About this file

This is a Quality Assurance Procedure (QAP) document establishing First Article Inspection and Test Requirements for IBAS Spare Items conducted by the contractor.

The QAP applies to IBAS Target Acquisition Subsystems (TAS), Lower Target Acquisition Subsystem (LTAS), and Periscope Head (PH) spare subassemblies. First article testing must include performance verification per relevant specifications, 100% physical characteristics inspection covering dimensions and material certifications, interface verification, workmanship assessment, identification marking compliance review with documented results, preservation and packaging compliance review, and calibration verification of all inspection and test equipment. Features that cannot be verified when the part is complete are subject to in-process verification with government witness opportunity. Testing shall be conducted at a single location at the intended manufacturing site unless otherwise agreed. The contractor must provide proof of an operational quality/inspection program, documentation that fixtures, tool masters, jigs, and similar devices have been inspected for accuracy before use, and complete detailed inspection/test records including manufacturing, processing, control, and testing documentation. The first article test report must include all necessary documentation demonstrating full compliance, encompassing manufacturing planning, travelers, process sheets, work instructions, drawings, and applicable checklists. The first article unit must be representative of the production lot and produced at the same facilities using identical equipment as the production lot. Items destroyed or consumed during testing are not counted toward contract quantity; full quantities of acceptable items must be delivered. Any noncompliance with contractual requirements results in First Article Test rejection.

FOR

IBAS Spare Items

1. SCOPE

This QAP is applicable to IBAS Target Acquisition Subsystems (TAS), Lower Target Acquisition Subsystem (LTAS), and Periscope Head (PH) spare subassemblies. This QAP contains unique First Article Testing requirements that will be conducted by the Contractor on the sample size specified on the contract.

2. First Article Test

(a) The first article test shall be in accordance with the technical data package and contractual requirements. First article inspections and tests shall include the following requirements:

(1) Performance (as set forth in the relevant specification)

(2) Physical Characteristics - A 100% inspection (as set forth in the relevant specification) of all physical characteristics, to include but not limited to, any dimensions, certifications for materials, processes and/or procedures, as well as any other requirements which may be set forth by other applicable specifications, or in any procurement packages, technical drawings, technical data packages, and/or any other special/functional testing as set forth in this contract.

(3) Interface (as set forth in the relevant specification)

(4) Workmanship (as set forth in the relevant specification)

(5) A review for compliance to identification marking for parts, components and/or assemblies with documented results (e.g. photographs of marking or narrative description)

(6) A review for compliance with preservation, packaging, packing, and marking requirements with documented results.

(7) The verification through objective evidence with documented results that all of the inspection, testing, measuring and diagnostic equipment used in the inspection/test of the first article pieces(s) are maintained in accordance with applicable calibration standards and validation procedures.

(8) Any features/characteristics that will not be able to be verified when part is complete will be subject to in-process verification. The Government will be afforded an opportunity to witness any in-process inspections.

(b) Unless otherwise agreed upon by the Government and the Contractor, the first article inspection and test shall be conducted at a single location, at the intended site of manufacture. As part of the first article inspection and test, the Government requires the Contractor and/or its subcontractor to produce or demonstrate any or all of the following:

(1) Proof that a quality/inspection program/system exists, is in place and functional at the time of the first article inspection and test.

IBAS CTFA Req Sheet 2 of 2

(2) Proof that any fixtures, tool masters, jigs, or similar devices used, in the inspection and/or testing of the first article, have been subjected to an initial inspection, or other suitable means supporting their accuracy, before being used in the manufacturing/production process.

(3) A complete detailed description of inspection/test records shall be prepared and available at the time of the first article inspection and test. These records shall include, but are not limited to, records encompassing the manufacturing, processing, inspecting, accepting/rejecting, controlling and testing of parts, components, and/or assemblies. Examples of such records may include, but are not limited to, receiving/incoming/in-process/final inspection, process control, disposition of non-conforming material, inspection and testing done during fabrication and assembly, certification and qualification of special processes and special process personnel, written schedules and records of required periodic inspections, and the calibration and certification of all inspection, measuring, diagnostic and test equipment used.

(c) The first article test report shall consist of all the necessary documentation to demonstrate and support full compliance with the first article test requirements as set forth in this contract. The test report shall include manufacturing planning, travelers, process sheets, work instructions, drawings, and any applicable checklists.

(d) The Contractor shall not retain the first article provided under this contract, throughout production, to serve as the manufacturing standard of acceptance.

(e) The first article unit shall be representative of the production lot and be produced at the same facilities using the same equipment as the production lot. The contractor shall include a statement to that effect as part of the inspection report.

(f) Unless otherwise specified in this contract, any item destroyed or consumed during the inspection and testing process is not to be considered as part of the contract quantity. The full quantity of acceptable and serviceable items must be delivered.
