1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Identification: Ft Egbert National Historic Landmark (NHL) Painting and Abate‐ ment.
1. Project Location: Eagle, Alaska
B. The Work consists of the following:
1. The Work includes removal of lead paint and asbestos abatement, remediation of contaminated soil, repair of historical structures and painting of exterior sur‐ faces.
C. Project will be constructed under a single prime contract.
1.3 HAZARDOUS MATERIALS
A. Hazardous Materials Report: Copies of "Hazardous Materials Investigation Report" will be made available upon request from Government. This report is intended to give only a general indication of the conditions that may be encountered during construction. For removal and disposal of Hazardous Materials see Specification 02 82 33 REMOVAL AND
DISPOSAL OF ASBESTOS CONTAINING MATERIALS AND 02 83 33 REMOVAL AND

1.4 WORK UNDER OTHER CONTRACTS
A. Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract. Coordinate the Work of this Contract with work performed under separate contracts.

1.5 USE OF PREMISES
A. Contractor shall have full use of premises for construction operations, including use of Project site, during construction period. Contractor's use of premises is limited only by Government right to perform work or to retain other contractors on portions of Project.
B. Use of Site: Limit use of premises to work in areas indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.
1. Driveways and Entrances: Keep driveways and entrances serving premises clear and available to Government, Government employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.
a. Schedule deliveries to minimize use of driveways and entrances.
b. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on‐site.
C. Use of Existing Building: Maintain existing building in a weathertight condition through‐ out construction period. Repair damage caused by construction operations. Protect building and its occupants during construction period.
D. Utilities: Utilities are not available for contractor use.
1.6 SPECIFICATION FORMATS AND CONVENTIONS
A. Specification Format: The Specifications are organized into Divisions and Sections using the 50‐division format and CSI/CSC's "MasterFormat" six digit numbering system.
1. Division 1: Sections in Division 1 govern the execution of the Work of all Sec‐ tions in the Specifications.
B. Specification Content: The Specifications use certain conventions for the style of lan‐ guage and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows:
1. Abbreviated Language: Language used in the Specifications and other Contract Documents is abbreviated. Words and meanings shall be interpreted as appro‐ priate. Words implied, but not stated, shall be inferred as the sense requires.
Singular words shall be interpreted as plural, and plural words shall be inter‐ preted as singular where applicable as the context of the Contract Documents indicates.

2. Imperative mood and streamlined language are generally used in the Specifica‐ tions. Requirements expressed in the imperative mood are to be performed by Contractor. UNIT PRICES AND SCHEDULE OF VALUES

PART 1 GENERAL
1.1 SCOPE: SECTION 01 20 00 – UNIT PRICES AND SCHEDULE OF VALUES
A. This Section includes administrative and procedural requirements for unit prices and requirements to prepare schedule of values.
1.2 DEFINITIONS
A. Unit price is an amount proposed by bidders, stated on the Bid Schedule, as a price per unit of measurement for materials or services added to or deducted from the Contract Sum by appropriate modification, if estimated quantities of Work required by the Contract Documents are increased or decreased.
1.3 PROCEDURES
A. Unit prices include all necessary material, plus cost for delivery, installation, insurance, overhead, and profit.
B. Government reserves the right to reject Contractor's measurement of work‐in‐place that involves use of established unit prices and to have this work measured, at Government expense, by an independent surveyor acceptable to Contractor.
C. List of Unit Prices: A list of unit prices is included in Part 3. Specification Sections referenced in the schedule contain requirements for materials described under each unit price.
1.4 SCHEDULE OF VALUES
A. Coordination: Coordinate preparation of the Schedule of Values with preparation of Contractor's Construction Schedule.
1. Correlate line items in the Schedule of Values with other required administrative forms and schedules.
2. Submit the Schedule of Values to Government at earliest possible date but no later than ten calendar days after the Notice to Proceed.

