Provides guidance to the release train.

While the ART and the teams that are part of the train are predominately self-managing and self-organizing, the RTE provides guidance to help teams adapt to the environment.

Organizes, runs and facilitates the release planning meeting. The release planning meeting is a two day meeting that includes all of the people involved with the ART. The meeting is crucial meeting that kicks-off and drives each program increment.

Assists in tracking the ART. Chairs the scrum of scrums (SoS). As a leader and the scrum master of scrum masters, the RTE ensures that teams interact and share cross-team issues and risks by facilitating the SoS.

Resolves and/or escalates impediments.

Scrum masters facilitate the resolution of impediments within their span of influence. RTE steps in to remove or escalate the impediment to someone that can remove the impediment.

Facilitates intergroup communication and dependency resolution. Facilitating communication between groups. Helps to keep information moving so that the teams can focus on delivery.

Seven years of demonstrated experience in configuration management, continuous integration, test-driven development, deployment, DevOps, and related technical practices.

Coach Agile Release Train (ARTs) teams to adopt and enable continuous integration (CI) and continuous delivery (CD) practices throughout SAFe Program Increments for the purpose of realizing more frequent, higher quality system demos and releases.

Provide training and hands-on workshops in Pair Programming, BDD, TDD, CI/CD, test automation and related technical practices.

Work with SAFe Systems Teams and other Dev, QA and Ops personnel to integrate software assets from the teams, perform end to end testing, assist with deployment, and facilitate frequent System Demos.

Work with Dev, QA and Ops teams to modernize the DevOps tool chain, extract maximum value from existing tools and install, configure and optimize best of breed tools.

Define and execute systems engineering activities within a project. Activities may consist of systems planning, performance management, capacity planning, testing and validation, benchmarking, information engineering, and development and staffing of a systems engineering plan.

The Government recognizes varying levels of education and experience in the position descriptions and that many times experience and/or industry certification is as or more important than formal preparation.

Therefore, the following substitution may be applied, subject to COTR approval.

Allowable Substitutions:

a. A Master’s degree in an appropriate discipline will be considered equivalent to two (2) years of relevant experience. A doctoral or Ph.D. degree in an appropriate discipline will be considered equivalent to four (4) years of relevant experience.

b. Eight (8) years of relevant experience over and above the minimum experience requirements for the position will be considered equivalent to a Bachelor’s degree.

c. Four (4) years of relevant experience over and above the minimum experience requirements for the position will be considered equivalent to an Associate’s degree.

d. Six (6) years of relevant experience over and above the minimum experience requirements for the position will be considered equivalent to a Bachelor’s degree, when combined with a certification equivalent to PMP, ITIL, CISSP, CCNP, MCSE, MCSD, CPCM, or CPSM.

e. Three (3) years of relevant experience over and above the minimum experience requirements for the position will be considered equivalent to an Associate’s degree, when combined with a certification equivalent to PMP, ITIL, CISSP, CCNP, MCSE, MCSD, CPCM, or CPSM.

f. In the support labor categories, an appropriate degree will be considered equivalent to two (2) years of general experience.

g. An accredited Bachelor’s or Master’s degree not listed or not considered equivalent will be counted as one (1) year of relevant experience; Ph.D. degree will be counted as two (2) years of relevant experience.

h. Relevant experience is experience directly related to the work, task or project being evaluated. The nature of the activities, analyses and work products must be very similar or identical to those of the intended project.

i. General experience is any experience.

j. There is no experience substitution for any Ph.D. categories.

Degrees from foreign universities and colleges are to be accompanied by an Waiver Form detailing the accreditation of the foreign degree granting institution. Additionally, the offeror must certify that all proposed resumes meet the requirements as specified in AMS Clause 3.14-3, Foreign Nationals as Contractor Employees, in the cover letter.
