About this file
This Statement of Work (SOW) outlines requirements for UPS battery replacement at the Joint Base San Antonio (JBSA) Network Enterprise Center (NEC). The contractor must replace batteries for two UPS systems: an APC 225kVA Galaxy PW and a Liebert NXL 400, each requiring 80 VRLA Sealed Lead Acid Batteries that must provide 30 minutes of runtime at full load.
The work involves purchasing, delivering, unloading, and installing replacement batteries at Building 2265, Ft Sam Houston, with specific delivery requirements including coordination through double doors and elevator access. The contractor must coordinate with the government 30 days in advance, perform work during an 8-12 hour shutdown window on weekends, conduct function tests before and after installation, properly dispose of old batteries, and provide a 5-year warranty on batteries and 1-year warranty on labor. Normal work hours are 7:00 a.m. to 5:00 p.m. Monday through Friday, with an alternative delivery option to Building 4192 for temporary staging approximately two miles from the installation site.

Statement of work (SOW) Uninterruptible Power Supply Battery Replacement
2 December 2024 Attachment 1
1. BACKGROUND. In the event of a commercial power outage (scheduled and unscheduled) the Joint Base San Antonio (JBSA) Network Enterprise Center (NEC) UPS maintains power to critical pieces of equipment/servers that provides NIPRNET and SIPRNET Enterprise Services to tenant organizations within the JBSA-NEC footprint. A generator is part of the building’s emergency-power system and feeds the UPS. Upon losing commercial power to the facility, it can take 10 seconds or more for the generators to start and power to transfer to the emergency source. Most, if not all our electronic equipment will not tolerate more than a few cycles of power disruption without shutting down. The UPS is expected to provide emergency battery power to hold the electrical load until the generator is fully on-line and takes over.
2. EQUIPMENT INFORMATION:
APC 225kVA Galaxy PW, Site ID 127072, Tag# 1693179 and 1693180, SN RT-50XL22007. Batter-ies: Two cabinets with 40 each (80 total) APC 225KVA Model No. UPS12-540MR C&D or equal;
Output per each string 480 VDC, 325 Amps DC. Current Battery Model: 80ea Enersys 12HX540- FR. The system is designed to have a runtime of 30 minutes at full load.
Liebert NXL 400, Site ID 127072, Tag# 1516783 and 1516784, SN D10E240009. Batteries: Two cabinets with 40 each (80 total). Liebert 400KVA Model No. UPS12-540MR C&D or equal; Output per each string 384-576 VDC, 588 Amps DC. Current Battery Model: 80ea Enersys 12HX540-FR.
The system is designed to have a runtime of at least 30 minutes at full load.
3. REQUIREMENTS. The Contractor shall:
Purchase replacement UPS batteries (brand name or equal) meeting the same or similar specs as existing UPS batteries. For each individual system, the batteries should collectively provide a runtime of at least 30 minutes at full load.
Deliver, unload, and replace (removal of existing batteries and installation of new batteries) 80ea VRLA Sealed Lead Acid Batteries for the NEC’s Galaxy 225KVA Uninterruptable Power Supply (UPS) and 80ea VRLA Sealed Lead Acid Batteries for the Liebert 400KVA Uninterruptable Power Supply (UPS).
Coordinate with the government at least 30 days in advance to determine work to be done during normal duty hours and/or after hours or on weekend.
Work within the approved shutdown (ASI) window, as to minimize any downtime of mission partner resources. Estimated 8-12 hours shut down is expected for this LCR. This install will be done on weekends (Saturday and Sunday), to minimize disruption of services to mission partners.
Conduct a function test before and after installation of new batteries. Function testing conducted after the installation of new batteries will be coordinated and accepted by the government for operability.
Remove and properly dispose of used/replaced batteries and all packing material
Provide 5 years warranty for batteries (manufacturer and extended) and one year warranty on labor.
