About this file
This statement of work outlines requirements for a replacement communication server interface unit for radio control equipment. The Federal Aviation Administration requires the delivery of three first article units for testing and evaluation, along with 168 production units. Offerors must submit proposals by July 23, 2021 for consideration under solicitation 6973GH-21-R-00119. The selected contractor will be responsible for design, manufacturing, testing, delivery and warranty of units meeting specifications, including ISO 9001 certification and serial interface signaling above 8.3 VDC at 9600 bps. First article units are due 120 days after award with production units to follow within 90 days of notice to proceed. The FAA seeks a single fixed price contract awarded to the lowest priced technically compliant offer.

1.0 BACKGROUND
This Statement of Work (SOW) is for the design and purchase of a replacement device for the obsolete Radio Control Equipment (RCE) Centralized Maintenance System (CMS) Communication Server Interface Unit (CSIU). The RCE equipment is connected to the CSIU via RS-232 serial interfaces. The CSIU provides 16 serial interfaces and each interface is capable of driving 8 RS-232 serial receiver (RX) inputs. The industry has moved away from developing/manufacturing RS-232 interface serial products to support portions of the original RS-232 interface specification. In particular, the ability of the interface standard to use higher voltage levels in excess of 5 VDC magnitude. The industry has moved to lower level voltage within the interface specification, so it may support faster data rates. The RCE CMS CSIU replacement is required to provide RS-232 signaling in excess of ±8.3 VDC magnitude when driving 8 receivers simultaneously at 9600 bits per second (bps) in half duplex mode.
The RCE equipment is comprised of control site and remote site versions. The control version (CDV) provides voice and radio control interfaces with National Airspace System (NAS) Voice Control Systems (VCS) used by Air Traffic Controllers (ATC). The CDVs are serially connected to the CSIU. Up to 8 CDVs may be connected to each CSIU serial port. The remote version (RDV) provides radio voice and control interface with NAS Air/Ground (A/G) radios. The CDV and RDV are 4-wire trunk connected together over a Time Division Multiplexed (TDM) based trunk.
The contractor must provide the CSIU replacement device in accordance with the specifications listed in section 2.0 Scope.
