SECTION I
1.0 DESCRIPTION OF SERVICES
1.1 Scope of Work. The contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the maintenance, inspection and repair of all Automatic Doors as defined in this Performance Work Statement (PWS) except for those items specified as Government Furnished Property and services. The Contractor shall ensure continuous and safe operation of all automatic doors listed on the Automatic Door List (see Appendix A) and provide the maintenance and repair services specified in this Performance Work Statement (PWS) including future additions of doors (as required) and in accordance with (IAW) current ANSI Standards: ANSI/BHMA A156.10, American National Standard for Power Operated Pedestrian Doors, ANSI/BHMA A156.19, American National Standard for Power Assist and Low Energy Power Operated Doors, ANSI/BHMA A156.27-2019 Power and Manual Operated Revolving Pedestrian Doors and ANSI/BHMA A156.38-2019 Standards for Low Energy Power Operated Sliding and Folding Doors. The contractor shall not perform inherently governmental functions as defined in FAR Subpart 7.5 in relationship to this PWS. The Contractor assumes all responsibility to complete work as specified in this PWS and thereby shall perform quarterly inspections of all Automatic Doors listed in Appendix “A”. The services to be provided by the Contractor include: Quarterly Preventive Maintenance and Inspection Services, Service Calls for routine repair of doors, Emergency Service Calls for urgent repairs, and Over and Above Work Requests. Excluded services are listed in paragraph 4.9 below.
1.2 Preventative Maintenance Inspection (PMI) plan. The contractor shall provide a PMI plan for review and approval by the Contracting Officer (CO) and Contract Officer Representative (COR) within 30 days of contract award and annually thereafter by October 1 of each option year. The PMI plan will be based upon Original Equipment Manufacturer (OEM) recommendations, contractor expertise and standard industry practices. The purpose of this plan is to prevent and correct equipment deficiencies as they occur, minimize breakdowns and service interruptions, extend automatic door service life, and warrant the services provided under the contract. Under this PMI plan, the contractor shall perform Quarterly Preventive Maintenance Inspections to service all automatic doors specified for the buildings or facilities identified in Appendix A.
1.3 Quarterly PMI (CLIN X001). The contractor shall perform required quarterly inspections, preventive maintenance, and routine repairs of each automatic door listed on the Automatic Door List, see Appendix “A”. These will be scheduled and closely coordinated with the COR. The contractor shall include an inspection and maintenance schedule which shall be submitted to the COR by the 5th day of October on an Annual basis. If under any circumstance the schedule cannot be followed, the Contractor must provide 48 hour notification prior via phone or email. Each quarter, the Contractor is responsible for completing the “Automatic Door Quarterly PMI Checklist” (found at Appendix F) and a copy of the quarterly checklist is due within 5 days following the end of each Quarter. Repairs shall be in accordance with accepted commercial practices, using parts and tools specified by the Manufacturer of each respective door. If original (OEM) parts are not available, replacement parts will be equal to or better in quality than the replaced item. The contractor shall notify the COR regarding repairs that are determined necessary during quarterly inspections and any subsequent service calls that may be necessary. All deficiencies will be corrected during the preventive maintenance service whenever possible or provide a specific timeframe of when it will be resolved, with corresponding paperwork from the manufacturer.
Downtime for doors requiring repairs shall be kept to a minimum. The fixed price includes the costs for all PMI service calls made during the quarter to perform inspections, maintenance services, and minor repairs and shall include the cost of replacement parts and lubricants commonly used for preventive maintenance. Note: The contractor is responsible for the cost of parts up to $200.00 (per quarterly PMI) for parts included as part of preventive maintenance. See section(s) 1.4 and
1.6 for Over and Above information.
