Specific Authorization No. 1 – Summary Memorandum North Dakota State Water Commission (NDSWC)
PREPARED BY: CH2M HILL
DATE: January 8, 2015
PROJECT NUMBER: 650605
The Missouri River Hydrogeologic Investigation is being conducted to determine and evaluate potential locations for subsurface water intakes along the Missouri River from south of the City of Bismarck ND to the City of Washburn ND, and to assess the feasibility of a bank filtration intake system to divert 120 cfs to 150 cfs (78 mgd to 97 mgd) from the Missouri River to meet the needs of the Red River Valley Water Supply Project (RRVWSP).
CH2MHILL is under contract to the North Dakota State Water Commission (Commission) to conduct the investigation, analysis and reporting. An initial Scope of Work was authorized under Specific Authorization No. 1 (SA1) to provide for information gathering, data review, and project planning to prepare for the field investigations and conceptual design that will be authorized through a subsequent specific authorization (SA).
The purpose of this summary memorandum is to present results of the work conducted under SA1 and recommendations for the test borings and geophysical investigations to be conducted in the next phase.
Background The Missouri River Hydrogeologic Investigation is a recommended next step identified in the Red River Valley Water Supply Project Alternative Route Engineering Study, (CH2M HILL 2014). The study identified a bank filtration system (BFS) consisting of one or more horizontal collector wells (HCW) as the preferred intake configuration, if feasible, in order to minimize environmental impacts, reduce permitting requirements, and possibly yield a higher quality water supply for the RRVWSP.
The CH2M HILL study evaluated two different pipeline routes across the state, a northern route generally along the Highway 200 corridor, and a southern route that generally follows Interstate 94 (Figure 1). Both routes face similar challenges for permitting and constructing the project and present slightly different baskets of benefits.
Selection of the preferred route, therefore, will be strongly influenced by proximity to the preferred intake location along the Missouri River. The preferred intake location is, in turn, influenced by hydrogeologic suitability to yield the high flow volumes needed for the RRVWSP and by property availability/accessibility. Evaluating these factors are the focus of this Hydrogeologic Investigation.
While RRVWSP provides the driving force for this Hydrogeologic Investigation, there is additional future need for water supply in the state to support economic development outside the Red River Valley. A secondary objective of the Hydrogeologic Investigation is to identify other sites in the Washburn to Bismarck reach of the Missouri River that might also be favorable for a water supply intake to meet these unspecified, potential future uses.
Project Scope The Hydrogeologic Investigation consists of a number of activities consisting of the following:
Review existing data Identify locations having favorable hydrogeologic indications and property opportunity/access.
Obtain Rights‐of‐Entry for field investigations Conduct field investigations (soil borings and geophysical surveys) Perform well pumping tests Evaluate results

Data collected from the Commission was from the state’s online database, enabling it to be brought into an ArcGIS Online platform. Linking subsurface data to a GIS platform allowed the spatial distribution of the data to be visually considered as the information was reviewed.
Property parcel boundaries with land ownership information was imported from Burleigh County’s geodatabase and layered into the ArcGIS Online platform. McLean County parcel information was also obtained but required manual input into the ArcGIS online environment.
Hydrogeologic Evaluation and Results Existing subsurface data lying generally within one quarter mile of the Missouri River’s east bank between Washburn and the northern tip of Lake Oahe was reviewed to identify potential locations where thicker and coarser alluvial sediments might be expected, presenting conditions conducive to high water yields through a BFS/HCW system. A total of 305 records from the Commission’s online collection of Private Contractor Logs and 68 records from the Ground/Surface Water test borings archives were reviewed.
A series of base maps were created from ArcGIS Online covering the project area shown in Figure 1. The map set includes the locations of existing borehole data with their unique identification number and is included as Appendix A.
As borehole data was reviewed, representative bore logs were selected for use in building a series of cross‐ sections. The driller’s logs were manually entered into a software application called, Strater (developed by Golden Software), that was used to develop the cross‐sections. The Appendix A map set indicates the wells used in the cross‐sections and traces the path of the cross‐sections. Appendix B presents the cross‐sections generated by the Strater software. The number assigned to each cross‐section refers to the map sheet number that contains the majority of bores shown in the cross‐section. Generally, each cross‐section overlaps with the adjacent cross‐ sections, including one or two bore logs from the adjacent cross‐sections to the north and south. The cross‐ sections are highly interpretive, both in the categorization of driller’s sample descriptions into the six lithologic categories shown, and in how the units correlate between bores. The cross‐sections are schematic representations without horizontal scale and with a vertical scale that varies between cross‐sections. Comparing the relative thicknesses of units from one cross‐section to another must be done with caution and must consider the vertical scale for each section. The vertical scale shown on the left side of each cross‐section refers to elevation above sea level.
