ATTACHMENT 2: STATEMENT OF WORK

STATEMENT OF WORK

FOR

BRAND NAME OR EQUAL

AXIS Camera Station S1296 Video Server or Equivalent, AXIS Q Series 4K Cameras or

Equivalent, Revised, 09 July 2024

National Museum of the United States Air Force, Wright-Patterson Air Force Base, Ohio

I. SCOPE OF WORK: The scope of this project is to provide materials and install a camera system along with a corresponding server that will provide coverage of the National Museum of the

United States Air Force (NMUSAF) Bldgs. 489, 487, 494, 495, & 497, exterior of campus, parking lots, Command Section, Entrance Hall, Kettering Hall, both cafés, and gift shop. The security system is driven by the Anti-Terrorism Force Protection (ATFP) program requirement to protect the NMUSAF Collection and provide physical security for the nearly 1.3 million visitors that visit the museum building(s) and grounds per year. A site survey will be necessary in order to determine nanobeam and camera placement along with locating Power over Ethernet

(POE) switch locations and determining government furnished electrical requirements.

II. TECHNICAL REQUIREMENTS: The camera system shall be installed utilizing an intranet system that interconnects the cameras throughout the NMUSAF Main Museum Complex, including but not limited to the following locations: Atrium entrance/egress door(s), 100A and

Door 100B located at the bottom of the mezzanine staircases, Mezzanine, Valkyrie cafe, gift shop, executive command suite, Launchpad, Hanger 487, Hanger 489, Hanger 494, Hanger 497, Missile Gallery, exterior of hangars and parking lots. Connections for parking lot cameras to

Close-Circuit Television (CCTV) infrastructure is via two Wi-Fi nanobeams with one located on

NMUSAF Theater Roof and one located on Memorial Park exterior side of Hanger 487. The existing Network Video Recorder (NVR) Internet Protocol (IP) Camera security system is housed on its own intranet network that does not reside on the base infrastructure but the intent is to make this system viewable by Security Forces at BDOC (Bldg. 295) via a hardwired connection to the WPAFB NIPRNet. Internal fiber strands can be utilized where available in order to provide necessary connectivity between the museum buildings. Base fiber can be utilized on identified strands as necessary in order to complete connection between museum buildings.

All hardware must meet Non-Nuclear Configuration Management Database (CMD) List, dated

31 May 2022 or newer.

A. Commercial Standards and Specifications: The Contractor shall use these documents as guidance in performing tasks associated with this contract:

B. Camera System Description: The system shall include the following equipment and material after the system is installed. The number of cameras and locations are to be used as a guide, and the contractor shall apply their knowledge to provide the most complete coverage. The contractor shall test and certify that the system meets all requirements. In order to complete the system, except as otherwise noted, the contractor shall furnish all resources, including but not limited to, labor, tools, supplies and wiring necessary to install the cameras, nanobeam equipment and IT infrastructure. The contractor shall provide, install and integrate the following components and equipment:

1. Security Office:

i. Qty of one (1): Rack Recording Server (AXIS Camera Station S1296)

2. Mezzanine Security Manager Office:

i. Qty of one (1): Camera Station Workstation (AXIS Camera Station S9302)

3. Bldg 489 Executive Office - MU Conference Room:

i. Qty of one (1): Camera Station Workstation (AXIS Camera Station S9302)

4. Early Years Hangar:

i. Qty of two (2): 4k 360 degree Security Cameras (AXIS Q6100-E Network Camera, or equivalent) Height approximately 65ft.

ii. Qty of four (4): 4k Security Camera with Infrared (IR) capability (AXIS Q6128-E

PTZ Network Camera, or equivalent)

iii. Communications Room is approximately 565 ft. away.

iv. The contractor shall install the products and hardware to integrate CCTV IP camera’s in building 20489 into the museum’s networked CCTV system.

5. World War II Hangar:

iii. Communications Room is approximately 777 ft. away.

6. Korea/Southeast Asia Hanger:

iii. Communications Room is approximately 522 ft. away.

7. Cold War Hanger:

iii. Communications Room is approximately 649 ft. away.

III. SCHEDULE: The contractor shall work directly with NMUSAF/MUO to ensure timely install of NVR and camera components. Testing by the contractor shall be accomplished one (1) business day after completion of installation in accordance with Section IV.

A. NMUSAF/MUO will provide the contractor access to the facilities from 07:30 – 17:30 daily.

B. Equipment Installation: The contractor shall install all equipment and the installation shall adhere to communications industry, Air Force, Underwriters Laboratory standards as well as the standards identified in Section II(A) above.

C. All contractor personnel shall be U.S. citizens.

IV. OPTIMIZATION: The contractor shall optimize all system equipment to ensure optimal performance.

A. Testing: Immediately following completion of all work herein, contractor shall conduct system testing.

1. Camera System testing shall include all camera locations, nanobeam and IP system infrastructure to the main monitoring station in Bldg. 20489 Security Office in the museum lobby, and the three (3) remote monitoring stations each located in the

Mezzanine Security Manager Office, Bldg. 20489 MU conference room, and Bldg.

20497 COMM room 424 to ensure all systems are integrated and fully operational.

B. Training: Contractor shall provide training to operations security staff on how to operate the cameras and infrastructure equipment no later than two (2) business days after successful testing of system.

V. DELIVERY: Delivery of equipment, installation, integration and testing shall be completed by

120 days after date of contract award. Deliverable items shall be delivered to the following address:

5.2 A DELIVERY POINT OF CONTACT (POC): A Point of Contact (POC) will be identified in the schedule of the final awarded contract who will be responsible for coordinating delivery and installation.

VI. INSPECTION AND ACCEPTANCE: Subject to security regulations, Inspection and

Acceptance of the equipment required under this Statement of Work (SOW) shall be performed on the Delivery Date at the Delivery Location. A receiving report shall be accomplished immediately upon receipt and acceptance of supplies.

VII. INSPECTION/ACCEPTANCE POC: A POC will be identified in the schedule of the final awarded contract for this requirement. All contractor personnel performing work under this contract shall comply with all applicable Federal and State laws, as well as all Air Force and local regulations.

VIII. WARRANTY: At least a one-year manufacturer warranty shall be honored by contractor for all products delivered for this requirement.

IX. QUALIFYING COUNTRY PRODUCTS: All products delivered to satisfy these requirements shall be manufactured in a qualifying country source in accordance with Defense Federal

Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.

X. INVOICE AND PAYMENT: The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.

10.1 The invoice shall be submitted to in Wide Area Workflow (WAWF) in accordance with the terms of the final contract award.

XI. DELIVERY PROCEDURES COMMERCIAL VEHICLES:

a. The company shall properly ship the system to the Air Force Institute of Technology at

WPAFB, OH. All shipping costs to include insurance will be included in contractor’s proposal. Great care using standard, approved packaging methods shall be taken.

b. All vehicles larger than a large pick-up truck are required to be inspected by the Wright-

Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. Vehicles to be inspected include, but are not limited to, the following:

1. Step van/panel truck

2. Tractor/trailer, box and flatbed containing cargo

3. Tanker trucks

4. Box trucks

5. Tour buses

6. Garbage/recycled waste trucks

7. Concrete trucks/mixers, dump trucks

8. Cranes, recreational vehicles, petroleum tanker

This inspection will be conducted at Gate 26A located off State Route 235.

c. The following are exemptions to vehicles utilizing the CVDG:

1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at

1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

2. If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and

22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry. This reentry can be through any base gate.

d. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
