Northwest Oregon District Office HVAC System Improvements Page 1 Contract Scope of Work
HVAC System Improvements Bureau of Land Management
I. Project Description
A. Project Purpose: The existing HVAC control system at the Northwest Oregon District Office is outdated and has reached the end of its useful service life. Comfort conditions have also been deteriorating in several areas of the building. Maintenance of the VAV terminal units above the ceiling on the second and third floors has been non-existent due to the requirement that portions of the decorative wood ceiling lattice must be removed to gain access to the VAV terminal units; the wood ceiling lattice sections are heavy and difficult to remove. This impacts energy efficiency, employee comfort, maintenance staff productivity, and control of indoor environmental conditions.
Recommendations were made in the SI CASHE report from the November 2013 inspection at the Northwest Oregon District Office to upgrade and modify the existing HVAC control system, rebalance, and recommission the existing HVAC systems to improve operation. This work will also reduce the overall energy consumption of the building, which will improve the sustainability of the facility and help it to meet the following Guiding Principles for Sustainable Federal Buildings:
1. GP II - Optimize Energy Performance; Energy Efficiency.
2. GP IV - Enhance Indoor Environmental Quality; Ventilation and Thermal Comfort, and Indoor Air Quality.
B. Project Work Elements: The work of this contract consists of:
1. Removal of the existing decorative wood ceiling lattice in the open office areas on the second and third floors to make the VAV boxes above the ceiling more easily accessible for regular maintenance and to brighten up the open office spaces.
2. Removal of the damaged existing suspended ceiling tiles and grid on the second and third floors.
3. Replacement of the existing Honeywell DDC HVAC control system with a new
Johnson Controls Metasys DDC HVAC control system, including replacement of existing reheat coil and heating coil control valves, control valve actuators, damper actuators, sensors. etc.
4. Development of graphics for the new control system.
5. Installation of isolation dampers for existing exhaust fans and other work incidental to upgrading the controls.

III. Contractor’s Use of Premises
A. Business hours are 8 am to 4 pm Monday through Friday and is closed all federal holidays. Any work outside of these hours must be approved in advance by the Contracting Officer (CO) or Contracting Officer’s Representative (COR). No additional cost will be paid to the contractor for any overtime worked by the contractor or of any contractor's employees. All overtime shall be included in the contractor’s bid price for the item of work being performed.
B. Establishment of any sort of camp within the District Office property boundaries will not be permitted.
C. The office building will be occupied during construction. The Contractor shall conduct operations at all times to ensure the least inconvenience to the site staff and the public and shall coordinate all activities with the BLM site manager and the Contracting Officer’s Representative. IV. Existing Systems Description
A. General: The Northwest Oregon District Office is a 73,946 square foot, three story building, constructed in 1981.
B. Existing HVAC Systems: The existing HVAC systems consist of two high-efficiency condensing hot water boilers, two air handlers with DX cooling coils, two air-cooled condensing units, variable air volume airside (single-inlet VAV terminals), hot water reheat coils, and cabinet unit heaters in stairwells. A heating and ventilating air handler with hot water heating coil and hot water booster heating coils for each zone has been provided for the first floor (basement). Exhaust fans have been provided for the restrooms and various other spaces in the building and split-system air conditioners have been provided for the computer/telecom rooms.
The two existing 60 ton air-cooled condensing units are located on the roof of the building. These condensing units were installed in 2009 and contain R-22. The existing condensing units only have two steps of cooling capacity control, which makes it difficult to control discharge air temperature in a tight range as necessary for VAV operation.
C. Existing HVAC System Controls: The existing HVAC system controls consist of a Honeywell “SymmetrE” direct digital control (DDC) system that was installed in 2002.
V. Project Work Elements
A. Remove Existing Decorative Wood Ceiling Lattice: Remove most decorative wood ceiling lattice modules, hangers, and hanger rods in the open office areas on the second and third floors of the building as shown on Sheets A1 through A5 in Attachment A. The wood light troughs, lights within the linear wood construction that is separate from the lattice, and fire sprinkling drop heads located in the linear wood trough shall remain. It is strongly recommended that the wood ceiling lattice modules be reused rather that disposed of since they are made of nice straight clear vertical grain fir boards.
Consideration should be given to employing a firm specializing in reclaiming lumber to remove the decorative wood ceiling lattice modules and wood light troughs, such as