B. Format and Content: Use the Project Manual table of contents as a guide to establish line items for the Schedule of Values. Provide at least one line item for each Specification Section.
1. Identification: Include the following Project identification on the Schedule of Values:
a. Project name and location.
b. Name of Government Appointed Official.
c. Contractor's name and address.
d. Date of submittal.
2. Provide a breakdown of the Contract Sum in enough detail to facilitate continued evaluation of Applications for Payment and progress reports.
Coordinate with the Project Manual table of contents. Provide several line items for principal subcontract amounts, where appropriate.
3. Round amounts to nearest whole dollar; total shall equal the Contract Sum.
4. Provide a separate line item in the Schedule of Values for each part of the Work where Applications for Payment may include materials or equipment purchased or fabricated and stored, but not yet installed.
5. Provide separate line items in the Schedule of Values for initial cost of materials, for each subsequent stage of completion, and for total installed value of that part of the Work.
6. Retain first subparagraph and associated subparagraph below. Revise to suit Project. Government's financial advisors usually insist on this requirement. See Evaluations for discussion on overhead distribution.
7. Each item in the Schedule of Values and Applications for Payment shall be complete. Include total cost and proportionate share of general overhead and profit for each item.
a. Temporary facilities and other major cost items that are not direct cost of actual work‐in‐place may be shown either as separate line items in the Schedule of Values or distributed as general overhead expense, at Contractor's option.
8. Schedule Updating: Update and resubmit the Schedule of Values before the next Applications for Payment when Change Orders or Construction Change Directives result in a change in the Contract Sum.

PART 3 EXECUTION
1.5 LUMP SUM PAYMENT ITEMS
A. Payment items for the work of this Contract for which contract lump sum payments will be made are listed in the BIDDING SCHEDULE and described below.
B. All costs for items of work, which are not specifically mentioned to be included in a particular lump sum or unit price payment item, shall be included in the listed lump sum item most closely associated with the work involved.
C. The lump sum price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.
D. Mobilization and Demobilization: Preparatory work and operations, including movement of personnel, equipment, supplies and incidentals to the project site; and for other work and operations that must be performed or costs incurred prior to beginning work on the various items on the project site. Does not include moves between project sites.
1. Payment: Payment will be made for costs associated with mobilization and demobilization, as defined in Special Clause PAYMENT FOR MOBILIZATION AND DEMOBILIZATION. No direct payment for moves between project sites will be made. Include consideration for moves between project sites. Prices and payment will be full compensation for the work described in this section.
Progress payments will be made as follows:
a. When 5 percent of the original Contract amount is earned from other bid items, 50 percent of the amount bid for mobilization or 5 percent of the original Contract amount, whichever is lesser, will be paid.
b. When 10 percent of the original Contract amount is earned from other bid items, 100 percent of the amount bid for mobilization or 10 percent of the original Contract amount, whichever is lesser, will be paid.
c. Upon completion of work for the project, payment of the amount bid for mobilization in excess of 10 percent of the original Contract amount, will be paid.

d. The total sum of all payments shall not exceed the original Contract amount bid for mobilization, regardless whether Contractor may have shut down the work on the project or moved equipment away from the project and then back again.
2. Unit of Measure: Lump sum.
1.6 SUMMARY OF BID ITEMS
A. BID ITEM 1 – PAINTING AND ABATMENT: This item includes all work required for each building including the hazardous materials remediation and disposal, preparation of existing facilities to receive finishes, patching and repair of existing assemblies and installation of identified finishes. It includes all required additional design and refinement of the contract drawings and specifications to complete all architectural details. This item includes all earthwork, grading, drainage, and related work as shown and specified for the site. It will be paid for as a lump sum.

