About this file
This is a Technical Evaluation Factors document for solicitation 191NLE26R0067, a competitive 8(a) single-award indefinite-delivery, indefinite-quantity (IDIQ) firm-fixed unit price contract for freight forwarding and warehousing services. The Department of State Bureau for International Narcotics and Law Enforcement Affairs (INL) is seeking a contractor to provide freight forwarding services supporting the Gang Suppression Force mission in Haiti, including freight handling, storage, packing, customs clearance, and related logistics services for shipments between the United States and Haiti. The primary operations and warehousing facility must be located in the Miami metropolitan area to support INL-Aviation flights departing from Miami airport. Award will be made on a best value basis using tradeoffs of price and non-price factors, with award contemplated based on initial proposals without discussions. Proposals are due by Friday, August 21, 2026 at 5:00 PM EST and must be valid for a minimum of 60 days.
The evaluation uses an adjectival rating scheme (Outstanding, Acceptable, Unacceptable) across six technical factors. DDTC/ITAR certification is a mandatory eligibility requirement with no assigned weight. The weighted factors are: Experience and Expertise in Freight Forwarding Services (20%); Experience and Expertise Specific to ITAR and DDTC Cargo (20%); Experience and Expertise in Warehousing and Storage Services (30%); Experience and Expertise in Varying Cargo and Commodities (15%); and Experience and Expertise Working in Conflict or High-Risk Areas (15%). Offerors must demonstrate proven capabilities handling diverse cargo types including aircraft parts, hazardous materials, ammunition, vehicles, FMS cargo, communications equipment, and general commodities, with particular emphasis on customs clearance competency for INL-controlled cargo and ability to operate effectively given current security challenges in Port-au-Prince and FAA NOTAMs affecting the region.

ATTACHMENT 2 – EVALUATION CRITERIA: Solicitation 191NLE26R0067
PROPOSAL EVALUATION
The Government contemplates award of a single-award indefinite-delivery, indefinite-quantity (IDIQ) Firm-Fixed Unit Price contract resulting from this solicitation. It is the intent of the Government to make an award based on the initial proposal without discussions. This is a competitive 8(a) solicitation.
TECHNICAL EVALUATION FACTORS
The Technical Evaluation Factors (i.e., non-Cost/Price) will be evaluated using an adjectival (Outstanding, Acceptable, Unacceptable) rating scheme. The basis of award will be Best Value using Tradeoffs, price and non-price factors considered. The following technical factors and evaluation criteria shall be used, with the percentage of overall rating representing the level of importance (weight) for that factor:
FACTOR 1 – DDTC/ITAR Certified: Weight (no weight as this is required for award eligibility) Offeror’s proposal must clearly document offeror is DDTC (ITAR) certified to be eligible for award.
FACTOR 2 – Experience and Expertise in Freight Forwarding Services: Weight 20% Offeror’s proposal must clearly demonstrate experience and proven capabilities in providing proper, timely and cost effective freight forwarding services applicable to the United States Mission in Haiti, which includes freight handling, storage, packing, forwarding, customs clearance and other related services that apply to shipments originating from, consigned to, routed through, and/or moved from the United States to Haiti, and from Haiti to locations in the United States for Government-owned materials, making sure to fully comply with the current customs regulations according to the different types of cargo.
FACTOR 3 – Experience and Expertise Specific to ITAR and DDTC Cargo: Weight 20% Offeror’s proposal must clearly demonstrate experience and expertise in shipments related to ITAR and Department of Commerce controlled cargo, which may also include hazardous items. Proposal must document that labor employed to perform services under this contract are experienced and competent in making the necessary arrangements for clearing the INL acquired cargo through U.S. customs.
FACTOR 4 – Experience and Expertise working in conflict or high-risk areas: Weight 15% Offeror’s proposal must demonstrate working in either conflict or high-risk areas. Proposals must clearly demonstrate that the offeror can provide air freight services despite the current challenges on the ground in Port-au-Prince and the current NOTAM put out by the FAA.
FACTOR 5 – Experience and Expertise in Warehousing and Storage Services: Weight 30% Offeror’s proposal must clearly demonstrate experience and expertise with warehousing, storage, and inventory services for commodities to be provided during the period of consolidation and while awaiting ocean/air shipment as indicated in the Statement of Work. The offeror’s main storage location and office must be based in the Miami metropolitan area. The proposal must include that operations to be managed by the eligible offerors may imply the use of different modes of transportation including air, maritime and ground shipments.
FACTOR 6 – Experience and Expertise in Varying Cargo and Commodities: 15% Offeror’s proposal must clearly demonstrate experience and expertise in shipments related, but not limited to, the following cargo categories: aircraft parts and components, hazardous materials, ammunition, vehicles and vehicle parts, building and facilities equipment, Foreign Military Sales (FMS) cargo, computer systems, communications equipment, and general commodities. This will also include experience and expertise in the proper handling, packaging and storage of such cargo.
In terms of geographical location, it would be ideal if the eligible companies have warehouse facilities to receive/store cargo in the area surrounding the Miami (FL) airport. INL is requesting that the contractor has their primary operations in the Miami metropolitan airport area because INL frequently operates separate cargo flights through the INL- Aviation unit at the Miami airport. The contractor will be required to transport (via truck) items from their warehouse to the airport the day before or the morning of the INL-Aviation flight. Additionally, the flight time from Miami is short and predictable, other routes would be longer and any emergency items that need to be shipped would take too long to support the mission.
Rating Scheme:
Outstanding
Demonstrates excellent understanding of context and requirements; recognizes critical program elements and challenges; offers industry best practices and proactive and innovative solutions; significantly exceeds performance/capability standards; shows exceptional technical expertise/strengths that will significantly benefit the Government; has no deficiencies; has few, if any, minor weaknesses. Clearly identifies implementation risks and a plan for overcoming those challenges. Demonstrates a clear, realistic, detailed implementation plan focused on achieving intended results.
Acceptable
Demonstrates clear understanding of context and requirements; meets performance/capability standards; has some strength; have several minor weaknesses yet no deficiencies. Demonstrates a clear, realistic implementation plan focused on achieving intended results, although a few minor implementation details are not specified.
Unacceptable
Demonstrates a lack of understanding of context and/or requirements; fails to meet performance/capability standards; has deficiency or numerous weaknesses which cannot be corrected without major changes to the technical proposal and/or cost proposal.
