About this file

This file is a Questions and Answers (Q&A) document responding to nine offeror inquiries regarding Solicitation 191NLE26R0067 for INL Haiti Freight Forwarding and Warehousing services. The Department of State Bureau for International Narcotics and Law Enforcement Affairs (INL) requires freight forwarding and warehousing support for the Office of Western Hemisphere in Haiti, supporting the Gang Suppression Force mission. The solicitation deadline is Friday, August 21, 2026 at 5:00 PM EST, with proposals valid for a minimum of 60 days.

Key clarifications from the government responses address critical service requirements: contractors must provide full cargo insurance coverage for approximately $15 million worth of equipment shipped annually, with INL providing advance notice and purchase orders for incoming shipments. The government confirmed that domestic storage in Miami is required for ammunition and lethal assistance items before shipment to Haiti. Additional clarifications note that unaccompanied air baggage for permanent change of station moves are excluded from scope, and contractors should not expect the government to cover fuel, oils, and lubricants for contractor-owned vehicles. The government declined to extend the solicitation deadline and corrected multiple typographical errors in the statement of work that incorrectly referenced Colombia instead of Haiti. Primary contact is Michele Coccovizzo (Senior Contract Support Specialist) and Jamillah Timmons (Contracting Officer) at the Department of State Office of Acquisition Management.

Offeror's Name:
Question #SOW SectionQuestionGovernment's Response
1C.4Why is the country of Colombia referenced?Typo - Updated to Haiti
2C.6.1Given the requirement of full liability for loss and damage of cargo does INL expect full coverage cargo insurance to be factored into our costs for storage and shipping? Cargo insurance is not covered in any liability insurance coverage for cargo in freight forwarding operations. If liability and insurance coverage is to be factored in then we must have a declaration of commercial value from INL in order to factor that cost into the services. Please provide commercial valuation for all of the equipment and material(s) being handled and shipped for this contract for Haiti.Yes, INL expects full coverage cargo insurance. INL expects to store and ship around $15 million worth of equipment per year. The value will depend on INL procurements; INL will alert the contractor of the cost of any incoming shipments and provide them the purchase order.
3C.7.6Please advise why Colombia is referenced.Typo - Updated to Haiti
4C.10Does the INL program require actual U.S. Domestic Storage of the 7.62 ammunition in Miami or will the freight forwarder collect/pick up the ammunition from the INL vendor and transport the ammunition directly to the air or ocean carrier for shipping to Haiti?Yes, INL requires domestic storage for ammunition and other lethal assistance (weapons, etc.)
5C.16Is the logistics contractor expected to cover costs for fuel, oils and lubricants? This is in reference to the contractor's vehicles- not USG vehicles.
6C.16.1Why is Unaccompanied Air Baggage referenced? Is Unaccompanied Air Baggage (UAB) shipped to/from Haiti in this INL contract? This is in refence to the air baggage in C13.1 and B.4.1.3. UAB, for permenant change of station (PCS) moves, are not included in this scope.
7E.4Why is Colombia referenced in this requirement?Typo - Updated to Haiti
8E.4What is "NAS” referring to within the Performance Objective (1st Block)?NAS is a reference to the Narcotics Affairs Section (NAS) in Colombia. This is a typo, it should read as below: Shipping damage Criteria: Cargo arriving at freight forwarder not reported on receipt to the Hatiain National Police (HNP) and INL as damaged and arriving in Haiti damaged.
9Attachment 1: General Content RequirementsBased on the answering of these questions will the government provide an extension for the proposal submission? We can not extend the solicitation