1.1 SCOPE: SECTION 01 31 00 ‐ PROJECT MANAGEMENT AND COORDINATION
A. This Section includes administrative provisions for coordinating construction operations on Project including, but not limited to, the following:
1. Coordination Drawings.
2. Project meetings.
3. Requests for Interpretation (RFIs).
B. See Division 1 Section "Execution Requirements" for procedures for coordinating gen‐ eral installation and field‐engineering services, including establishment of benchmarks and control points.
1.2 DEFINITIONS
A. RFI: Request from Contractor seeking interpretation or clarification of the Contract Documents.
1.3 COORDINATION
A. Coordination: Coordinate construction operations included in different Sections of the Specifications to ensure efficient and orderly installation of each part of the Work. Co‐ ordinate construction operations, included in different Sections that depend on each other for proper installation, connection, and operation.
1. Schedule construction operations in sequence required to obtain the best re‐ sults where installation of one part of the Work depends on installation of other components, before or after its own installation.
2. Coordinate installation of different components with other contractors to en‐ sure maximum accessibility for required maintenance, service, and repair.
3. Make adequate provisions to accommodate items scheduled for later installa‐ tion.
4. Where availability of space is limited, coordinate installation of different com‐ ponents to ensure maximum performance and accessibility for required maintenance, service, and repair of all components, including mechanical and electrical.

B. Prepare memoranda for distribution to each party involved, outlining special procedures required for coordination. Include such items as required notices, reports, and list of at‐ tendees at meetings.
1. Prepare similar memoranda for Government and separate contractors if coordi‐ nation of their Work is required.
C. Administrative Procedures: Coordinate scheduling and timing of required administra‐ tive procedures with other construction activities and activities of other contractors to avoid conflicts and to ensure orderly progress of the Work. Such administrative activi‐ ties include, but are not limited to, the following:
1. Preparation of Contractor's Construction Schedule.
2. Preparation of the Schedule of Values.
3. Installation and removal of temporary facilities and controls.
4. Delivery and processing of submittals.
5. Progress meetings.
6. Pre‐installation conferences.
7. Project closeout activities.
8. Startup and adjustment of systems.
9. Project closeout activities.
1.4 PROJECT MEETINGS
A. General: Schedule and conduct meetings and conferences at Project site, unless other‐ wise indicated.
1. Attendees: Inform participants and others involved, and individuals whose presence is required, of date and time of each meeting. Notify Government and Architect of scheduled meeting dates and times.
2. Agenda: Prepare the meeting agenda. Distribute the agenda to all invited at‐ tendees.
3. Minutes: Record significant discussions and agreements achieved. Distribute the meeting minutes to everyone concerned, including Government and Archi‐ tect, within three days of the meeting.

B. Preconstruction Conference: Schedule a preconstruction conference before starting construction, at a time convenient to Government and Architect, but no later than 15 days after execution of the Agreement. Hold the conference at Project site or another convenient location. Conduct the meeting to review responsibilities and personnel as‐ signments, review required work, project drawings, specifications, construction sched‐ ules, payroll, payments, and administrative provisions of the Contract. Be prepared to summarize and explain procedures planned for the project and present specified pre‐ construction submittals.
1. Attendees: Authorized representatives of Government, Architect, and their consultants; Contractor and its superintendent; major subcontractors; suppliers;
and other concerned parties shall attend the conference. All participants at the conference shall be familiar with Project and authorized to conclude matters re‐ lating to the Work. The mechanical and electrical subcontractors attendance will be required.
2. Agenda: Discuss items of significance that could affect progress, including the following:
a. Tentative construction schedule.
b. Phasing.
c. Critical work sequencing and long‐lead items.
d. Designation of key personnel and their duties.
e. Procedures for processing field decisions and Change Orders.
f. Procedures for RFIs.
g. Procedures for testing and inspecting.
h. Procedures for processing Applications for Payment.
i. Distribution of the Contract Documents.
j. Submittal procedures.
k. Preparation of Record Documents.
l. Use of the premises.
m. Work restrictions.
n. Responsibility for temporary facilities and controls.
o. Construction waste management and recycling.