1.4 Service Calls (CLIN X002). The Contractor shall respond to a Service Call placed by the COR or CO within 24 hours of notification by either phone or email and shall begin work within 48 hours after receipt of a service call. If the Contractor does not or cannot respond within the 48 hours, the Government has the right to openly compete the requested work. All deficiencies will be corrected during the service call whenever possible, or within a maximum of three (3) business days if parts are available. For service calls that require replacement parts, the Contractor shall begin work as soon as practical after receipt of parts and the equipment necessary to perform the repairs. Repair costs that exceed $200.00 for parts and/or labor that are within the general scope of the contract but are not included in the quarterly preventive maintenance and inspection plan (PMI) shall be considered for processing as an Over and Above Work Request in accordance with Paragraph 1.6 below. Additionally, the contractor shall warrant all repairs made through

The contractor will not be held liable under this warranty for circumstances that arise that are outside the control of the contractor. Repairs made in response to an item under warranty will be free of charge to the Government for each applicable warranty item as described in this PWS. The Contractor shall respond to each service call as prescribed and shall provide a report of the work completed to include the hours worked. All costs associated with responding to a service call including travel to the Base shall be included in the Contractor’s hourly rate. At a minimum, the Contractor shall utilize Service PMI Checklist (Appendix B) and provide the following basic information: identification of each automatic door and its physical location, the date and time of the inspection, a listing of operational checks performed, the maintenance work performed, a description of repairs (if any), parts replaced, name of the inspector or repair technician, an assessment of the overall condition of each door, and actual time spent at the work site.
1.4.1 Warranted Equipment. The Contractor shall report to the COR the condition and location of an automatic door if it is found to be in new condition prior to performing repair work. New automatic doors may be under warranty therefore others may perform the necessary repairs. All defects in workmanship, material(s) and improper installation discovered by the Contractor during preventative maintenance or service calls shall be immediately reported to the COR so that corrective action may be taken.
1.5 Emergency Service Calls (CLIN X003). The Contractor shall respond by phone or in person to emergency service calls within four (4) hours of a notification made by the COR or CO. The Contractor shall begin work within one
(1) business days, (24) hours of notification and shall continue work until the emergency situation no longer exists. If the Contractor does not or cannot respond within the 24 hours, the Government has the right to openly compete the requested work. All deficiencies will be corrected during response to the emergency service call whenever possible, or within a maximum of three (3) business days if required parts are available. The Contractor shall make all repairs necessary to return the non-functional door or doors to operational status. For repairs that exceed the level of services included in the PMI plan, fall within the general scope of the contract, and exceed $200.00 for parts and labor; the Contractor shall prepare an Over and Above Work Request (see details in Paragraph 1.6 below). When responding to an emergency service call, the contractor shall have all equipment and material required to start work and complete repairs upon arrival at the service location. Calls occurring at the end of a work week shall be responded to no later than the next scheduled workday for Government employees. The Contractor shall respond to each emergency service call as prescribed and provide a report of the work completed to include the hours worked. All costs associated with responding to an emergency service call, including costs for the technician and vehicle expenses associated with travel to the work site shall be included in the Contractor’s hourly rate.
1.6 Automatic Door Replacement (CLIN X004). Automatic Door Replacement work will be ordered as needed (no more than four (4) per contract year) by the Government. The Contractor shall provide a written firm fixed price proposal within five (5) normal working days after receiving directions from the COR or CO for approval. The proposal shall include a start date and estimated down time, employee labor rates, indirect cost, equipment and overhead cost, general and administrative expenses, profit and material cost needed to complete the proposed automatic door replacement and the corresponding as-built drawings. The proposal shall be verified by a Government technical expert using RSMeans, 4CLICKS or other Independent Government Estimator tools. The Contractor’s proposal shall clearly indicate whether all the parts are available for immediate sale to the Contractor, or the date of their expected availability. Any replacement work performed shall match the existing automatic door system and surrounding trim and hardware unless otherwise specified by the Government. All new installs will require a completed manufacturer inspection to activate manufacturer’s warranty. Parts and labor included, shall be warranted for a period of 1 year from completion, excluding the manufacturer's warranty.
