Broker Fee for the Import process.