3. Minutes: Record and distribute meeting minutes.
C. Progress Meetings: Conduct progress meetings regular intervals. Hold the meetings at the project site. Coordinate dates of meetings with preparation of payment requests.
Additional progress meetings may be requested by either the Government or Contrac‐ tor.
1. Attendees: In addition to representatives of Government, each contractor, sub‐ contractor, supplier, and other entity concerned with current progress or in‐ volved in planning, coordination, or performance of future activities shall be represented at these meetings. All participants at the conference shall be famil‐ iar with Project and authorized to conclude matters relating to the Work.
2. Agenda: Review and correct or approve minutes of previous progress meeting.
Review other items of significance that could affect progress. Include topics for discussion as appropriate to status of Project.
a. Contractor's Construction Schedule: Review progress since the last meeting. Determine whether each activity is on time, ahead of sched‐ ule, or behind schedule, in relation to Contractor's Construction Sched‐ ule. Determine how construction behind schedule will be expedited;
secure commitments from parties involved to do so. Discuss whether schedule revisions are required to ensure that current and subsequent activities will be completed within the Contract Time.
1) Review schedule for next period.
b. Review present and future needs of each entity present, including the following:
1) Interface requirements.
2) Sequence of operations.

1.5 REQUESTS FOR INTERPRETATION (RFIS)
A. Procedure: Immediately on discovery of the need for interpretation of the Contract Documents, and if not possible to request interpretation at Project meeting, prepare and submit an RFI in the form specified.
1. RFIs shall originate with Contractor. RFIs submitted by entities other than Con‐ tractor will be returned with no response.
2. Coordinate and submit RFIs in a prompt manner so as to avoid delays in Con‐ tractor's work or work of subcontractors.
B. Content of the RFI: Include a detailed, legible description of item needing interpretation and the following:
1. Project name.
2. Date.
3. Name of Contractor.
4. Name of Government and Construction Manager.
5. RFI number, numbered sequentially.
6. Specification Section number and title and related paragraphs, as appropriate.
7. Drawing number and detail references, as appropriate.
8. Field dimensions and conditions, as appropriate.
9. Contractor's suggested solution(s). If Contractor's solution(s) impact the Con‐ tract Time or the Contract Sum, Contractor shall state impact in the RFI.
10. Contractor's signature.
11. Attachments: Include drawings, descriptions, measurements, photos, Product Data, Shop Drawings, and other information necessary to fully describe items needing interpretation.
C. Hard‐Copy RFIs: CSI Form 13.2A.
1. Identify each page of attachments with the RFI number and sequential page number.

D. Government's Action: Government will review each RFI, determine action required, and return it. Allow 21 calendar days for Government's response for each RFI. RFIs received after 1:00 p.m. will be considered as received the following working day.
1. The following RFIs will be returned without action:
a. Requests for approval of submittals.
b. Requests for approval of substitutions.
c. Requests for coordination information already indicated in the Contract Documents.
d. Requests for adjustments in the Contract Time or the Contract Sum.
e. Requests for interpretation of Government's actions on submittals.
f. Incomplete RFIs or RFIs with numerous errors.
2. Government's action may include a request for additional information, in which case Government's time for response will start again.
E. On receipt of Government's action, update the RFI log and immediately distribute the RFI response to affected parties. Review response and notify Government within seven days if Contractor disagrees with response.
F. RFI Log: Prepare, maintain, and submit a tabular log of RFIs organized by the RFI num‐ ber. Submit log weekly Include the following:
1. Project name.
2. Name and address of Contractor.
3. Name and address of Government.
4. RFI number including RFIs that were dropped and not submitted.
5. RFI description.
6. Date the RFI was submitted.
7. Date Government's response was received.
8. Identification of related bilateral or unilateral modifications, extensions, and changes in scope, as appropriate.

A. This Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work, including the following:
1. Contractor's Construction Schedule.
2. Submittals Schedule.
3. Daily construction reports.
4. Field condition reports.
B. See Division 1 Section "Unit Prices and Schedule of Values" for submitting the Schedule of Values.
C. See Division 1 Section "Photographic Documentation" for submitting construction pho‐ tographs.
1.2 SUBMITTALS
A. Submittals Schedule: Submit one electronic and one hard copy of schedule. Arrange the following information in a tabular format:
1. Scheduled date for first submittal.
2. Specification Section number and title.
3. Submittal category (action or informational).
4. Name of subcontractor.
5. Description of the Work covered.
6. Scheduled date for Government's final release or approval.

B. Contractor's Construction Schedule: Submit initial schedule at or before the precon‐ struction conference. Submit one electronic and one hard copy of schedule, large enough to show entire schedule for entire construction period.