1.7 Over and Above Work Requests (CLIN X005). Over and Above (O&A) Work Requests are repairs that are not covered as part of the PMI services provided under CLIN X001, CLIN X002, CLIN X003 but are within scope of the contract. These procedures provide for the Government and Contractor to negotiate fixed price costs for parts and labor necessary to facilitate repairs not included as part of preventive maintenance services. Repairs that exceed $200.00 for parts and labor and are considered necessary to ensure the affected door is returned to regular service shall be identified by the Contractor through submission of an O&A Work Request (Appendix D). Each O&A request shall provide details of all costs necessary to complete the repairs, including costs of parts and required man hours. All over and above repairs, parts and labor included, shall be warranted for a period of 90 days from completion, excluding the manufacturer's warranty.

1.7.1 Over and Above Work Procedures. In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Instruction; PGI 217.77 – Over and Above Work tasks the contractor to identify needed repairs and recommend corrective action during contract performance. To process an O&A request, the contractor shall submit a work request form (Appendix D) to specify the work considered necessary for repairing the door. The work request shall be submitted to the COR within 48 hours of identifying the needed repairs. Following submission of the O&A work request, the Government shall review for approval prior to authorizing the contractor to proceed. If the Government and the Contractor cannot agree on upon a firm-fixed price for the Over and Above Work Request, the Government has the right to openly compete the Over and Above work.
1.7.2 Over and Above work requests submitted by the Contractor will contain the following details pertaining to the work requested: The specific work location, estimated time to complete, list of required parts, anticipated work schedule, details of labor requirements and any necessary equipment and supplies required to complete the Over and Above work.
Information contained within the Over and Above Work Request must be in compliance with applicable standards and must include a total cost of performing the specified work.
1.7.3 Travel. Contractor shall include all travel time in the labor rates and invoice for services rendered. Travel time shall be broken down and identified separately on each Over and Above Request and shall be reimbursed only to the extent that it is reasonable and necessary. Travel time shall include the time spent traveling to and from the job site.
1.7.4 All work requests submitted with a total estimated value of less than $2,500.00 will be sent to, reviewed and approved by the COR and forwarded to the Contracting Office as a record for the contract file. For work valued over $2,500.00, a Government Subject Matter Expert (SME) will need to sign off in addition to the COR. These will then be sent to the Contracting Officer (CO) to be reviewed and approved prior to commencement of work.
1.7.5 The COR will:
(a) Promptly review the Over and Above Work Request for technical acceptability and reasonableness of price.
(b) Verify the proposed work is required, appropriate, and is not covered under the basic contract line item(s).
(c)Verify funding is available for the Over and Above Work Request.
(d) Inform and coordinate with other appropriate EAFB activities and facility managers as necessary to ensure notification of work activity is done in a timely and professional manner.
1.7.6 Final written approval to perform Over and Above work must be obtained prior to starting the work. The contractor shall strictly abide by the start and completion dates agreed upon in the approved work request. Once approved, the work request establishes a firm-fixed price for completion of the work.
1.8 Completion of Work. Upon completion of any and all authorized work, the Contractor will promptly submit the respective invoices to the COR through the Wide Area Workflow (WAWF) website. Completed work includes Quarterly PMI Services, Service Calls, Emergency Services, Door Replacement, and Over and Above Work.
1.9 Site Clean Up. The contractor shall ensure the area is clean, orderly and free of debris upon completion of each service.
1.10 Contract Manager. The contractor shall identify a Contract Manager who is authorized to represent the contractor and make binding contractual agreements with the government and shall provide contact information for the individual identified as the Contract Manager and any alternate(s), to the COR and CO prior to the contract start date. Updating the name(s) of the Contract Manager shall be provided by the Contractor as needed. The Contract Manager or alternate(s) shall be available by phone within 24 hours. The Contract Manager or alternate(s) shall be able to read, write, and speak English.

SECTION II
2.0 Service Summary (SS)
2.1 Service Summary
The Contractor’s service requirements are summarized as performance objectives that relate to essential services. The performance thresholds briefly describe the minimum acceptable levels of service required for each requirement. These thresholds are critical to successful performance of the contract.