Review of the collected information resulted in the delineation of a number of areas along the river that were considered favorable with respect to their hydrogeologic potential (potential for thicker, coarser sections with hydraulic connection to the river). Those areas are shown in Exhibit 1 and Exhibit 2 (located at the end of the memorandum), denoted by heavy blue lines along the east bank of the river. Each area has been given a geographically based name for reference. Areas of secondary potential are shown in the two figures by yellow lines. Exhibit 1 shows the project area from Washburn to approximately 10 miles up‐river of Bismarck. Exhibit 2 slightly overlaps Exhibit 1 and extends to the southern limit of the project area south of Bismarck. Each figure shows the sheet outline and reference for the map set contained in Appendix A.
As shown in Exhibit 1 and Exhibit 2, eight areas of primary interest were identified:
Washburn South Painted Woods McCullough Sundown Island Park Estates Bismarck
4 SA1_SUMMARYTM.DOCX
Missouri River Correctional Center (MRCC) Apple Creek Bottom
The cross‐sections in Appendix B illustrate the basis for the selection of these seven areas of primary interest.
Property/Land Ownership Evaluation The seven areas deemed most favorable from a hydrogeologic perspective were further evaluated to determine their feasibility for conducting field investigations and practicality for locating a river intake. The following summaries of each site identify the location and the Appendix B cross‐section through the site. Reasons supporting the favorable hydrogeologic assessment and the land ownership/ development factors influencing the recommendation to pursue field investigations are summarized. Recommendations indicate whether the site is considered to be a first priority site, a second priority site, or not recommended for further investigation. The first priority sites are recommended for initial property owner(s) negotiation to conduct field investigations (test borings, surface geophysics, and pumping tests). Depending upon the success of gaining access to first priority sites, second priority sites can then be pursued. Per the project scope of work, a total of ten test borings are planned. To properly evaluate a site, multiple test borings will likely be needed.
Washburn South. Sections 30 & 32, T144N‐R81W. Cross‐section 3.
A number of driller’s logs at this site show a well‐graded sand and sand unit from 50 to 150 foot thick above the dense basal mudstone (see logs #10, #13‐16). This site is comprised of numerous privately owned parcels, the majority of which are developed with residential structures. The parcels are heavily wooded. These two factors suggested that this location would be difficult to access with a drilling rig, and the high level of residential development at the location would be challenging for locating a series of HCWs such as will be needed for the RRVWSP intake.
This site is not recommended to be pursued for field investigations.
Painted Woods. Sections 18, 19, & 30, T143N‐R81W. Cross‐section 4.
Several driller’s logs indicate 50 to 80 foot thick sections of well‐graded sand with some gravels at this site (see logs #17 and 18). This site spans two property owners, Flinn and Bickert, and is generally undeveloped except for the Flinn farmstead. The site lies only 1 to 3 miles from the beginning of the northern RRVWSP pipeline alignment.
This site is considered first priority.
Property Owners: Elaine Flinn; Bickert Family Trust
McCullough. Sections 27 & 34, T142N‐R81W. Cross‐section 6.
Driller’s logs show several wells displaying well‐graded sands and some gravels ranging from 50 to 90 foot thick (see logs #23 to #25). Similar to the Painted Woods location, this site is largely undeveloped except for the McCullough farmstead. The site lies approximately 12 miles south of the northern RRVWSP pipeline alignment.
This site is considered first priority.
Property Owners: McCullough Family Ltd Partnership
Sundown. Section 34, T141N‐R81W and Sections 5 & 8, T140N‐R81W. Cross‐section 9.
Fine sands to well‐graded sands up to 60 ft thick are seen in logs #34 to #36. This location lies 18 miles south of the northern RRVWP alignment and 17 miles north of the southern alignment along a large western bend in the river. A residential subdivision, Sundown Acres, is located along the river in the middle of the site, but undeveloped property lies both to the north and south of the subdivision.
This site is considered first priority.
Property Owners: Steve Clairmont; Paul Andahl
5 SA1_SUMMARYTM.DOCX
Island Park Estates. Sections 28 & 33, T140N‐R81W. Cross‐sections 10 & 11
Bore logs in this area suggest some of the more favorable hydrogeologic parameters in the project area, with a number of logs showing well over 100 feet of well‐graded sands and sands & gravels (see logs #39 to #43).
However, the entire eastern bank of the Missouri River has been densely subdivided into residential lots, with residences on most lots. Because of the extensive residential development along this stretch of river, it was not considered to be feasible for locating a BFS/HCW intake system there.
This site is not recommended to be pursued for field investigations.
Bismarck. Sections 5 & 8, T138N‐R80W. Cross‐section 13
This location lies on the east bank of the river just south of the Bismarck Expressway bridge. Well‐graded sand with some gravel layers approximately 80 feet thick are seen in a number of bore logs (see logs #56 to #61). The site is not ideal for a BFS/HCW intake for several reasons, including: a lack of undeveloped land of sufficient length along the river to accommodate the needs of a RRVWSP water supply intake, the dedicated use of the undeveloped land to serve as a wetland mitigation bank for the Southport development to the south, and the challenges of constructing a transmission pipeline from this location to the east through the City of Bismarck.
This site is considered second priority.
