About this file
This document is Proposal Pipeline and ONR Contracts Actions Spreadsheet Guidance that provides instructions for completing and updating a spreadsheet to track the status of proposals and contract actions related to the Office of Naval Research (ONR) ManTech program.
The spreadsheet is used to provide an up-to-date list of proposals and contract actions, identify the status of proposals and pending actions, and estimate the future level of work needed by ONR Contracts. The spreadsheet is required to be updated and submitted to the Navy ManTech Support Team on a bi-weekly basis. The guidance outlines the purpose, required timeline, process, and column descriptions for the spreadsheet. It includes details on assigning priority levels, identifying contracting actions, tracking status, documenting funding estimates, and recording key milestone dates related to Project Planning Development, Project Development Requests, and Project Plan completion and approval. The document also provides instructions for formatting, revising, and naming the spreadsheet file.

1. Sample Proposal Pipeline and ONR Contracts Actions Spreadsheet
A. PURPOSE
The purpose of the spreadsheet is to provide an up-to-date list of proposals and contract actions, to identify the status of proposals and pending actions, and to estimate the future level of work needed by the Office of Naval (ONR) Contracts.
B. REQUIRED TIMELINE
The Proposal Pipeline and ONR Contracts Actions Spreadsheets should be updated and e-mailed to the ManTech Support Team (navymantech@bcsallegient.com) on a bi-weekly basis.
C. PROCESS
The Navy ManTech Support Team will e-mail the initial spreadsheet to the Centers of Excellence (COEs) requesting that they update columns A through N (blue columns) by changing any dates and any actions that have been completed. ONR or the ManTech Support Team will complete columns O and P (pink columns). It is important to note that regular font style in a given cell indicates estimated dates, while bold and underline font style indicates actual completion dates. Column Q is reserved for comments and can be edited by the COE, ONR, or the Navy ManTech Support Team. Red font should be use to indicate any change made to the spreadsheet since the last submission.
E. COLUMN DESCRIPTIONS
A. COE Priority: The COE will update this column to indicate the priority of the action, as well as the organization / party that is responsible for the action. The priority of the action will be assigned a number while the party responsible for the action will be assigned a letter. For example, A1 indicates this is a top-priority item for the COE.
· A – Designates COE actions (e.g., PPD development, RFP issuance, subcontracting actions).
· B – Designates ONR Program Office actions (e.g., PDR issuance, Project Plan approval).
· C – Designates ONR Contracts actions (e.g., issuance of task orders, project awards, contract modifications).
The COE will assign a number to each letter starting with “1,” which represents the highest priority for action. The prioritization of action items should be performed with each submission of the Proposal Pipeline and ONR Contracts Actions Spreadsheet.
B. Contracting Action: The COE will clearly describe the contracting action required, such as award of the task order or description of the contract modification requested. If the contracting action involves a project award, list the official title of the project to be awarded.
C. Project Number: The COE will list the Navy ManTech-assigned project number if the action involves a project award. If the contracting action does not involve a project award, leave the cell blank.
D. Status: The COE will identity the status of the proposal. The choices include:
· Concept – For proposed projects that are in the early stages of development and where a Project Planning Development (PPD) has not been generated.
· PPD – For proposed projects where a PPD has been generated.
· PDR – For proposed projects where a Project Development Request (PDR) has been received.
· PP – For proposed projects where a Project Plan has been generated and quotes for subcontractors and pricing for materials, support services, etc. have been received.
For ONR contracting actions not associated with a project, leave the cell blank.
E. Task Order: The COE will identify the task order number that corresponds to the contracting action. If none applies, leave the cell blank.
F. Platform: The COE will identify the ship or aircraft Program Office associated with the proposal. If multiple Program Offices are affiliated with the proposal, list the lead Program Office in the cell. If the contracting action does not involve a Program Office, leave the cell blank.
G. Estimated Funding: The COE will provide an estimate of the amount of funding planned for the contracting action. If the action involves a modification in funding, state the amount of funding to be modified by the contracting action. Ensure that the amount of funding required is accurate and current. If there is no funding change, enter $0 in the cell.
H. Subcontractor: The COE will list the subcontractors that it plans to use to execute the project in columns H, I, and J. List the subcontractors by the expected total funding value of the subcontract, from highest to lowest.
I. Subcontractor: The COE will list additional subcontractors in this cell, if applicable.
J. Subcontractor: The COE will list additional subcontractors in this cell, if applicable.
K. PPD: The COE will enter the estimated completion date of the PPD in regular font style. The spreadsheet will automatically calculate all completion dates for future activities based on this date. When the PPD action is completed, the COE will enter the actual completion date in bold and underline font style. For contracting actions that are not related to project awards, leave this cell blank.
L. PDR: The spreadsheet will calculate an estimated date that indicates when the COE will receive the PDR. If this date is unlikely to be achieved, the COE may enter a more accurate estimated receipt date in this cell in regular font style. When the COE has received the PDR, the COE will enter the actual date in bold and underline font style. The spreadsheet will calculate all future completion dates for project development. For contracting actions that are not related to project awards, leave this cell blank.
M. Project Plan and Supporting Documents Complete: The spreadsheet will calculate an estimated date that indicates when the Project Plan will be completed. This includes the Project Plan as well as supporting documentation for the cost proposal, such as subcontractor and vendor quotes and pricing data. If this date is unlikely to be achieved, the COE may enter a more realistic estimated date in this cell using regular font style. Once all actions are complete, the COE will enter the actual completion date in bold and underline font style. For contracting actions that are not related to project awards, leave this cell blank.
N. Project Plan Forwarded to ONR: The spreadsheet will calculate the estimated date that the Project Plan and supporting documentation will be forwarded to ONR. The COE will add the actual date in bold and underline font style when the Project Plan is sent to ONR.
O. Project Plan Approved / Documents Delivered to ONR Contracts: The spreadsheet calculates the estimated date that the Program Officer will approve the Project Plan and supporting documentation based on the dates entered in the previous columns. The estimated date also represents the date that the Program Officer will forward the documents to ONR Contracts. The Navy ManTech Support Team will add the actual date that the Program Officer approves the Project Plan and supporting documentation and forwards the documents to ONR Contracts in bold and underline font style.
P. Project Award: The spreadsheet calculates the estimated date that the project will be awarded based on the estimated or actual dates entered in the previous columns. The ManTech Support Team will enter the actual date that the project was awarded in bold and underline font style once ONR Contracts provides notification that the contracting action has been completed.
Q. Notes / Issues: The COE, ONR, or the Navy ManTech Support Team should update this column regularly to provide details of the current status of proposal development or contract action. Action items should never be deleted or removed from the spreadsheet without permission from the ONR Program Officer.