2.2 Quality Control.
The contractor shall develop and maintain a quality control program to ensure maintenance and repair services are performed in accordance with ANSI/BHMA A156.10 and other applicable standards and codes. The contractor shall develop and implement procedures to identify and prevent defective services from occurring or reoccurring. At a minimum, the contractor shall develop quality control procedures addressing the areas identified in the Services Summary, Section 2. The contractor shall maintain all quality control records for the duration of the contract and will make them available to the COR within 24 hours of request. The COR must have a specific quality control inspector to notify in case of customer complaints. The contractor will submit an electronic copy (Microsoft Word) of the Quality Control Plan (QCP) to the COR, within 30 days after contract award.

2.3 Quality Assurance.
The Government will periodically evaluate the contractor’s performance by appointing a COR to monitor performance to ensure services are received. The COR will evaluate the contractor’s performance through intermittent on-site inspections of the contractor's quality control program and receipt of complaints from EAFB personnel. The COR may inspect each task as completed or increase the number of quality control inspections deemed appropriate due to repeated failures discovered during quality control inspections or based upon customer complaints. Subsequently, the Government may decrease the number of quality control inspections if performance dictates. The Government will receive and investigate all customer complaints. The contractor will be responsible for validating and resolving initial customer complaints, at the direction of the COR. The CO a will make a final determination of the validity of customer complaints in the event of any dispute.
SECTION III
3.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 Government Furnished Property (GFP). Under this contract agreement there is no GFP and there are no Facilities provided by the Government for the Contractor’s use.
3.2 Government Furnished Services.
3.2.1 Fire Prevention and Protection. Fire department telephone extension is 911 for emergencies and 661-277-4540 for routine calls.
3.2.2 Security Police. The government will provide general on-base Security Police service. Security Police telephone extension is 911 for emergencies, and 661-277-3340 for routine calls.
3.2.3 Emergency Medical Service. The government will provide emergency medical treatment and emergency patient transportation service for contractor personnel who are injured or become critically ill during the performance of this contract. The contractor shall reimburse the government for the cost of medical treatment and patient transportation service at the current in-patient or outpatient treatment rate, as appropriate.
SECTION IV
4.0 GENERAL INFORMATION
4.1 Records and Reports.
4.1.1 Maintenance Records. The contractor shall maintain maintenance and service records for each automatic door listed in Appendix 1. These records will include a COR checklist of preventive maintenance and repairs as described in paragraph 1.3 and repairs made in response to any of the service calls detailed in Section I, and record scheduled versus actual completion dates. The contractor will ensure these records are accurate, current, and available for periodic inspection by the COR.
4.1.2 Reports. Following each PMI, the contractor will prepare and submit a checklist, to include repairs made to any door during the quarterly inspection. The report may be an annotation on the checklist. An electronic written report is acceptable, and must be submitted to the COR within five business days after the end of the current quarter. These reports shall include the checklist specified in paragraph 1.2.
4.2 Standards. Automatic doors maintenance and repair services must conform to all applicable standards and codes included in ANSI/BHMA A156.10, American National Standard for Power Operated Pedestrian Doors, ANSI/BHMA A156.19, American National Standard for Power Assist and Low Energy Power Operated Doors, ANSI/BHMA A156.27-

2019 Power and Manual Operated Revolving Pedestrian Doors and ANSI/BHMA A156.38-2019 Standards for Low Energy Power Operated Sliding and Folding Doors
4.2.1 Contractor shall have ten (10) years of experience in the automatic door industry. Contractor personnel shall be certified by appropriate federal and state regulatory agencies to meet specified certification requirements to include an American Association of Automatic Door Manufacturing (AAADM) Training Certificate as an AAADM Certified Inspector current and renewed annually. All work will be performed by personnel who are trained and qualified for the systems and equipment being worked on. AAADM Identification Card accompanied by a corresponding valid proof of identification shall be current and carried by personnel at all times during the “Period of Performance” of this contract with Edwards AFB/AFRL.