1.3 COORDINATION

2.1 SUBMITTALS SCHEDULE
A. Preparation: Submit a schedule of submittals, arranged in chronological order by dates required by construction schedule. Include time required for review, resubmittal, order‐ ing, manufacturing, fabrication, and delivery when establishing dates.

2.2 CONTRACTOR'S CONSTRUCTION SCHEDULE, GENERAL
A. Time Frame: Extend schedule from date established for the Notice to Proceed to date of Final Completion.
1. Contract completion date shall not be changed by submission of a schedule that shows an early completion date, unless specifically authorized by Change Order.
B. Activities: Treat each story or separate area as a separate numbered activity for each principal element of the Work. Comply with the following:
1. Revise first subparagraph below to suit Project. Long activity durations provide less detail and, therefore, less information with which to manage a project. As an alternative to specifying activity duration, indicate minimum and maximum number of activities, which will result in a similar effect.
2. Activity Duration: Define activities so no activity is longer than 14 days, unless specifically allowed by Government.
3. Procurement Activities: Include procurement process activities for the following long lead items and major items, requiring a cycle of more than 60 days, as sep‐ arate activities in schedule. Procurement cycle activities include, but are not limited to, submittals, approvals, purchasing, fabrication, and delivery.

C. Constraints: Include constraints and work restrictions indicated in the Contract Docu‐ ments and as follows in schedule, and show how the sequence of the Work is affected.
1. Work by Government: Include a separate activity for each portion of the Work performed by Government.

A. Gantt‐Chart Schedule: Submit a comprehensive, fully developed, horizontal Gantt‐ chart‐type, Contractor's Construction Schedule within 30 days of date established for the Notice to Proceed. Base schedule on the Preliminary Construction Schedule and whatever updating and feedback was received since the start of Project.
B. Preparation: Indicate each significant construction activity separately. Identify first workday of each week with a continuous vertical line.
1. For construction activities that require 3 months or longer to complete, indicate an estimated completion percentage in 10 percent increments within time bar.

2.4 REPORTS
A. Daily Construction Reports: Prepare a daily construction report recording the following information concerning events at Project site:
1. List of subcontractors at Project site.

4. High and low temperatures and general weather conditions.
5. Accidents.
6. Stoppages, delays, shortages, and losses.
7. Meter readings and similar recordings.
8. Orders and requests of authorities having jurisdiction.
9. Services connected and disconnected.
10. Equipment or system tests and startups.
B. Field Condition Reports: Immediately on discovery of a difference between field condi‐ tions and the Contract Documents, prepare and submit a detailed report. Submit with a request for interpretation. Include a detailed description of the differing conditions, to‐ gether with recommendations for changing the Contract Documents.
PART 3 EXECUTION
3.1 CONTRACTOR'S CONSTRUCTION SCHEDULE
A. Contractor's Construction Schedule Updating: At monthly intervals, update schedule to reflect actual construction progress and activities. Issue schedule one week before each regularly scheduled progress meeting.

2. As the Work progresses, indicate Actual Completion percentage for each activi‐ ty.
C. Distribution: Distribute copies of approved schedule to Government, separate contrac‐ tors, testing and inspecting agencies, and other parties identified by Contractor with a need‐to‐know schedule responsibility.
1. Post copies in Project meeting rooms and temporary field offices.

1.2 SUBMITTALS
A. Key Plan: Submit key plan of Project site and building with notation of vantage points marked for location and direction of each photograph. Indicate elevation or story of construction. Include same label information as corresponding set of photographs.
B. Construction Photographs: Submit MS Word electronic file via email within seven days of taking photographs.
1. Format: Insert digital photos into MS Word file with two, 4‐by‐6‐inch prints per page and titles beneath each photo.
2. Identification: On first page of MS Word file, provide the following information:
a. Name of Project.
b. Name of Contractor.
c. Date photograph was taken if not date stamped by camera.
3. Digital Images: Submit a complete set of digital image electronic files on CD‐ ROM. Identify electronic media with date photographs were taken. Submit im‐ ages that have same aspect ratio as the sensor, uncropped.
PART 2 PRODUCTS
2.1 PHOTOGRAPHIC MEDIA