Missouri River Correctional Center (MRCC). Sections 19, 29, & 30, T138N‐R80W. Cross‐section 14
Bore logs near this site are not as promising as some of the other sites but a number of bore logs indicate sands and gravels up to 40 feet thick (logs #64 to #67) and one log indicates over 100 feet of sand and gravel (#69). This location presents the most promising opportunity in the southern portion of the study area in terms of land use and land ownership. The property is large and is owned by the State, specifically by the Department of Corrections. The site is also well position, lying just several miles from the RRVWSP southern alignment. Farther south along the river, land ownership becomes increasingly dominated by the federal government as the north limit of Lake Oahe is approached. The MRCC site presents the best opportunity for an intake for the RRVWSP southern alignment.
This site is considered first priority.
Property Owners: Steve Clairmont; Paul Andahl
Apple Creek Bottom. Sections 9, 10, 15, & 16, T137N‐R80W. Cross‐section 15‐16
This is another large undeveloped parcel in the southern portion of the project area with a couple of bore logs that show greater than 100 feet of sand and gravel (see logs #76 and #80). Preliminary indications were that the Section 9 and 16 portions of the site were privately owned. Further investigations, however, revealed that most of the Section 9 portion of the site and all of the site in Sections 10, 15, and 16 are owned by the federal government. Because of the limited private ownership and significant federal ownership, this site was removed from further consideration.
This site is not recommended to be pursued for field investigations.
Recommendation for Field Investigations The previous section identified four of the seven sites as first priority for field investigations, Painted Woods, McCullough, Sundown, and MRCC. Exhibits 3 through 6 (located at the end of this memorandum) show parcel boundaries, property ownership, and proposed locations for test borings. A total of 12 test boring locations are shown, but it is recommended that the actual number be managed during the work to optimize the planned test boring budget. While 10 test borings are tentatively scoped, depending upon the depth of each boring, the findings, and other issues, more than 10 borings may be possible and may be recommended.
Recommended locations for the test borings are summarized in Table 1. The specifications to be used in procuring test boring subcontractor services is included as Appendix C.

Geophysical Investigations The use of geophysical techniques was investigated to determine whether they could provide additional usable information to complement and extend the data collected from test borings and pumping tests. The geophysical methods evaluated measure the conductivity of near surface strata (and indirectly, electrical resistivity), either through application of direct current methods (ground‐based investigations) or through use of time domain electromagnetic methods (airborne investigations).
Electrical resistivity of subsurface strata depend upon fluid content, pore‐volume porosity, effective porosity, and the presence of conductive mineral content. Experience has shown that resistivity can be correlated to near surface lithologies that are identified through boring logs to provide a more extensive understanding of the subsurface strata, specifically, total depth to bedrock and possible delineation of sands, gravels, and clay layers.
Thus, geophysical investigations have the potential to provide insight into the possible presence of objective sands and gravels over a far greater area than can be evaluated simply by test borings.
Both ground‐based and airborne geophysical investigations are recommended to be pursued for this project. The proposed Scope of work for both investigations is located in Appendix D.
Ground‐based Geophysics
Ground‐based geophysical surveys utilize the direct current (DC) method to measure the bulk resistance of the underlying subsurface strata to the conductance of electrical current. The electrical response depends upon the resistivity of the pore water, quantity of pore water, resistivity of the grains and the presence of clay materials.
Generally, low resistivities are associated with increased clay content and/or higher salinity zones, and higher resistivities are associated with coarser units, (sands/gravels) and fresher water. Two dimensional profiles can be constructed along the alignment of the ground‐based survey showing the vertical distribution of the subsurface electrical variations. Ground‐based geophysical surveys are most useful when they can be directly correlated to lithologic logs of test borings.
A total of 4.6 miles of ground based geophysics is recommended to be conducted at three of test boring sites, Painted Woods, Sundown, and MRCC. (McCullough site is omitted due to early indications that access to the site for test borings and/or geophysics will not be attainable at this time.) The proposed surveys are laid out to pass as close to the test boring locations as practical to provide a strong framework for correlating borehole information to the geophysical profiles. See Figures 2 to 4.

Airborne Geophysics
An airborne geophysical survey is recommended to be performed over the Missouri River from Garrison Dam to south of Bismarck near the northern limits of Lake Oahe. The original proposal for an airborne geophysical program had a northern limit of Washburn, which would have covered the project limits shown in Figure 1.
However, since much of the cost of the airborne program is associated with fabrication and testing of the specialized equipment and mobilization of equipment and personnel to the site, it is recommended that full advantage be taken of the mobilized airborne equipment and crews to maximize data collection for the full river length between Lake Sakakawea and Lake Oahe (Figure 5).
Right-Of-Entry Appendix E contains the proposed Right‐of‐Entry form recommended to secure landowner permission for conducting the various on ground field investigations, including test borings, well pumping tests, and ground‐ based geophysics. Appendix E also contains a brochure that was prepared for landowner information purposes to assist their understanding of the field activities proposed to occur.