4.3 Hours of Operation. The hours of operation are 7:00 - 4:00, Monday – Friday, except federal holidays, but may be adjusted upon request. When a service falls on a Federal holiday, the work will be accomplished on the day before the Federal holiday. 4.3.1 Permits. The contractor shall be solely responsible for obtaining at its cost and expense any environmental permits required for its operations under the contract, independent of any existing permits held by the government. The contractor acknowledges that the government will not consent to being named a secondary discharger or co-permittee for any operations or activities of the contractor under the contract. In the event the government is named as a secondary discharger or co-permittee for any activity or operation of the contract, the government shall have the right to take reasonable actions necessary to prevent, suspend, or terminate such activity or operations, including terminating this contract, without liability or penalty.
4.4. Security Requirements. All Contractor employees will be subject to a criminal history background check IAW DoDM 5200.08V3_AFMAN 31-101V3, Installation Perimeter Access Control, and 412th Test Wing Integrated Defense Plan (IDP) 31, Volume I (the AFMAN and IDP are both limited access documents but more details on the requirements/process in terms of background checks can be provided by the Contracting Office upon request). Vehicle registration, proof of insurance, and a valid driver's license must be presented for vehicles. Installation Commanders may deny access and credentials based on information obtained during identity vetting that indicates the individual may present a threat to the good order, discipline, and morale of the installation.
The contractor shall comply with all base security regulations. Additionally, the contractor shall comply with actions dictated by force protection condition (FPCON) changes/measures and/or health protection condition (HPCON) changes/measures. For real-world situations/exercises, changes to force/health protection conditions could impact contractor performance of work and can include denial of access to the installation to perform work.
Only employees who will be working on the contract consistently/frequently should be submitted for a long term, Base pass.
The Contractor shall comply with all security requirements imposed by the Installation. Specific security considerations will be handled on an individual Task Order/contract basis as required.
4.4.1 Base Access. For Contractor personnel requiring frequent base access to perform work at Edwards AFB will be granted access via an Air Force Materiel Command (AFMC) Form 496, Application for AFMC Identification Card. Air Force Federal Acquisition Regulation Supplement (AFFARS) Clause 5352.242-9000, Contractor Access to Air Force Installations, the Prime Contractor shall submit a written request on company letterhead to the GPM/COR with the following information (prior to submitting a request for Base access via an AFMC Form 496): 1) contract number, 2) location of work, 3) expiration date (must be on or before contract’s expiration date), and 4) names of employees/subcontractor employees needing access to the base, to include each employee’s company name. Only employees who will be working on the contract consistently/frequently should be submitted for a long-term base pass.
The GPM/COR will provide an AFMC Form 496 template and send request for form upload via DoD Safe website application.
It is recommended that the Prime contractor provide a copy of the request letter to each employee for verification purposes. Employees for which no request letter can be found or provided will result in the employee being asked to

4.4.2 The AFMC Form 496 will be reviewed/approved by the Security Manager. The Security Manager will then notify the COR with instructions for the contractor employee to contact the Edwards Air Force Base Pass & Registration Office in Building 3000 for the security portion and issuance of the base pass. Base passes will be limited to the length of the contract not to exceed 3 years from the date the AFMC Form 496 is submitted to the Security Manager for signature.
4.4.3 The Contractor shall be responsible for prompt return of credentials and vehicle passes for: 1) any employee who no longer requires access to the work site; 2) upon request by a CO or GPM/COR; and 3) upon completion or termination of the contract. The Prime Contractor shall ensure that all Base identification passes issued to employees and subcontractor employees are returned to the issuing office. Failure to comply with these requirements may result in withholding of payment.
4.4.4 Training. Contractor personnel who require routine physical access to the installation shall comply with Level I - Antiterrorism Awareness training requirements. Routine physical access applies to contractor personnel whose contract, performance work statement/statement of work has a 45 day or more period of performance. AT Level I training provides contractor employees with the requisite knowledge necessary to remain vigilant for possible terrorist threats. AT Level I training can be taken at https://jkodirect.jten.mil/Atlas2/page/login/Login.jsf for non-Common Access Card (CAC) holders. CAC holders may complete AT Level I training (Force Protection course) via myLearning at https://lms-jets.cce.af.mil/moodle/. AT Level I training will be completed by all contractor personnel within 30 days of requiring access and annually thereafter. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit Antiterrorism Representative.
