Contractor Q&A

1. Are color photos available, instead of the black and white photos placed in the Drawing set?

Answer: Additional photos are provided via Amendment #1.

2. Per note 5 in H151, H111, H131 and note 6 in H121 and H141, “LEAD IN SOIL AROUND

THE STRUCTURE WAS TESTED. ALL RESULTS ARE BELOW APPLICABLE CLEANUP

LEVELS. THE SOIL IS NOT CONSIDERED CONTAMINATED AND NO REMEDIATION IS

REQUIRED IF HANDLED AS PART OF THIS PROJECT.” The drawings represent that the soil is not contaminated. However, the Specifications (on page 4) lists a portion of the work as

“remediation of contaminated soil.” Please advise.

Answer: Edit 01 10 00 1.2.B.1 to read, “The Work includes removal of lead paint and asbestos abatement, repair of historical structures and painting of exterior surfaces.

3. Please extend the proposal due date to 8/14/21.

Answer: The proposal due date cannot be extended to 8/14/21 due to end of fiscal year timelines. However, the due date has been extended to Monday 8/9/21 at 5pm AK time. This is the largest extension the Government can provide.

4. Please extend the period of past performance for projects to 6 years.

Answer: The period of validity for past performance references will not be changed.

5. Will any of the structures have occupants during any phase of the project?

Answer: No.

6. Will there be any on site restrooms, power, and water available on site; or will that be the responsibility of the general contractor?

Answer: Refer to 01 50 00 1.3.B/C which states that neither water nor power will be provided by the Government. 01 50 00 2.2.A.2 requires Contractor to provide and maintain indoor toilet and sanitary washing facility for their own use.

7. FAR Clause 52.204-24, Covered Telecommunications is included in the solicitation. It does not appear permanent electronic telecommunications or surveillance equipment is to be installed as part of the project. Is this correct?

Answer: Correct, but the FAR requires this clause to be in all solicitations. It is not applicable to this project, but contractors are required to acknowledge it in Volume 1. See the solicitation for more directions on the response required.

8. L-2 identifies an RFI form to be used for asking questions. Does BLM have a specific form to use?

Answer: No, any document that sufficiently describes the issue or question is acceptable.

9. Is all window and door trim to be replaced?

Answer: Window and door trim is only required to be replaced where components are damaged or missing. All replacement trim shall match the existing historical type and profile where replacement is needed.

10. On Sheet A341 and A342, are the roof vents/cupolas to be rebuilt or flashed in any specific manner?

Answer: Any components of the roof vents/cupolas which are missing or damaged shall be replaced in-kind, matching the existing historical type and profile off each component. If the contractor deconstructs portions of the building to facilitate the scope of work, the contractor will be responsible for reconstructing that portion of the building in the historical configuration with original components or, where needed, with new components matching in-kind the historical types and profiles.

11. Are the wood shingles on the NCO Quarters to be treated/coated? Notes on A330 state “All wood surfaces” but also allude to “Siding and Trim”.

Answer: New and existing materials related to the select repair/replacement of cedar shingle roofing at the NCO Quarters is not intended to receive treatment/coating.

12. What is the quantifiable area of roofing replacement indicated on A330?

Answer: Assume 136sf of roofing as a maximum, this is the approximate area of the roof surface where the damage is observed.

13. Please confirm if painting/staining/coating is to occur completely for interiors and exteriors of each facility? Are items within the buildings to be relocated by the contractor?

Answer: Interior painting scope is limited per notes on A sheets. Exterior painting scope is defined by notes on A sheets. BLM will remove items in the areas that need to be painted.

14. Where is material excavated around the QuarterMaster building to be disposed of? Does it require topsoil and seed also?

Answer: For disposal portion of question, see answer to question 15. Areas of the lawn disrupted by the contractor during the course of the project shall be provided with top soil and be reseeded to complete the work.

15. Is there an approved landfill in the Eagle, AK area for disposal of construction debris?

Presume all ACM and LBP contaminated materials must be hauled and disposed of at an ADEC approved landfill, correct?

Answer: Disposal location to be determined by Contractor per multiple Div 01 and 02 specification references. Disposal facility must be licensed to accept construction debris or hazardous material accordingly. Disposal site designations and authorizations are a pre-construction submittal. Disposal receipts are required by the Waste Management Plan and are also project submittals.

Edit 01 77 00 3.1.C to read, “Disposal of Debris: Items or debris not designated as salvage by

Government shall become property of Contractor. Disposal of materials off site in a legal manner and payment of required fees shall be Contractor’s responsibility. Sale of material onsite will not be allowed. When hazardous materials are encountered during demolition operations, comply with applicable federal, state, and local regulations, laws, and ordinances concerning removal, handling, and protection against exposure or environmental pollution.

16. Please confirm no doors, door hardware, or windows require replacement or restoration other than coating/staining work?

Answer: Restoration of doors and windows is limited to lead paint removal, asbestos removal, repair/replacement in-kind of the existing conditions, preparation sealing and coating of the exposed surfaces. This comment response does not reduce or increase the scope of work required by the documents and is meant as clarification only.