3.1 CONSTRUCTION PHOTOGRAPHS
A. Take photographs using the maximum range of depth of field, and that are in focus, to clearly show the Work. Photographs with blurry or out‐of‐focus areas will not be ac‐ cepted.
1. Maintain key plan with each set of construction photographs that identifies each photographic location.
B. Film Images:
1. Not all cameras can date stamp photographs. Delete and retain identification on back of print as required in Part 1 "Submittals" Article if acceptable.
2. Date Stamp: Unless otherwise indicated, date and time stamp each photograph as it is being taken so stamp is integral to photograph.
3. Field Office Prints: Retain one set of prints of progress photographs in the field office at Project site, available at all times for reference. Identify photographs same as for those submitted to Government.
C. Digital Images: Submit digital images exactly as originally recorded in the digital camera, without alteration, manipulation, editing, or modifications using image‐editing software.
1. Date and Time: Include date and time in filename for each image.
2. Field Office Images: Maintain one set of images on CD‐ROM in the field office at Project site, available at all times for reference. Identify images same as for those submitted to Government.
D. Preconstruction Photographs: Before starting construction, take color, digital photo‐ graphs of Project site and surrounding properties, including existing items to remain during construction, from different vantage points, as directed by Government.
1. Flag excavation areas and construction limits before taking construction photo‐ graphs.
2. Take eight photographs to show existing conditions adjacent to property before starting the Work.

3. Take eight photographs of existing buildings either on or adjoining property to accurately record physical conditions at start of construction.
E. Periodic Construction Photographs: Take color, digital photographs monthly, coinciding with the cutoff date associated with each Application for Payment. Select vantage points to show status of construction and progress since last photographs were taken.
F. Additional Photographs: Government may issue requests for additional photographs, in addition to periodic photographs specified. Additional photographs will be paid for by Change Order and are not included in the Contract Sum.
1. Three days' notice will be given, where feasible.
2. In emergency situations, take additional photographs within 24 hours of re‐ quest.
3. Circumstances that could require additional photographs include, but are not limited to, the following:
a. Immediate follow‐up when on‐site events result in construction damage or losses.
b. Photographs to be taken at fabrication locations away from Project site.
These photographs are not subject to unit prices or unit‐cost allowanc‐ es.
c. Substantial Completion of a major phase or component of the Work.

1. Initial Review: Allow 21 calendar days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required. Gov‐ ernment will advise Contractor when a submittal being processed must be de‐ layed for coordination.
2. Intermediate Review: If intermediate submittal is necessary, process it in same manner as initial submittal.
3. Resubmittal Review: Allow 21 calendar days for review of each resubmittal.
D. Identification: Place a permanent label or title block on each submittal for identifica‐ tion.
1. Indicate name of firm or entity that prepared each submittal on label or title block.

F. Deviations: Highlight, encircle, or otherwise specifically identify deviations from the Contract Documents on submittals.

a. Number of Samples: Submit one full set(s) of available choices where color, pattern, texture, or similar characteristics are required to be se‐ lected from manufacturer's product line. Government will return sub‐ mittal with options selected.
5. Samples for Verification: Submit full‐size units or Samples of size indicated, prepared from same material to be used for the Work, cured and finished in manner specified, and physically identical with material or product proposed for use, and that show full range of color and texture variations expected. Samples include, but are not limited to, the following: partial sections of manufactured or fabricated components; small cuts or containers of materials; complete units of repetitively used materials; swatches showing color, texture, and pattern;
color range sets; and components used for independent testing and inspection.
a. Number of Samples: Submit three sets of Samples. Government will re‐ tain two Sample sets; remainder will be returned.
E. Product Schedule or List: As required in individual Specification Sections, prepare a written summary indicating types of products required for the Work and their intended location.

Submit certificate with a certified copy of test results, or certify that such test results are on file with the manufacturer and will be furnished to Government upon request.