4.5 Safety and Health Requirements. It is the contractor's responsibility to ensure its employees and managers have a comprehensive understanding of OSHA requirements. Detailed information is available on the OSHA website at http://www.osha.gov. Contractors are responsible for complying with federal and state occupational safety and health standards for their employees, except where the Air Force contractually agreed to assume responsibility.
4.5.1 Safety and Health Plan. In accordance with AFI 91-202, The US Air Force Mishap Prevention Program, the contractor shall submit a Safety and Health Plan to the contracting office for review by the 412 TW/SEG.
4.5.2 Mishap Reporting. The Contractor shall promptly report pertinent facts to the Government Program Office (GPO) regarding mishaps involving government personnel or property, on or off the Air Force Installation, incidental to work performed IAW DAFI 91-204, Safety Investigation and Hazard Reporting. Direct costs related to the mishap shall be separated from other cost and provided to the GPO and Safety Investigators.
4.5.3 The Contractor is responsible for establishing requirements for all subcontractors who qualify as subcontractors under the resulting contract.
4.6 Welding Permits. The contractor shall obtain a welding permit from the Edwards Fire Department, Building 2860, and (661) 277-3643 before welding equipment or a cutting torch is used.
4.7 Excluded Services. The following services are not covered in the full maintenance service arrangement and may be pursued by other means upon approval by the Government. In the event that the Contractor encounters an item of work included in paragraphs 4.9.1 - 4.9.3, the Contractor may report the situation to the COR for further evaluation.
4.7.1 Acts by parties other than the Contractor including vandalism, abuse, negligence, damage resulting from rescue and recovery operations, acts of God, including damage resulting from emergency power generator power spikes and low quality power are not included in the contract
4.7.2 Additional items excluded in the full maintenance coverage of the Automatic Door systems including the floor covering, main line power switches, main power breaker(s), smoke and fire sensors, which are not solely part of the Automatic Door Systems are excluded services.
4.8 Base Exercises. Contractor personnel who are working on Base during military exercises or emergency responses are required to participate in all exercise scenarios as directed by Government personnel.

4.9 Environmental Protection. The Contractor shall comply with all applicable Federal, state and local laws, regulations and standards that are or may become applicable to the Contractor’s activities in performance of this PWS.
The Contractor shall ensure all hazardous materials (HM) are authorized and managed in compliance with applicable sections of Air Force Manual 32-7002, Environmental Compliance and Pollution Prevention, and Edwards Air Force Base (AFB) HM policy, to ensure compliance with Emergency Planning and Community Right-to-Know Act of 1986 (42 U.S.C. 11001-11050), and Pollution Prevention Act of 1990 (42 U.S.C. 13101-13109).
For all chemicals/materials procured for this project by any means other than an installation HAZMART, the Contractor shall provide the following to the Contracting Officer Representative (COR), at least 45 days prior to the start of the project:

The Contractor shall provide material usage updates to the COR (not later than the 5th of the month). The COR will forward all contractor provided information to the 412CEG/CEVC HM Program Manager. For guidance regarding tracking of HM, usage and regulatory requirements, or questions regarding completing this form, contact the Edwards AFB Environmental Management Office at (661) 277-1401 or email 412CEG.CEVC.HMWorkflow@us.af.mil. Any products that meet the criteria of “Hazardous Waste” must be bar coded and tracked until permanently removed from government property. Criteria for identifying hazardous waste are contained in Subpart C of 40 CFR Part 261. Note:
Products containing chlorofluorocarbons (CFC’s) or ozone depleting substances shall not be allowed or approved for use.
The Contractor shall comply with Pollution Prevention and Right-to-Know Information requirements. Control of environmental pollution requires consideration of air, water, and land uses, and involves the management of noise, solid waste, thermal energy and radioactive materials, as well as other pollutants. Protective measures shall be incorporated to control pollution and/or correct environmentally impacting conditions that may develop resulting from this contract.
Environmental protection shall be provided during the life of the contract.
