Berry Brush Stewardship IRSC (Fire Salvage) Pre-solicitation Site Visit Notes Prepared by Curtis Yocum and Karen Ruklic

Notes:
• Eric Murphy described the work to be done and gave a project overview.
• Timber removal using weight scale by the ton is the Unit of Measure of choice for all contractors. No one stated it should be a problem.
• Multiple contractors agreed the pine was the main issue. Sierra Pacific Industries and no other major processing facility will take it.
• One contractor asked about lifting time restrictions for such things as fire precautions when the work site has low potential to burn. Answer – the normal fire waiver process would need to be done and we would make the decision on a case-by-case basis. But no assurances that we could make for lifting restrictions at this time.
• One contractor asked if it would be better to break up the contract into multiple contracts.
Curtis Yocum stated that creates increased burden on the agency and is not likely at this time.
Update: Brush Creek Station (Unit 47) was repackaged as a stand alone requirement. - Solicitation 12363N22Q4042. The Berry Brush IRSC was reduced in scope and simplified.
• Multiple contractors agreed that the project should just be a service contract that decks the wood and the FS can sell the wood after.
• How long of a turn-around from time solicitation proposals are due and award of contract?
Curtis Yocum stated the review process takes 1-2 weeks and the award can be during that time frame if no discussions or negotiations are needed. More time may be needed if negotiations are required.
• Curtis Yocum discussed the proposal process. Contractors must submit a “base” proposal that addresses the government needs as stated in the solicitation. If an alternative proposal is submitted for a different way to complete the contract work, it must be submitted as a second proposal.

(Updated to reflect revised requirement)
• Currently, most fir is being sent to shipping ports and sent elsewhere for processing. Curtis Yocum assumed this was stated for non-federal wood since federal wood products are prohibited for export. Curtis Yocum did not clarify. The USFS interpreted this to mean there was a poor market for the other non-pine species as well.
• One contractor stated some pine may be movable in March, but there is no guarantee for that and most likely not a viable option. He did not state to what facility.
• Several contractors agreed there was a market further north in Weed/Yreka potentially and in southern Oregon, but it is way too far to haul there economically by truck.
• Asked if concessions of restrictions of wet soil and winter ops can be waived. USFS responded that this would be decided on a case-by-case basis during the administration phase.
• Contractor asked about being able to fall and leave material that is mandatory removal, but no market for it. If it is required to be removed, it must be removed unless there are acceptable reasons to leave on site. That would be determined in the administration phase.
• All contractors agreed this should be a cut, skid and deck service contract with product removal being optional TSA based on market availability.