The Contractor is responsible to report and promptly clean up all spills in a manner consistent with current environmental regulations. In the event that it is necessary to utilize Government material, equipment or personnel to clean up a Contractor caused spill, the Contractor shall be required to reimburse the Government for all associated costs.
The Contractor will notify the Environmental Management Division (412 CEG/CEV) at (661) 277-1909 prior to installing any storage tanks on the installation. Contractors owning, operating or procuring any storage tanks for use on the installation will comply with all federal, state or local requirements. Contractors shall comply with Air Force Instruction 32-7044, Storage Tank Environmental Compliance as well as the Edwards AF Base Spill Prevention, Control, and Countermeasure Plan for all petroleum storage tanks used on the installation.
The Contractor shall contact 412 CEG/CEVA at (661) 275-2435 if an active bird nest or active squirrel burrow is found and cannot be avoided during the performance of this contract.
4.10 OPSEC. The Contractor shall comply with DOD, USAF, and locally established Operations Security (OPSEC) policies and procedures to protect classified, sensitive, and unclassified information and/or equipment, which is furnished to and operated by the Contractor.
Any transfer or processing of classified or sensitive information via electronic methods (e.g. facsimile, telemetry, voice, computer) must be protected by implementing an appropriate combination of countermeasures such as encryption devices and sound practices and procedures.
The contract can require access to sensitive unclassified Government AIS in Categories IT-I, II, and III. At a minimum, contractor employees must be the subject of a favorable Tier 5 Investigation if granted access and performing in Category IT-I positions. For Category IT-II positions, at a minimum, contractor employees must be the subject of a favorable Tier 3

Investigation. For Category III positions, contractor employees must be the subject of a favorable Tier 1 Investigation.
The Government sponsor/security manager will submit contractor personnel security investigation requests (i.e., contractors who do not need access to classified information) for logical access to government IT systems, assignment to sensitive duties, or physical access to federal installations. In the event the investigation is not adjudicated favorably, unit commanders are responsible for suitability determinations. Reference DoDM 5200.02 AFMAN 16-1405. 4.10.1 Contractor shall maintain Operations Security (OPSEC) in accordance with DOD Directive 5205.02, DOD Operations Security (OPSEC) Program, AFI 10-701, Operations Security (OPSEC), and Edwards AFB OPSEC policies and procedures.
4.10.2 Operation Security (training) AFI 10-701, 4.2.3. - DoD Contractors with OPSEC requirements within a contract must ensure employees receive OPSEC training as specified in the contract. Accomplishment of training must not exceed 90 days from initial assignment to a contract with OPSEC requirements. Access to mission critical information will not be allowed until OPSEC education has been completed and documented.
4.10.3 The contractor shall employ a team consisting of only United States citizens for this project. Information required to the government prior to commencing work:

APPENDIX D
BUILDING LOCATIONS AND CHART
Edwards AFB base is a large base comprised of three geographically separated areas that contain the facilities with automatic doors covered by the maintenance and repair services required under this contract. Appendix A of this PWS contains a list of all doors/door sets that are to be serviced under the contract agreement.
Geographic area “One” (Main, North and South Base) comprises the main industrial complex for the Base and this region contains approximately 61 of the 77 doors/door sets currently listed in Appendix A. This includes facilities numbered 1 to 4505. Please note these facilities are spread apart along a stretch of approximately 3 to 4 miles and includes facilities that are remotely located up to 6 or 7 miles from the central part of the industrial complex. It should be noted, travel from one facility to another is not considered walking distance and requires a vehicle in order to travel between servicing locations.
Geographic area “Two” comprises the housing and commercial facilities and contains approximately 13 of the door sets listed. Facilities 5210, 5232, 5602, 6001, 6459, and 7210 are within area two. Area two is geographically separated from the industrial region by 2 to 3 miles and the facilities within area two are spread out over an area approximately one mile long.
Geographic area “Three” comprises the Air Force Research Laboratory (AFRL) region of Edwards AFB and is remotely located approximately 15-18 miles from the main industrial complex. Note, only facilities 8352 and 8424 are located in area three. Travel from the main base complex to AFRL requires approximately 30 minutes travel time.
